I. PREF'ACE
The enclosed constitutes the Sketch PIan Sulnrittal for Pinion Peaks-
pinion Peaks is a tract of land located nortLrsesterly of ttre intersection
of County Road I03 and County Road 112.
Ttre proposed subdivision consists of 18 single farnily lots averaging roughly
11.5 acres each.
In 1979 there was an application for subdivisjon regrarding this orope.rty refer-
red to then as "The Comcound". I4arry engineerincl firms were retained at that
time by the ova-rer of the property, Carbondale Land Developnent Corporatiol,_ _to rurr-the appropriate stuails and tests reguired for subdivision Ly Garfield
County.
Because the proS:erty renairrs today as it was in 1979 (with one snal I exception) ,
I hrave takerr- the lilerty of including the Gerreral Investigation and Percolatj"on
Tests by the Lincoln and OeVore festing Iaboratory dated }4ay 9 ,L979 (see Dd:rjJc-
LX 2). Ttre one exception to its r:nchanged status is that 35 acres along tJ:Ie
northern boundary has been sold. In the text of these studies please read "Ihe
Conpound" as Pinion Peaks, and where there is a reference to over 2I5 acres bear
in rnind 35 acres has been sold.
Also, originally 1,1r. Ted Robinson of Surrdesigrrs was the planner in cLr,arge of
putting "the Conpound" subdivision together. IrIr. Robinson is not involved, at
tfris Lime,witt the Pinion Peaks suMivision, and where his nane appears that
is in inforrnation regarding "fire Conpound".

The subdivision occupies elevaterl nesa lands and has no najor exter-
ior drainage areas contributing storm drainage flow to j.nterior
drainage areas. No portion of the subdivision lies within a I00
year flood p1ain.
c. Wildlife
The southern exlrcsure of portions of the subdivision means that these
areas are likely deer habitat as wj-nter range. In addition, there
exists the nornal srnalI manrnal and bird populati.on.
Thre design of thre prolrcsed subdivision will mitigate the irrpact to
the deer population as follows:

A. Roads (See Iand Use l4ap - It{ap I-5)
Access for the subdivision sLra1l be off County Road 112. A11 roads,
with the o<ception of approxi:nately 600 feet (along the northern
boundaq,, of 1ot 3) are existing and all will be approved by the
Countlz Road SuPervisor.
Lots 7, B, 9, and 10 will be accessed via "Cains Iane" whrere gen-
eral traffic w-i11 dead end at the southern nost junction of lots 9
and 10. Ftom this junction to the west the roughly 800 additional
feet of road running to the corner of lots 11, 7 and 5 shal1 be im-
proved to the width of 15 feet and maintained year round. The 800
feet of road sha11 be for errErgency use on1y, and not for general
traffic.
Iots 2,3, 4, 5, 6, 11, 12, 13, 14, 15, 16, and l-B sha11 be acces-
sed via the "Cactus Flats Road".
Lots I and 17 shal1 be directly accessed via Courrty Foad 112, Lot
17 from the existing driveraay to the Ha1eblain residence, and Lot
1 from a nsd driveaay.
Water
1. Water Rights (See E<hrjJcit 3)
Water rights, and Augrnentation plan, acquired and processed
for "Itre Conpound" will be applied Lo "Pinion Peaks".
2. Donestic and fire control water will be supplied from a well
systsn. B<act ntrnber and locations have not been identified
at this Line.

Sewage

in nagrnitude between "Ttre Conqrcund" and "Pjnion Peaks".

Activities and expenditures during the relevant diligence
period:
The CLDC Well Nos.2 through L4, inclusive, are part of an
integrated water supply plan decreed in Case No. 79CW97.
During t,he relevant diligence period, the Applicant has been
involved in the sale, conveyance and leasing of water rights
decreed in Case No.79CW9i, as water in excess of adjudi-
cated augmentation water needs for which these wells are
points of diversion, and other consult.ing efforts designed
Lo provide a legal water supply and distribution system for

INTRODUCTION
At the request of Mr. Ted Robinson
of Sundesigns, personnel of Lincon-DeVore conducted an on-
site geologic investigatj-on and percolation testing to deLermine
geologic constraints that would affect the development of a
proposed subdivj-sion on Catt1e Creek.
fhj-s site consists of approxi.mately
24O acres, located about 4 miles east from Highway 82 on
Cattle Creek in the southern half of Section II, and the north-
ern portion of Section L4, Township 7 South, Range BB ialest of
the 6th Prj-ncipal Mericlian. The site is an upland mesa with
good exposure; drainage appears good with infiltration pre-
donrinati-ng over runoff . Vegetation consists mainly of thick
large pinyon pine and juniper trees, with sagebrush and cactus.
It j-s our understanding that lot size
will be approximately 5 acres aud that water availability is
being addressed by another engineering firm. On-site septic
disposaf is proposed and the results of the preliminary Per-
colatj-on tests will be presented later in this report. Land
use in,Ehe general vicinity includes dry land farming and
residential development

