Ross Montessori School Application to Re -Zone and Remove Equestrian Lot
Dear Mr. Jarman:
This letter is being written in response to the above -referenced application for a PUD
Amendment and Re -zoning relating to the so-called "Equestrian Lot" within the Aspen
Equestrian Estates Subdivision!PUD. Based upon several meetings and numerous discussions
between representatives of Ross Montessori School ("RMS") and the owners of the residential
lots within the Aspen Equestrian Estates Subdivision/PUD, the Board of Directors of the Aspen
Equestrian Estates Home Owners Association, Inc. ("Association") firmly believes that the
development of the Equestrian Lot by RMS is overwhelmingly supported by residential lot
owners. The Directors and owners believe that the school campus, as proposed, will be a
welcome and beneficial addition to the neighborhood. As evidence of such support, the
members of the Association approved an Amendment to the Protective Covenants for the Aspen
Equestrian Estates Subdivision on March 7, 2013 which provides that, upon acquisition by Ross
Montessori School, the provisions of the Covenants shall no longer apply to the Equestrian Lot
(a copy of the Resolution is attached). Of the forty-three (43) eligible votes which could have
been cast either for or against the Amendment, forty (40) supported the Amendment and the
remaining three were not cast.
The Board of Directors intends that this letter be submitted to the Garfield County
Planning Commission and to the Garfield County Commissioners as evidence of support for the
removal of the Equestrian Lot from the PUD and the Re -zoning of that Lot to Rural. We request
that the proposed PUD Amendment and Re -zoning be contingent upon acquisition of the
Equestrian Lot by RMS.
By virtue of agreements between RMS and the Association, as well as the AEE/BCR
Master Water Association, most of the relatively 'minor issues and concerns that the
neighborhood has raised with respect to the RMS 'proposal have been addressed, The only issue
that requires further review and evaluation relates to traffic impacts. The Association requests
that Garfield County require that RMS undertake a traffic study to be completed prior to issuance
of a building permit for the proposed school. To the extent that the study recommends
improvements to CR 100, the Association requests that completion of those improvements,
within the time frame set forth in the traffic study, be a condition of approval.
