Dear Mr. Zarlingo: As requested, a representative of Hepworth-Pawlak Geotechnical, Inc. observed the excavation at the subject site on March 2, 2001 to evaluate the soils exposed for foundation support. The findings of our work and recommendations for the foundation design are presented in this report. The work was done in accordance with our agreement for geotechnical engineering services to you, dated February 26, 2001. The proposed residence will consist of a single story wood frame structure over a garden level basement. The basement walls will be precast concrete panels. Basement floor will be slab -on -grade. The building is located at the top of a small ridge At the time of our visit to the site, the foundation excavation had been cut in one level from 0 to 7 feet below the adjacent ground surface. The frost depth trench along the south side had not been excavated. The soils exposed in the bottom of the excavation consisted of silty sand to sandy silt with gravel and scattered cobbles. Up to about 1 foot of on-site fill and topsoil was located in the southeast portion of the excavation. We understand that this area is outside of the foundation. The upper 6 inches of the subgrade was loose from the excavating equipment. We recommended that the soils be moistened and compacted at footing subgrade level. Results of consolidation testing performed on a sample of silty sand taken from the site, shown on Fig. 1, indicate the soils have low compressibility under existing moisture conditions and light loading and a low collapse potential (settlement under constant load) when wetted. The sample showed moderately high compressibility upon additional loading after wetting. The results of a gradation analysis performed on a sample of the silty sand with gravel (minus 3 inch fraction) obtained from the site are presented on Fig. 2. No free water was encountered in the excavation and the soils were slightly moist to relatively dry. The amount of settlement would depend on the depth and extent of subsurface wetting. • Anthony Zarlingo March 6, 2001 Page Footings should be a minimum width of 18 inches for continuous walls and 2 feet for columns. The soils exposed in footing areas should be moistened and compacted. Exterior footings should be provided with adequate soil cover above their bearing elevations for frost protection. Continuous foundation walls should be reinforced top and bottom to span local anomalies such as by assuming an unsupported length of at least 12 feet. Foundation walls acting as retaining structures should be designed to resist a lateral earth pressure based on an equivalent fluid unit weight of at least 50 pcf for on-site soils, excluding vegetation, topsoil or oversized rock, as backfill. A perimeter foundation drain should be provided to prevent temporary buildup of hydrostatic pressure behind the walls and prevent wetting of below grade areas. An impervious liner, such as 20 mil PVC should underlie the drain gravel in a trough shape and attached to the foundation wall to prevent wetting of the bearing soils. Structural fill placed within floor slab areas can consist of the on-site soils compacted to at least 95% of standard Proctor density at a moisture content near optimum. Backfill placed around the structure should be compacted and the surface graded to prevent ponding within at least 10 feet of the building. Landscaping which requires regular heavy irrigation, such as sod, should be located at least 5 feet from the building. The recommendations submitted in this letter are based on our observation of the soils exposed within the foundation excavation and do not include subsurface exploration to evaluate the subsurface conditions within the loaded depth of foundation influence. This study is based on the assumption that soils beneath the footings have equal or better support than those exposed. The risk of foundation movement may be greater than indicated in this report because of possible variations in the subsurface conditions. In order to reveal the nature and extent of variations in the subsurface conditions below the excavation, drilling would be required. It is possible the data obtained by subsurface exploration could change the recommendations contained in this letter. Adequate and complete information will prevent delays in the plan review process. Reviewing a plan and the discovery that required information has not been provided by the applicant may result in the delay of the permit issuance and in proceeding with building construction. The owner or contractor may be required to provide this information before the plan review may proceed. This causes delays because other plans that are in line for review may be given attention before the new information may be reviewed after it has been provided to the Building Department.
