The proposed facility will be located approximately 6 miles
northwest of the Town of DeBeque. lt will be located on the
north side of County Road 200 adjacent to the Mesa County
Line. lt is also accessed by Mesa County Road X Tr. The
property is also known by Assessor's Parcel no. 2443-124-
00-006.
Resource Lands
I. BACKGROUND - DESCRIPTION OF PROPOSAL
The proposed facility is part of what is known as the Kobe Pipeline Project and is to be
located on an approximately 1 .2 acre site part of an overall larger tract of approximately
1,068 acres. The facility will include eight 500 barrel water tanks for a total water
storage of approximately 168,000 gallons. Two pumping stations/buildings are planned
along with pumping fil! stations and related infrastructure. The pumps will be electrical
powered. The access driveway and circulation is shown on the site plan and the facility
will be fenced and gated. Safety lighting will be provided and is represented to be
operational only during use of the facility.
Access to the site originates in Mesa County with the facility accessed from l-70 via
several Mesa County Roads including Roan Creek Road (Mesa County Road 45) and
Mesa County Road X %. The site itself is located in Garfield County and the exit from
the site is onto Garfield County Road 200, also known as North Dry Fork Road.
Construction is anticipated to take between 4 and 6 months. Timing for construction is
planned to be completed prior to the winter season and to avoid winter concentration of
wildlife. The Application includes a detailed reclamation/re-vegetation plan and weed
management plan. The Applicant has provided an updated site plan (attached as an
exhibit to the Commission's packet) that shows two areas of potential topsoil storage
for future reclamation.
Water is to be conveyed to the facility by pipeline from the Colorado River. A water
pumping station on the Colorado River has been previously permitted by Mesa County
along with pipelines to the proposed fill station. These initial components of the system
have already been constructed. The Fill Station is located at the northerly end of the
overall project which is illustrated in an attachment to the Staff Report. Water from the
facility will be distributed at the site by truck to a variety of users including industry (oil
and gas) and agricultural users. Distribution by pipeline will also be an option and
preferred by many potential industrial users to further reduce truck traffic.
The facility is being developed by two public entities the Bluestone Water Conservancy
District and the Colorado River Water Conservation District and is subject to a Location
and Extent review in accordance with the Colorado State Statutes and the Garfield
County Land Use and Development Code.
The proposed site is generally level lying between the County Roads and a drainage
swale further to the north. Roan Creek is approximately 570 ft. northeast of the site.
The property will be leased from Chevron USA lnc. and Chevron also maintains leases
on the site for cattle grazing. Vegetation on the site is primarily agricultural or native
grasses. A variety of native shrubs and sagebrush are found along fence lines and the
swale north of the site. There is no flood plain mapping for the site or surrounding area
and no evidence of flooding issues noted on the site.
II. AUTHORITY - CRITERIA
A. The request is being considered in accordance with Garfield County Land Use
and Development Code, Section 4-111 Location and Extent Review. The review
criteria for a location extent is noted below.
Location and Extent Review Criteria - Secfion t -111 (C)
The Planning Commrssion shall determine whether the project is in general
conformance with the Comprehensive Plan.
B. Decision making authority for Location and Extent Review is with the Planning
Commission. Based on the Commission's review they may approve or disapprove of
the application based on general conformance with the Comprehensive Plan. A finding
of disapproval may be appealed in accordance with the Colorado Revised Statutes. A
Planning Commission Resolution formalizing the Commission's action will be prepared.
The basis for the Location and Extent Review is found in the Colorado Revised Statutes
(530-28-1 10(1)(a)) that requires .. .Whenever any county planning commission...has
adopted a master plan of the county...no road, park, or other public way, ground, or
space, no public building or structure, or no public utility, whether publicly or privately
owned, shall be constructed or authorized in the unincorporated territory of the county
until and unless the proposed location and extent thereof has been submitted to and
approved by such county planning commission.
C. Typically Location and Extent Review's do not include conditions of approval
based on the singular review criteria and finding. Additional review with the County
Attorney's Office has determined that conditions of approval relevant to the review
criteria may be appropriate and can be included in the Planning Commission decision
on the Location and Extent Review.

