When reviewing a plan and it's discovered that required information has not been provided by the applicant, this will result in the delay of the permit issuance and in proceeding with building construction. The owner or contractor shall be required to provide this information before the plan review can proceed. Other plans that are in line for review may be given attention before the new information may be reviewed after it has been provided to the Building Department. TWO (2) SETS OF CONSTRUCTION DRAWINGS & TWO (2) SITE PLANS MUST BE SUBMITTEDFOR ALL APPLICATIONS. Please review this document to determine if you have enough information to design your project and provide adequate information to facilitate a plan review. Also, please consider using a design professional for assistance in your design and a construction professional for construction of your project. Any project with more than ten (10) occupants requires the plans to be sealed by a Colorado Registered Design Professional. To provide for a more understandable plan in order to determine compliance with the building, plumbing and mechanical codes, applicants are requested to review the following checklist prior to and during design. Applicants are required to indicate appropriately and to submit the completed checklist at time of application for a permit. Plans to be included for a Building Permit, must be on drafting paper at least 18"x24" and drawn to scale. 1 Plans must include a floor plan, a concrete footing and foundation plan, elevations all sides with decks, balcony, steps, hand rails and guard rails, windows and doors, including the finish grade line and original grade. A section showing in detail, from the bottom of the footing to the top of the roof, including re-bar, anchor bolts, pressure treated plates, floor joists, wall studs and spacing, insulation, sheeting, house-rap, (which is required), siding or any approved building material. Engineered foundations may be required. A window schedule. A door schedule. A floor framing plan, a roof framing plan, roof must be designed to withstand a 40 pound per square foot up to 7,000 feet in elevation, a 90 M.P.H. wind speed, wind exposure B or C, and a 36 inch frost depth. All sheets to be identified by number and indexed. All of the above requirements must be met or your plans will be returned. All plans submitted must be incompliance with the 2003 IRC. 1. Is a site plan included that identifies the location of the proposed structure or addition and distances to the property lines from each corner of the proposed structure(s) prepared by a liceused surveyor and has the surveyors signature and professional stamp on the drawing? Properties with slopes of 30% or greater must be shown on the site plan. (NOTE Section: 106.2) Any site plan for the placement of any portion of a structure within 50 ft. of a property line and not within a previously surveyed building envelope on a subdivision final plat shall be prepared by a licensed surveyor and have the surveyor's signature and professional stamp on the drawing. Any structure to be built within a building envelope of a lot shown on a recorded subdivision plat shall include a copy of the building envelope as it is shown on the final plat with the proposed structure located within the envelope. IJJi>-- 2. Does the site plan also include any other buildings on the property, setback easements and utility easements? Please refer to Section 5.05.03 in the Garfield County Zoning Resolution if the property you are applying for a building permit on is located on a corner lot. Special setbacks do apply. ~ 3. The project site is shown on Figure l. The purpose of the study was to develop recommendations for the foundation design. The study was conducted in accordance with our agreement for geotechnical engineering services to you dated October 5, 2007. A field exploration program consisting of exploratory borings was conducted to obtain information on the subsurface conditions. Samples of the subsoils obtained during the field exploration were tested in the laboratory to determine their classification, compressibility or swell and other engineering characteristics. The results of the field exploration and laboratory testing were analyzed to develop recommendations for foundation types, depths and allowable pressures for the proposed building foundation. This report summarizes the data obtained during this study and presents our conclusions, design recommendations and. other geotechnical engineering considerations based on the proposed construction and the subsurface conditions encountered. PROPOSED CONSTRUCTION The proposed residence will be one story wood frame construction above a partial walkout basement and partial craw !space with an attached garage. Basement and garage floors will be slab-on-grade. Grading for the structure is assumed to be relatively minor with cut depths between about 2 to 8 feet. We assume relatively light foundation loadings, typical of the proposed type of construction. If building loadings, location or grading plans change significantly from those described above, we should be notified to re-evaluate the recommendations contained in this report. Job No. 107 0772 -2- SITE CONDITIONS The building area is located inside an existing corral. Vegetation consists of grass and weeds with stands of scruboak trees outside the corral area. The ground surface slopes moderately down to the east and the slope steepens to the north of the proposed residence. Four Mile Creek is located east and below the building area. An existing residence is located uphill and west of the building area. An existing gravel drive and bridge crossing provide access to the site. FIELD EXPLORATION The field exploration for the project was conducted on October 