BACKGROUND
•Referred to the County for comments and recommendation pursuant to Colorado Revised
Statutes and Colorado Department of Public Health and Environment (CDPHE)State
Regulations.
•Criteria for review is relationship to the comprehensive plan and utility plans,as it affects
water quality.Flood plain,location and capacity to serve can also be considered.
•Designed to replace an existing wastewater lift station.New facility will exceed 2,000
gallons per day thus requiring CDPHE and County Review.
•Site is located on private property at the proposed Buffalo Valley Apartments project off of
County Road 154.
•The lift station will transport wastewater to the City of Glenwood Springs Regional
Wastewater Treatment Facility.

PROPOSAL
•Lift station will pump into an existing wastewater mainline.
•Designed to meet the demands of the proposed Buffalo Valley Apartments
project.
•Equipped with a generator to provide backup power in case of power failure.
•System includes back-up capacity and storage,redundancy with two grinder
pumps.
•The lift station will be under 24-hour surveillance by the property management
system.
•The City of Glenwood Springs has confirmed their ability and willingness to
accept waste from the new lift station.

SECTION 7 -WATER AND SEWER SERVICES
Section 7 –Vision:
High water quality has been preserved and enhanced through stringent regulation of waste water treatment and
disposal as well as regulation of detrimental surface uses.
Section 7 –Goals:
1.Ensure the provision of legal, adequate, dependable, cost–effective and environmentally sound sewer and
water service for new development.
Section 7 -Policies:
1.Development located adjacent to municipalities or sanitation districts with available capacity in their central
water/sewer systems will be encouraged to tie into these systems.
2.County will strongly discourage the proliferation of private central water/sewer systems….
5.Higher density development …. should be located in areas where central sewage treatment facilities are either
currently available, or feasible in the future.

COMPREHENSIVE PLAN
STAFF ANALYSIS
•The location of the lift station is designated on the
Comprehensive Plan Future Land Use Map as Urban Growth
Area for the City of Glenwood Springs
•This designation is consistent with the Application and the
proposal to connect to an existing regional waste water
treatment facility.
•Application was referred to the Garfield County Environmental
Health who noted that their comments are limited as the
applicant and their engineer have demonstrated that they will
address any concerns from an environmental health
perspective.
STAFF RECOMMENDATION
•Formalize a motion acting as both the Board of County
Commissioners and the Garfield County Board of Health
recommending to the CDPHE approval of the Buffalo
Valley Apartments Wastewater Lift Station and
authorizing the Chairman to sign the CDPHE Review
Agencies Recommendation form.