il1.GARFIELD COUNTY COMPREHENSIVE PLAN - STAFF ANALYSIS
The Garfield County Comprehensive Plan 2030 designates the site as Residential
Medium High (RMH). The RMH description includes "Small farms, estates, and
clustered residential subdivision; density determined by degree of clustering and land
preserved in open condition." Excerpts from the Comprehensive Plan applicable to the
request are outlined below in italics with Staff analysis shown in bold:

"Garfield County is dedicated to managing and directing grovvth to dedicated Urban
Growth Areas and other areas that can accommodate growth cost effectively, in order to
create thriving communities while promoting a diverse, sustainable and healthy
economy, protecting wildlife, maintaining or improving the quality of our natural
environment, and preseruing the county's rural and westem heritage.
The proposal is consistent with this vision supporting a diverse economy
including both agricultural uses and industrial uses.

Section 1: Urban Growth Areas and lntergovernmental Coordination
Goal #7 Regionalrbsues should be solved at a regional level and should include rssues
such as housing, socialseryices, and water.
The proposal represents a regional solution to a water issue and will be
implemented through the cooperative efforts of two water conselvation districts
and will involve improvements in two counties.
Section 3: Transportation
Figure 25 Heavy truck traffic causes rural county roads to deteriorate much faster than
normal. The oil/gas industry has voluntarily made significant financial contibutions fo
the Count for maintenance and construction of county roads.
/ssues Bullet #2 Development in unincorporated areas of the county will continue to
place demands on roadways initially designed to carry traffic related to agricultural uses.
Sfrafegies and Actions #7: Explore mechanisms for the County to address rncreased
traffic from new development.
The proposal operated as represented in the Application will serve to reduce
traffic impacts between rural industrial operations and the Colorado River
including through the Town of DeBeque. Through the future use of additional

water pipelines additional reductions in traffic related impacts on rural County
Roads can be realized.
Section 6: Agriculture
Vision: Garfield County has preserued rural character and agricultural heritage by
encouraging the retention of important agricultural lands, working fanns and ranches
while preseruing rural character and agricultural heitage. The County has encouraged
conseruation of lands that protect important wildlife coridors, natural habitats, important
view sheds and other critical open space.
Goal #1 : Promote the continuation and expansion of agriculturaluses.
The proposal supports agricultura! interests by providing a more readily
accessible water source for irrigation. lt also offers the opportunity through
careful managemenUoperation of the water pipeline to lessen the likelihood of
"calls" on Roan Creek during low water years.
SectionS: NaturalResources
Goalli4: Ensure the appropriate reclamation of land after extraction processes.
Policy #1: The County will encourage and cooperate with the protection of critical
habitat including sfafe and federally protected, threatened, or endangered species.
The proposal as represented in the Application submittal presents appropriate
and environmentally sensitive reclamation for the site after construction. The
Applicant has also provided a response to referral comments from the Colorado
Parks and Wildlife (CPW) addressing how the project will mitigate concerns
regarding habitat for threatened species.
Section 9: Mineral Extraction
Policy #4 Facilities that are appurtenances to oil/gas development activities
(compressors, etc.) are considered appropriate in all land uses so long as they meet the
respective mitigation requirements of the LUDC to maintain compatibility with
sunounding land uses.
Sfrafegies and Actions #5 Maintain and enhance cooperation with the oil and gas
industry, property owners, sfafe and federal agencies, such as CPW and CDPHE, in
regard to regulating activity and mitigating impacts.
The proposal if operated as represented should help to mitigate impacts from oil
and gas development in this portion of the County. lt also reflects a cooperative
effort of a number of public entities and is represented to be operated to address
the CPW concerns noted in their referral comments.
Conclusion: The Staff analysis as noted above supports a determination that the
Application is in general conformance with the Garfield County Comprehensive Plan
2030, as amended.
IV. REFERRAL AND PUBLIC COMMMENTS - STAFF ANALYSIS
A. The Applicant has provided documentation of proper public notice for the public
hearing before the Planning Commission. No public comments on the application have
been received at this time. ln addition, referral comments from a variety of agencies are
summarized below and attached as exhibits.
B. Referral Comments from the County's Consulting Engineer indicated that their
review generated no comments.
C. Referral Comments from the County Road and Bridge Department indicated they
had no issues and felt the proposal would benefit the community and oil and gas
industry.
D. Referral Comments from the Colorado Parks and Wildlife noted a number of
concerns with the operation of the overall pipeline system. The comments offered a list
of best management practices for the facility.
E. Referral Comments from the County Vegetation Manager indicated that the
Noxious Weed Management Plan and Reclamation Plan are acceptable.
F. The application was also referred to the following agencies with no comments
being received at this time: Colorado Division of Water Resources, DeBeque Fire
District, the Town of DeBeque, Mesa County, and BLM.
V. SUGGESTED FINDINGS FOR APPROVAL
The following suggested findings for approval of the Location and Extent request make
reference to the approval criteria contained in Section 4-111 (C) of the Land Use and
Development Code, noted again as follows:

conformance with the Comprehensive Plan.
Suggested Findings for Approval
1. That proper public notice was provided as required for the hearing before the
Planning Commission.
That the hearing before the Planning Commission was extensive and complete,
that all pertinent facts, matters and issues were submitted or could be submitted
and that all interested parties were heard at that hearing.
That for the above stated and other reasons, approval of the Location & Extent
request for the Bluestone - Chevron Water Storage and Fill Facility is in the best
interest of the health, safety, and welfare of the citizens of Garfield County.
That with the adoption of conditions, the Location and Extent request has been
determined to be in general conformance with the Comprehensive Plan 2030, as
amended.
That the Location and Extent request is in conformance with the Review Criteria
contained in Section 4-111, Location and Extent of the Garfield County Land Use
and Development Code, as amended.
The determination of General Conformance is based on the Applicant's
representations in their Application submittal and at the public hearing before the
Planning Commission.
PLANNING COMMISSION ACTION
Staff supports an approval of the Location and Extent request by the Planning
Commission subject to the above suggested findings and the following conditions of
approval. A resolution of the Planning Commission will be prepared consistent with the
Commission's action on this request and the Commission's action is the final decision
unless appealed. The Commission's motion may include authorization for the Chairman
and Secretary to sign the resolution.
1. That all representations made by the Applicant in the Application shall be
conditions of approval unless specifically altered by the conditions of approval contained
herein.
2. That the Bluestone-Chevron Water Storage and Fill facility shall be operated in
accordance with all applicable Federal, State, and local regulations governing the
operation of this type of facility including any storm water management permitting and
conditions.
3. Prior to construction of the facility the Applicant shall obtain County Road Access
Permits from Garfield and Mesa Counties and shall comply with any conditions
contained therein including any safety, signage, and traffic control requirements.
4. Structures and storage tanks within the facility shall be painted a non-glare
neutral color to lessen visual impacts and all lighting shall comply with Section 7-306
and be directed inward and downward toward the interior of the facility and only in
operation during use of the facility.

5. The Applicant shall comply with the Colorado Parks and Wildlife referral
comments and recommended best management practices as reflected in the CPW
Letter dated 4124114 and the Applicant's response dated 5116114.
6. The Applicant shall establish and maintain a dust suppression plan for the facility.
7. Primary pumps shall be electric powered to minimize noise impacts and the
facility shall be operated in compliance with County and State noise regulations.
8. The Applicant shall maintain fencing and gates for the facility for safety and
compatibility with agriculture and grazing adjacent to the facility.
9. The Applicant shall obtain any required building and grading permits for the
facility from the Garfield County Building Department and shall comply with all
requirements including but not limited to drainage plans and storm water detention as
may be required for the facility. Said plans shall address potential for sheet flow from
the adjacent drainage swale north of the site. A final copy of the lease agreement with
Chevron USA lnc. shall be provided prior to issuance of a building or grading permit.
10. Areas of top soil storage shall be subject to grading permits and shall be
managed in accordance with the Applicant's Reclamation and Noxious Weed
Management Plan including re-vegetation and ongoing weed management.

