SECTION 1: Detailed Description of Existing Uses
Gould Construction operates a construction yard at 5033 CR 154 south of Glenwood Springs. The site is
approximately2.446 acres and is used to stage construction related items including but not limited to
dirt, rock, topsoil, blocks, equipment, vehicles, trailers, tires, supplies, and anything that can improve the
effectiveness, efficiency, and operational economies of Gould Construction. Along with staging, the site is also
used for crushing and recycling rock, aggregates, concrete, asphalt, and dirt. The site is used to screen
dirt, rock, aggregates, topsoil, and otherorganic material. The site is used to store wood, which can be
chipped, cut for fire wood, or burned on site per local fire regulations. Maintenance of equipment
including but not limited to oil changes, fueling, large repairs, welding, tire replacement, is conducted
on site. Composting is used on site in orderto reuse materials. Trash is collected in a dumpster, and
there is a portable sanitaryfacility, both of which are cleaned regularly. Atthe discretion of the
property owner, cuts, fills, and re-grading can be done in order to improve the property for the property
owneras well as forthe efficiencies of the construction yard. Proper permitting is used when this is the
case. None of the previously listed activities happen on a regular time schedule, they are only done on
an as needed basis. Duetothe spread outtimeframe of these activities, different areas of theyard can
beusedforanyactivitythatisrequired, Space,noise,dust,mud,andendusearesomeofthefactors
that determine where on the site these activities will occur. ln addition, because the site is less than
threeacres,maintainingassignedareasofoperationismoreorlessimpossible. Theconstructionyard
lay-outisbasedonthepresentneedsoftheyardareaaswell astheactivitiesthatarerequired. While
the purpose of this construction yard is to serve the best interests of Gould Construction, its clients, and
thepropertyowner,itisalsointhebestinterestofthecommunity. Theusesatthepropertydonot
have any negative impacts on local residents. The positives include reuse of construction waste (dirt,
rock, trees, etc.), reduction of unsightly construction type materials at other propefties throughout the
valley, reduction in trips to the landfill with large trucks, increased efficiencies for the contractor allow
for better prices to the owner (i,e. tax payers), and this property is mostly out of site for the vast
majority of the general public.
