RE: Preshana Farm Request for PUD Extension
Dear Board Members:
A year has passed since the Preshana Farm PUD was approved by the Board of
County Commissioners. At the time of the original approval, we had begun
engineering studies and discussions with the Ranch at Roaring Fork regarding
the provision of wastewater treatment services. Because of the number of
people involved and the sensitivity of the subject this has been a tedious
process, but significant progress has been made. In the late spring, a
tentative agreement was reached with the Board of Directors at the Ranch at
Roaring Fork for the provision of wastewater treatment services to Preshana
Farm. Consummation of this agreement was put on hold because of the desire of
all parties to incorporate the St. Finnbarr Farm project into the
relationship. Presently Preshana Farm and St. Finnbarr Farm are negotiating
to achieve a bases for cooperation on certain common interests. With the
achievement of an agreement between Preshana Farm and St. Finnbarr Farm, we
would hope to continue discussions with the Ranch at Roaring Fork and achieve
an agreement with them in the coming months. Due to the number of people
involved in this process, I am fearful that the ultimate achievement of an
executed agreement with the Ranch at Roaring Fork for wastewater treatment
services may require as much time to achieve as we have spent getting to this
point.
Since the ability to progress with the Preshana Farm PUD depends entirely upon
the resolution of an appropriate method for wastewater treatment, it has not
been advisable to proceed with any other engineering efforts on behalf of the
project. I anticipate that it could be up to a year before a preliminary plan
can be prepared for the project, assuming we achieve an agreement with the
Ranch at Roaring Fork. If we are frustrated in this effort, and are forced to
construct a new wastewater treatment facility for Preshana Farm, we will then
be required to achieve approvals from the State Department of Health. That
scenario would undoubtedly extend the date of the preparation of a preliminary
plat for more than a year.

Recent months have begun to portray a disturbing softening of the real estate
market. A continuation of this trend could also have an important influence
on the logical timing of the implementation of the Preshana Farm PUD.
Significant time and effort has been expended todate on the project, and
considerable effort is anticipated in the future months to move the project
forward. On behalf of the owner's Henry & Lana Trettin, I would request that
the Board of County Commissioners allow adequate time for them to achieve the
financially sound development of the Preshana Farm project. Our request is
for a 3 -year extension of the Preshana Farm Planned Unit Development zoning
approval. This will provide adequate time to achieve appropriate solutions
for the wastewater treatment services and completion of preliminary plat
engineering. It will also provide the Trettins with some flexibility in terms
of the changing market place, over the next couple years. Based on our
experiences this past year, I believe there is a low degree of probability
that a preliminary plan submittal can be achieved within twelve months.
Despite the difficulties, todate, Preshana Farm PUD continues to represent a
logical and viable land use commitment for Garfield County. Myself and the
Trettins request your understanding consideration of the extension for the
Preshana Farm PUD. We will be available to meet with you and answer any
questions you may have, when this request comes before you at a regular Board
Meeting.