Colorado Parks and Wildlife (CPW) would like to thank you for the opportunity to work
with Garfield County in the review of the Kobe Pumping Plant and Pipeline Project. This
project is located north and west of the Town of DeBeque in the vicinity of Roan Creek.
Phase one is designed to divert water from the Colorado River and deliver it to points on
or near the intersection of the Reservoir Ditch and V.2 Road. Phase two will extend
water deliveries to points near the confluence of Roan Creek and the Dry Fork. Water
delivered by the project will be used for agricultural irrigation, industrial purposes
associated with energy development, and other uses.
The Colorado River and its 100-year floodplain are designated critical habitat for the
bonytail, Colorado pikeminnow, humpback chub, and razorback sucker which are listed
as State and Federal endangered or threatened species within the Colorado River Basin.
Tributaries and wetlands provide important habitats for many other sensitive, threatened
or endangered species of wildlife. Roan Creek is important as a sport fishery and the
upper reach provides Designated Cutthroat Trout Habitat for native cutthroat trout.
Mottled sculpin, bluehead sucker, speckled dace, roundtail chub, and flannelmouth
sucker are also found in the project area; the roundtail chub is considered a species of
special concern by the State of Colorado. The Colorado River and its associated 100-year
floodplain is mapped river otter habitat, a Colorado species of concern. ff river otters are
encountered please notify Albert Romero, District Wildlife Manager, at9lO-216-3847.
CPW recommends that the Colorado River intake structure be screened to prevent the
entrainment of aquatic life forms. In other situations screen mesh of Vq inch aperture has
been used effectively to prevent entrainment. CPW acknowledges that a screen may have
been installed upon construction of the Colorado River intake several years ago. CPW
recommends inspection of the intake location to confirm the screen is in place and
functioning properly. Additionally, CPW recommends the screen be monitored several
times a year to ensure proper function. CPW recommends that a backflow prevention
device be installed above the purnp to ensure that system water does not re-enter the

river. The backJiow preventer should be installed prior to any water entering the pipeline
and should be configured to ensure that pipeline water cannot flow back into the river if
the pump is shut off for any reason.
Roan Creek is an important native and sport fishery. Due to concerns of the introduction
of Aquatic Nuisance Species and aquatic disease, CPW discourages the release of any
unused water into Roan Creek or any of its tributaries. CPW recommends the water
delivered by this project be used in a manner consistent with the project proposal
(industrial purposes associated with energy development and agricultural irrigation).
Impacts to aquatic and wetland hzrbitats should be minimized to the maximum extent
possible. CPW has prepared best management practices for aquatic and wetland
environments. The following best management practices are recommended for all
construction activities within wettrand and aquatic habitats:

Minimize activities and operations within 300 feet of the ordinary high water mark of
any reservoir, lake, wetland, or natural perennial or seasonally flowing stream or
river.
Locate staging areas outside the 300 feet of the ordinary high water mark of any
reservoir, lake, wetland, or natural perennial or seasonally flowing stream or river to
prevent contamination of the areas by vehicular and hydraulic fluids.
Schedule necessary construction in stream courses to avoid critical spawning
times.
A. Bluehead sucker (May 1 - July 31)
B. Flannelmouth sucker (March 15 - July l)
C. Roundtail chub ( May 1 - July 31)
Bore pipelines/culverts that cross perennial streams.
Use the minimum right-of-way width where pipelines cross riparian areas and
streams.
Construct all stream crossings at right angles to the stream.
Do not remove native riparian canopy or stream bank vegetation where possible,
Avoid direct discharge of pipeline hydrostatic test water to any reservoir, lake,
wetland, or natural perennial or seasonally flowing stream or river.
Dispose of hydrostatic test water in an approved disposal facility.
Avoid dust suppression activities within 300 feet of the ordinary high water mark
of any reservoir, lake, wetland, or natural perennial or seasonally flowing stream
or river.
Screen water suction hoses to exclude fish with mesh 7+-inch aperture or smaller.
Inspect and disinfect all equipment that will contact water bodies for cleanliness
(weed seeds, mud, etc.) prior to moving on site.
Disinfect heavy equipment, hand tools, boots and any other equipment that was
previously used in a river, stream, lake, pond, or wetland prior to moving the