31,2007. Two exploratory borings were drilled at the locations shown on Figure 1 to evaluate the subsurface conditions. The borings were advanced with 4 inch diameter continuous flight augers powered by a truck-mounted CME-45B drill rig. The borings were logged by a representative of Hepworth-Pawlak Geotechnical, Inc. Samples of the subsoils were taken with a 2 inch I. D. spoon sampler. The sampler was driven into the subsoils at various depths with blows from a 140 pound hammer falling 30 inches. This test is similar to the standard penetration test described by ASTM Method D-1586. The penetration resistance values are an indication of the relative density or consistency of the subsoils. Depths at which the samples were taken and the penetration resistance values are shown on the Logs of Exploratory Borings, Figure 2. The samples were returned to our laboratory for review by the project engineer and testing. SUBSURFACE CONDITIONS Graphic logs of the subsurface conditions encountered at the site are shown on Figure 2. The subsoils, below about two feet of topsoil, consist of about 9 feet of very stiff sandy clay overlying dense basalt cobbles and boulders in a sand and clay matrix. Drilling in Job No. 107 0772 -3- the dense granular soils with auger equipment was difficult due to the cobbles and boulders and drilling refusal was encountered in the deposit. Laboratory testing performed on samples obtained from the borings included natural moisture content and density. Results of swell-consolidation testing performed on relatively undisturbed drive samples, presented on Figures 4, 5 and 6, indicate low to moderate compressibility under existing moisture conditions and light loading with a low expansion potential when wetted. The laboratory testing is summarized in Table I. No free water was encountered in the borings at the time of drilling and the subsoils were slightly moist to moist. DESIGN RECOMMENDATIONS FOUNDATIONS Considering the subsurface conditions encountered in the exploratory borings and the nature of the proposed construction, we recommend the building be founded with spread footings bearing on the natural soils with some risk of movement. A lower risk foundation alternative would be to bear on the underlying basalt rock soil. The design and construction criteria presented below should be observed for a spread footing foundation system. I) Footings placed on the undisturbed natural soils should be designed for an allowable bearing pressure of2,500 psfwith a minimum dead load pressure of 1,000 ps£ Based on experience, we expect settlement/heave of footings designed and constructed as discussed in this section will be about 1 inch or less. Additional movement could occur if the bearing soils become wet. The amount of movement would be related to the depth and extent of wetting and the depth of clay soils below the foundation, but should be less than 1 inch. Footings bearing entirely on the underlying Job No. I 07 0772 ~tech -4- basalt rock materials can be designed for an allowable bearing pressure of 2,500 psf with no minimum dead load. 2) The footings should have a minimum width of16 inches for continuous walls and 2 feet for isolated pads. 3) Exterior footings and footings beneath unheated areas should be provided with adequate soil cover above their bearing elevation for frost protection. Placement of foundations at least 36 inches below exterior grade is typically used in this area. 4) Continuous foundation walls should be reinforced top and bottom to span local anomalies. Foundation walls acting as retaining structures should also be designed to resist lateral earth pressures as discussed in the "Foundation and Retaining Walls" section of this report. 5) All existing fill, topsoil and any loose or disturbed soils should be removed and the footing bearing level extended down to the relatively dense natural granular soils. The exposed soils in footing area should then be moistened and compacted. If water seepage is encountered, the footing areas should be dewatered before concrete placement. 6) A representative of the geotechnical engineer should observe all footing excavations prior to concrete placement to evaluate bearing conditions. FOUNDATION AND RETAINING WALLS Foundation walls and retaining structures which are laterally supported and can be expected to undergo only a slight amount of deflection should be designed for a lateral earth pressure computed on the basis of an equivalent fluid unit weight of at least 55 pcf for backfill consisting of the on-site fme-grained soils. Cantilevered retaining structures which are separate from the residence and can be expected to deflect sufficiently to mobilize the full active earth pressure condition should be designed for a lateral earth pressure computed on the basis of an equivalent fluid unit weight of at least 45 pcffor backfill consisting of the on-site fme-grained soils. Job No. 107 0772 -5- All foundation and retaining structures should be designed for appropriate hydrostatic and surcharge pressures such as adjacent footings, traffic, construction materials and equipment. The pressures recommended above assume drained conditions behind the walls and a horizontal backfill surface. The buildup of water behind a wall or an upward sloping backfill surface will increase the lateral pressure imposed on a foundation wall or retaining structure. An underdrain should be provided to prevent hydrostatic pressure buildup behind walls. Backfill should be placed in uniform lifts and compacted to at least 90% of the maximum standard Proctor density at a moisture content slightly above optimum. Backfill in pavement and walkway areas should be compacted to at least 95% of the maximum standard Proctor density. Care should be taken not to overcompact the backfill