GENERAL GEOLOGg
The irestern portron of the site con-
sist,s of outcrops of the Pennsylvanian-Permian Age Maroon
Formation (pqn-See Plate f). The Maroon Formation consists
of red to pink, thick to thinly bedded sandstones, si-ltstones,
and shales with thin widely spaced grey limestone units. The
units have been highly fractured and IocaIIy contorted; units
along the northern bounda4r seern to dip to the north with a
moderate dip (20o 25o), whereas units along County Road 103 ,r\
west of the site appear to dip slightly to the southwest.
Teritiary basalt flows (Ilc) have covered
the Maroon Formation units on the eastern portion of the site
with small, thin, scabtered caps of basalt on the western portior
of the site. This unit is a highly vesicular to massive, dark
grey, olivine basalt, which !s highly fractured and prone to
chemical weathering.

ENG]NEERING G-1LoGY.
Slope stability for the majority of the
sj-te is good, with the exception of a very steep slope in the
central portion of the site which has been labeled on Plate I
as a potential unstable slope and rockfall area. The slopes
along the northern boundarlr which drop-off into CatEIe Creek
are also included in this classification; a proper set-back,
from these steep slopes should be established and maintained
for any proposed development. A fairly large Iandslide (Ofs1
has occurred along the steep slol=of Cattle Creek and, although
locat,ed off the site, ernphasizes the potential unstable nature
of the slope.
No evidence of debris flows were en-
countered on the site, however, this potential for flows within
the gullies along the southern boundary exists and, therefore,
no constructj-on should take place in or near these gullies. Some
soil creep was noted on the steeper slopes, but proper design
techniqrles can mitigate this problem.
Soils on the site will be highly variable,
from mqderately expansive clays derived from the basalt flows
to silts and sands derived from the Iularoon Formation which, in
turn, may be prone to hydrocompaction. Corros-ive minerals may
also be encount,ered in the soils derived from the basalt Lr;u.l
Maroon Formation.
Due to the variable soil conditions
existing on the site, .a sj-te specific soils investigationf,
a-re recommended to determine areas of swelling soils, corrosive
soils and soils prone to hydrocompaction. Foundation recomm-
endations for proposed structures on problem soils can be ob-
tained from such a study

Erosion should t low j-n basalt-clay
areas but coutd be moderate to severe in soils derived from the
Maroon Formation. Drainage should be carefully controlled and
efforts should be made to retain natural vegecation as much as
possible to prevent erosion in t,he development. No unusual
construcEj-on factors should be encountered with the exception
that many areas of shallow bedrock wiII be encountered and may
requrre blasting for excavatiorr.
Groundwater appears to lie fairly deep
as it was not encountered in any lOt test borings. No springs,
seeps, bogs or wet areas were observed on-site. Further soil
testing may estal:Iish the depth to the water tablq but it does
not appear that a shallow waEer table would affect the proposed
development.

this site. In additionr no potentially extractable mineral
resoufCds were observed on this site.

conditions were encountered across the site and equally variable
percolation rates were observed. The following table gives rates

transpiration system may be a feasible alternaEive.
In surunary the site appears suitable
for the proposed development vrith the following considerations:
I. Development should be restricted in areas desig-nated as potentially unstable slopes and rockfallareas and in the vicinity of the gullies alongthe southern boundary of bhe site.

t^le have reviewed the above referenced sketch plan for a proposed 18-unit
subdjvjsjon on 240 acres. The water supply is proposed to be a well system
wh'ich is bejng augmented by stockin the Park Ditch and Reservojr decreed jn
Case No. 79CW97. Some of this water has already been put to use augmentingfor other nearby subdivis'ions. It 'is unclear how much augmentation water
remains avajlable under this p1an.
The applicant should show proof of ownership of sufficjent Park Ditch and
Reservo'ir stock, which is not already committed to other developments, to
serve thjs proposal. We would request to see a detailed breakdown of the
augmentatjon water from 79CW97 for the amounts commjtted to each development
inciuding this proposal . A'lso, diligence was required on th'is conditional
watelin 1988. If dil igence was not granted by the court, the augmentation
water may no longer be avajlable.
No jnformation has been submitted to our office concerning the physical
water supply for the proposed wells. We would ask to see a detailed water
supply report on the aquifer characteristics, yields, nearby wells, etc. at
the preliminary plat stage.
Also, no information has been submitted concerning jnstitutional
factors. l,Je would not recommend approval of a water supply plan unless water
rights are committed to servjng the development and an jnstjtut'ion, in whichthe homeowners have a voice, js formed that will be responsjble for manag'ing
the water system. l,lithout such considerations, we would have to quest'ion the
reliability and adequacy of the water system.