equipment to another water body. The disinfection practice should follow this
outline:
A. Remove all mud and debris from equipment and spray/soak equipment
with a 1: l5 solution of disinfection solution containing the following
ingredients:
l. Dialkyl dirnethyl ammonium chloride, 5-107o by weight;
2. Alkyl dimethyl benzyl ammonium chloride, 5-107o by weight;
3. Nonyl phenol ethoxylate, 5-l0%o by weight;
4. Sodium sesquicarbonate, l-SVo;
5. Ethyl alcohol, l-SVo; and
6. Tetrasodiurn ethylene diaminetetraacetate, l-5To;
7. and water, keeping the equipment moist for at least 10 minutes and
managing rinsate as a solid waste in accordance with local, county,
state, or federal regulations; or
B. Spray/soak equipment with water greater than 140 degrees Fahrenheit for
at least 10 minutes.
C. Sanitize water suction hoses and water transportation tanks (using
methods described above) and discard rinse water at an appropriately
permitted disposal facility.o Disinfect all equipment before moving equipment from one water body to another
when working in multiple drainages.
Following the completion of construction activities, newly exposed soils should be re-
vegetated as soon as possible to prevent erosion and to reduce the likelihood of non-
native plants becoming established in the area. Seed mix used for re-vegetation should
be certified as weed-free and consist of wildlife friendly native seeds from plants that
are common to the area.

Addressinq the CPW Consultation
Fish Entrainment
The project intake in the Colorado River was constructed in 1gB7 with la inch opening
screens fitted with an air backwash system to reduce fish entrainment. These screens
and the intake structure were inspected in 2012 by divers and found to be in good order.
100 Year Flood Plain
The-intake and pump station site along the Colorado River in Mesa County was
configured above and out of the 100 year floodplain of the Colorado River. AII work
necessary to cons_truct the pump station will be outside the 100 year flood plain of theColorado River. The site is separated from the river by a berm which will remain intactwith the completion of the pump station. Silt has accumulated on the river side of the
berm burying the access hatch to the previously constructed river intake. Rather thanremove this silt and the river side vegetation, the hatch access portal will be extended 4
feet.
The Kobe Pump Station in Mesa County has been designed with three pumps, eachequipped with back flow prevention check valves. The pipeline is protected fromdamage resulting from sudden pump shutdown water hammer by a surge valve which
vents a small amount of pipeline contents back into the pump stition wet well to offsetany pressure wave effects.
The pipeline will need to be dewatered during winter months when not in use. Waterwill be removed from the pipeline by driving the water in the pipeline into the Terminal
Facility_at the upstream end (Garfield County; using a compressed air driven plastic pig.
At the Terminal Facility the industrial relay pump witt Oe used to deliver the contents oithe dewatered pipeline to the industrial water system.
Discharoe of Unused Water To Roan Creek
The tank storage at the Terminal Facility will be filled by connecting to the existingpipeline. Water deliveries to the tank storage will be aii gapped prlor to enteringsediment settling tanks. Water delivered tothe Terminai-Facility'cannot be moved backinto the previously constructed pipeline or to Roan Creek. All water reaching the
terminal facility will be used by direct pumping into industrial process facilities ordelivered by truck.
Water deliveries for irrigation will be made using existing infrastructure and will not bemade from the Terminal Facility.

lmpacts to Aquatic and Wetland Habitats
The Terminal Facility will not be constructed in any wetland or aquatic habitat and is
more than 300 feet from any stream. Measures will be taken to avoid any release of
sediment from the site during and after construction.
Revegetation and Weed Manaqement
The Terminal Facility site will be revegetated immediately as part of the construction
activity. Weed management will be conducted as required. A weed management plan
for the project has been develclped.