or use large equipment near the wall, since this could cause excessive lateral pressure on the wall. Some settlement of deep foundation wall backfill should be expected, even if the material is placed correctly, and could result in distress to facilities constructed on the backfill. The lateral resistance of foundation or retaining wall footings will be a combination of the sliding resistance of the footing on the foundation materials and passive earth pressure against the side of the footing. Resistance to sliding at the bottoms of the footings can be calculated based on a coefficient of friction of0.35. Passive pressure of compacted backfill against the sides of the footings can be calculated using an equivalent fluid unit weight of350 pc£ The coefficient of friction and passive pressure values recommended above assume ultimate soil strength. Suitable factors of safety should be included in the design to limit the strain which will occur at the ultimate strength, particularly in the case of passive resistance. Fill placed against the sides of the footings to resist lateral loads should be compacted to at least 95% of the maximum standard Proctor density at a moisture content slightly above optimum. Job No. 107 0772 ~tech -6- FLOOR SLABS The natural on-site soils, exclusive of topsoil, are suitable to support lightly loaded slab- on-grade construction. Laboratory testing indicates the clay soils have a low expansion potential when.wetted. To reduce the effects of some differential movement, floor slabs should be separated from all bearing walls aod colunros with expansion joints which allow unrestrained vertical movement. A lower risk alternative is to use structural floors over a crawlspace. Floor slab control joints should be used to reduce damage due to shrinkage cracking. The requirements for joint spacing and slab reinforcement should be established by the designer based on experience and the intended slab use. A minimum 4 inch layer of free-draining gravel should be placed beneath basement level slabs to facilitate drainage. This material should consist of minus 2 inch aggregate with at least 50% retained on the No. 4 sieve and less than 2% passing the No. 200 sieve. All fill materials for support of floor slabs should be compacted to at least 95% of maximum standard Proctor density at a moisture content near optimum. Required fill can consist of the on-site granular soils devoid of vegetation, topsoil and oversized rock. UNDERDRAIN SYSTEM Although free water was not encountered during our exploration, it has been our experience in mountainous areas that local perched groundwater can develop during times of heavy precipitation or seasonal runoff. Frozen ground during spring runoff can create a perched condition. We recommend below-grade construction, such as retaining walls, crawlspace and basement areas, be protected from wetting and hydrostatic pressure buildup by an underdrain system. The drains should consist of drainpipe placed in the bottom of the wall backfill surrounded above the invert level with free-draining granular material. The drain should be placed at each level of excavation and at least 1 foot below lowest adjacent fmish grade aod sloped at a minimum 1% to a suitable gravity outlet. Free-draining granular Job No. 107 0772 -7- material used in the underdrain system should contain less than 2% passing the No. 200 sieve, less than 50% passing the No. 4 sieve and have a maximum size of 2 inches. The drain gravel backfill should be at least 1 Y, feet deep. SITE GRADING The risk of construction-induced slope instability at the site appears low provided the building is located as planned and cut and fill depths are limited. We assume the cut depths for the basement level will not exceed one level, about 8 to 1 0 feet. Fills should be limited to about 8 to 10 feet deep. Embankment fills should be compacted to at least 95% of the maximum standard Proctor density near optimum moisture content. Prior to fill placement, the subgrade should be carefully prepared by removing all vegetation and topsoil and compacting to at least 95% of the maximum standard Proctor density. The fill should be benched into the portions of the hillside exceeding 20% grade. Permanent unretained cut and fill slopes should be graded at 2 horizontal to 1 vertical or flatter and protected against erosion by revegetation or other means. The risk of slope instability will be increased if seepage is encountered in cuts and flatter slopes may be necessary. If seepage is encountered in permanent cuts, an investigation should be conducted to determine if the seepage will adversely affect the cut stability. This office should review site grading plans for the project prior to construction. SURFACE DRAINAGE The fo !lowing drainage precautions should be observed during construction and maintained at all times after the residence has been completed: 1) Inundation of the foundation excavations and underslab areas should be avoided during construction. 2) Exterior backfill should be adjusted to near optimum moisture and compacted to at least 95% of the maximum standard Proctor density in Job No. 107 0772 ~tech - 8 - pavement and slab areas and to at least 90% of the maximum standard Proctor density in landscape areas. 3) The ground surface sunounding the exterior of the building should be sloped to drain away from the foundation in all directions. We recommend a minimum slope of 12 inches in the first 10 feet in unpaved areas and a minimum slope of 3 inches in the first 10 feet in paved areas. Free-draining wall backfill should be capped with about 2 feet of the on- site finer-graded soils to reduce surface water infiltration. 4) Roof downspouts and drains should discharge well beyond the limits of all backfill. 