Dear William: As you are aware, on September 5, 2000, the Garfield County Board of County Commissioners moved to approve your request for a special use perniit for an accessory dwelling unit, with conditions. The conditions of the approval are as follows: 1. That all representations of the applicant, either within the application or stated at the hearing before the Board of County Commissioners, shall be considered conditions of approval. 2. That, prior to issuance of any special use permit, the applicant shall submit evidence of an adequate (in terms of quality and quantity) physical water supply to serve both units. The water supply evidence shall include: a) That a four (4) hour pump test be performed on the well to be used; b) A well completion report demonstrating the depth of the well, the characteristics of the aquifer and the static water level; c) The results of the four (4) hour pump test indicating the pumping rate in gallons per minute and information showing drawdown and recharge; d) A written opinion of the person conducting the well test that this well should be adequate to supply water to the number of proposed lots; e) An assumption of an average or no less than 3.5 people per dwelling unit, using 100 gallons of water per person, per day; 1) The water quality be tested by an approved testing laboratory and meet State guidelines concerning bacteria, nitrates and suspended solids; 3. That the applicant shall meet all requirements of the Garfield County Zoning Resolution of 1978, as amended, and shall meet all building code requirements. 4. That all State and Local health standards he met and that the applicant acquire an adequate ISDS pg}it at the building permit stage. 5. That sbc gross floor area of the accessory dwelling unit shall not exceed 1,500 square feet. That the accessory dwelling unit shall not be conveyed as a separate interest but may be leased. 7. That it is the applicant's responsibility to comply with any applicable covenants or Homeowners' Association (HOA) rules. During the public hearing you made mention of documentation regarding the adequacy of the physical supply which I was unable to locate in the application. I have since located the information (it was in my mail slot, which 1 had not had a chance to review prior to the hearing). It consists of a letter, dated 8/30/00, from Samuelson Pump Company and a copy of a standard bacteriological water test from the Snowmass Water and Sanitation District. Thank you for the information. However, it appears lacking. Prior to issuance of the special use permit, the above conditions #2a, #2d, #2e, and #2g must be fulfilled. Please submit written documentation from Samuelson Pump Co. indicating the length of the pump test. The physical supply is either adequate or not. Please have Samuelson state that it is either adequate (based on the assumption of an average or no less than 3.5 people per dwelling unit, using 100 gallons of water per person, per day) or state what amount of storage would make it adequate. Please also submit the water quality test results that meet State guidelines concerning bacteria, nitrates and suspended solids (note: the test results from the Snowmass San. District do not appear to be adequate). Once these conditions are met, the special use permit will be issued and you may continue in the building permit process. To improve the performance of a floor system, a designer will frequently change the deflection criteria from L/360 to L/480 or higher. One way to accomplish this is by reducing the on - center spacing of the joist. The load capacity of the joist system will be increased but the "feel" of the floor system will not be significantly changed. The stiffness of a floor system is significantly increased and the vibration is reduced by increasing the joist depth. To illustrate this, see the BCI span table above.