Shaping: The area to be recl-aimed needs to have slopes that are as

be considered in shaping include drainage patterns, drainage area,

Top Soil: For any vegetation to become established suitable plant
growth medium must be provided, generally the use of stockpiled

will need to be seeded to a grass species if it will be more than

soil loss from climatic conditions. A minimum of 5 inches of top
soil is needed on all- areas to be reseeded and in some instances,
top soil may be required to be placed back in proper soil horizon
layers.
Seeding and Mulching: A firm, rnleedfree seedbed, fertilized if
recomm6nded, needs io be made prior to seeding. This may require
any number of operations depending on soil conditions, moisture
and other climatic factors. Mulching should be done to conserve
moisture and for reduction of soil- tempetatute, which helps insure
vegetation establishment. Mulch should be grass hay or straw and

Dear Scott:
The p:r1nse of this letter is to sunnarize the results of trnrcolation test-ing done previously by Lincoln-DeVore and the feasibility of installing
irdividual sewage disposal systems (ISDS) on the above referenced property.
The Lincoln-De\lbre retrnrt indicated that percolation rates varied betr+een 3
min/inch and 60 min/inch cver the property. A total of nine holes were
constructed and tested. Based r-ipon this information, as well as a visual
exanination of the property, it a[T)ears the trnrc.olation tests r^Duld be
representative of anticipated percolation rates in the observed soil t1pes.
There is rc reason not to assume that similar trnrcolation rates will be
found on each of the prognsed 18 lots.
It is anticipated that standard septic tank/leach field systems can be
constructed for a majority of these 1ots. In the event site specific
restraints are found during the construction on a trnrticular lot, it may be
necessary to construct an engineered slzstem, either a Wisqcnsin nound sys-
tem or an eva[p-transpiration (ET) system. Restraints wlrich may occur v,ouldbe excessive perc,olation rates, inadeguate percrclation rates or bedrockconditions. Idcne of the sites lvould pneclude an engineered system from
being cronstructed.
Attached hereto is a proposed management plan for fSE's. ff fol1owed, the
managsnent plan 'apu1d assure that the septic tanks qere p:mped out on a
regular basis, but the p"rrpose of the management plan is rpt to guarantee
a trnrticular system against failure or to provide a furding mechanism for
repair of failed systems.

A. PurtrDse
The purpose of this managernent plan is to provide for regular oper-
ation and maintenance of the irdividual sewage disposal systems.
Ihe management plan provides a mechanism for regular pumping of
septic tanks and for funding the cost thereof. rhis managernent
plan is rrct intended to provide for oonrnon ownership of sewage dis-
posal facilities, nor to provide a mechanism for funding for, or
the actual construction of, replacement of irdividual systems.
B. Restrnnsibility of Managenent Plan
The management plan shall be the responsibility of the Pinlon Peaks
Homeor,,rners Association. The Homeowners Association sha11 make
arrangements with a septic tank Ermping comtrnny for the p:mping of
septic tanks on a t$,o-year, rotating basis.

The Pinlon Peaks Fbmeowners Association will oollect, as part of
the Association dues, sufficient funds to pay for the bi-annual
punping of septic tanks. The amount of funds oollected shalI be

3. The weil recovery data show that the rvell did not fuliy recover
to the pre-test Static water level24 hours after the pump test was
terminatecl. This inclicates that a continuous discharge of 50
gallons per minute exceeds the aquifer recharge abiiity.
However, we understand that the C.L.D.C. Weil No. 5 will have
a marimum diversion capacity of 20.0 gpm and an average
diversion rate of 7.5 gpm.
In summary, based upon our review of the pump test data, it appears that ti:e
C.L.D.C. Weil No. 5 can reliably support a residential community oi'
aporoxinrately seventeen units. At the contempiated average pumpine iaie
of 7.5 _epm and an annuai rvithdrarvai of 10 to 72 acre feet oi rvater. it :s
improbable that tl:e y,'ell rviil interfcre vrith neighboring water suppiie.s.

letter: to the county dated Hay 2, 1989. As long as the conditions d'iscussed
'in Mr. Leavenworth's jetter to the county are compl ied with, we have no
fur;her objec'uicns to this proposa'l . Lle would point out, however, that t,he
consumpt'ive use anaiysis by Mr. Zancanella d'id not jnclude water for I jvestock
as per Case No. 79tH97. It appears thai, adequate water w'il'l be avai'lable for
the livestock allowed by the ciecree.