5) Irrigation sprinkler heads and landscaping which requires regular heavy irrigation such as sod should be located at least I 0 feet from foundation walls. Consideration should be given to use of xeriscape to reduce the potential for wetting of soils below the building caused by irrigation. LIMITATIONS This study has been conducted in accordance with generally accepted geotechnical engineering principles and practices in this area at this time. We make no wananty either express or implied. The conclusions and recommendations submitted in this report are based upon the data obtained from the exploratory borings drilled at the locations indicated on Figure 1, the proposed type of construction and our experience in the area. Our services do not include determining the presence, prevention or possibility of mold or other biological contaminants (MOB C) developing in the future. If the client is concerned about MOBC, then a professional in this special field of practice should be consulted. Our fmdings include interpolation and extrapolation of the subsurface conditions identified at the exploratory borings and variations in the subsurface conditions may not become evident until excavation is performed. If conditions encountered during construction appear different from those described in this report, we should be notified so that re-evaluation ofthe recommendations may be made. As the project evolves, we should provide continued consultation and field services during construction to review and monitor the implementation of our recommendations, and to verify that the recommendations have been appropriately interpreted. This easement shall further demonstrate that the easement has been expanded to include the new lot. H. Easements: All easements regarding access, utilities, drainage, water supply and any additional easements would be required to be shown on an exemption plat. I. School Impact Fees: The applicant would be required to pay the $200 school impact fee for any new lot that is created, prior to signing of an exemption plat. IV. SUGGESTED FINDINGS I. That all representations of the applicant, either within the application or stated at the meeting before the Board of County Commissioners, shall be considered conditions -L(- of approval. 2. A Final Exemption Plat shall be submitted, indicating the legal description of the property, dimension and area of the proposed lot, access to a public right-of-way, and any proposed easements for setbacks, drainage, irrigation, access or utilities. 3. That the applicant shall have 120 days to present a plat to the Commissioners for signature from the date of approval of the exemption. The Board inay grant extensions of up to one ( 1) year from the date of conditional approval, if requested by the petitioner within the original 120 day period. 4. That the applicant shall submit $200.00 in School Impact Fees for the creation of the exemption parcel. 5. Dear Mr. Flood: As requested by Corey Johnson with B & H Construction, a representative of Hepworth- Pawlak Geotechnical, Inc. observed the excavation at the subject site on September 18, 2008 to evaluate the soils exposed for foundation support. The findings of our observations and recommendations for the foundation design are presented in this repmt. We previously conducted a subsoil study for design of foundations at the site and presented our findings in a report dated November 30, 2007, Job No. I 07 0772. The proposed residence will consist of a single story wood frame stmcture over a pa1tial walkout basement level and partial crawlspace. The attached garage and basement floors will be slab-on-grade. Spread footings sized for an allowable soil bearing pressure of 2,500 psfwith a minimum dead load pressure of 1,000 psfwere recommended in our previous report. At the time of our visit to the site, the foundation excavation had been cut in two levels from about 2'h to 11 Yz feet below the adjacent ground surface. Tbe soils exposed in the bottom of the excavation generally consisted of sandy silty clay with scattered basalt rock up to boulder size. Topsoil was exposed in the northeastem tooting line. We recontlllt:ll<led on-site that the topsoil be subexcavated fi·om footing areas. Results of swell-consolidation testing performed on samples of the clay soils taken from the site are shown on Figures 1 and 2. One sample showed low compressibility under existing moisture conditions and light loading and a low collapse potential (settlement under constant load) when wetted. The sample showed high compressibility upon increased loading after wetting. The clay sample with gravel showed low to moderate Bill Flood September 30, 2008 Page 2 compressibility under conditions of loading and wetting. No fi·ee water was encountered in the excavation and the soils were slightly moist. The soil conditions exposed in the excavation are consistent with those previously encountered on the site and suitable for suppoti of spread footings designed fbr the recommended allowable bearing pressure of2,500 psfwith a minimum dead load pressure of 1,000 psf There could be some differential movement if the bearing soils become wet. Topsoil and loose disturbed soils should be removed in the footing areas to expose the undisturbed natural soils. Other recommendations presented in our previous repmt which are applicable should also be observed. The recommendations submitted in this letter are based on our observation of the soils exposed within the foundation excavation and the previous subsurface exploration at the site. Variations in the subsurface conditions below the excavation could increase the risk of foundation movement. We should be advised of any variations encountered in the excavation conditions for possible changes to recommendations contained in this letter.
