The foundation design, GJLD # 88152 -GJ, was completed on 7-21-00. The foundation design contained a number of notes which are on the Plan view, the individual Foundation Component Details, and in the listing of Notes, all which are part of the design documents. Reference is made to the note "REINFORCING SHALL BE OBSERVED BY ENGINEER PRIOR TO PLACING CONCRETE. STRUCTURE WILL BE REINFORCED AS SHOWN ON PLANS. NO CHANGES IN BUILDING LOADS, REINFORCING OR DESIGN SHALL BE MADE AFTER FINAL INSPECTION." Personnel of Grand Junction Lincoln DeVore have not been contacted by the builder or the owners representative to determine if the foundation components have been properly placed. Although visual observations, measurements and nondestructive testing/measurement of foundation components can be made, certain construction conditions, to include proper lapping of reinforcing steel and definitive sizing of the rein- forcing components, cannot be made without actual exposure of the hidden elements. Grand Junction Lincoln DeVore cannot render a definitive opinion as to whether the foundation components have been properly placed or not. Other conditions of the foundation design, included in the notes on the Plan view, the individual Foundation Component Details and the listing of Notes, which are all part of the foundation design documents, arc all considered extremely important. FAILURE TO FOLLOW THESE NOTES AND SPECIFICATION WILL VOID PART OR ALL OF THIS FOUNDATION DESIGN. It must also be emphasized that future owners or residents of this structure must maintain the drainage and grading requirements and recommendations contained within this foundation design document. Since this office cannot verify that the concrete form work and reinforcing steel placement was properly constructed we must withdraw our Professional Engineer Signature/Seal from this foundation design.
