The following items are required by Garfield County for a final inspection:
1. A final Electrical Inspection from the Colorado State Electrical Inspector;
2. Permanent address assigned by Garfield County Building Department posted where readily
visible from access road;
3. A finished roof, a lockable house, complete exterior siding, exterior doors and windows
installed, a complete kitchen with cabinets, a sink with hot & cold running water, non-absorbent
kitchen floor coverings, counter tops and finished walls, ready for stove and refrigerator, all
necessary plumbing;
4. A completebathroom, with wash bowl, tub or shower, toilet stool, hot and cold running
water, non-absorbent floors and walls finished and a privacy door;
5. All steps outside or inside over three (3) steps must have handrails, guard rails on balconies or
decks over 30" high constructed to all 1994 UBC requirements;
6. Outside grading done to where water will detour away from the building;
7. Exceptions to the outside steps, decks and grading may be made upon the demonstration of
extenuating circumstances, i.e. weather, but a Certificate of Occupancy will not be issued until all
the required items are completed and a final inspection made.
A CERTIFICATE OF OCCUPANCY WILL NOT BE ISSUED UNTIL ALL THE ABOVE
ITEMS HAVE BEEN. COMPLETED.
****CANNOT OCCUPY OR USE DWELLING UNTIL A CERTIFICATE OF OCCUPANCY
(C.O.) IS ISSUED. OCCUPANCY OR USE OF DWELLING WITHOUT A C.O. WILL BE

The following conditions are based on the 1994 edition of the Uniform Building Code. The approval of plans
and specifications does not permit the violation of any section of the Uniform Building Code or any federal,
state or local regulations. These conditions are part of the Building Permit and must be met prior to
issuance of a Certificate of Occupancy.
Any and all deviations from the original plans and specifications approved by the Building Department
shall be submitted to the Building Department for approval prior to installation.

construction.
W-6 The water meter shall be installed downstream from the pressure reducing valve. Such PRV shall reduce the

FLOOD RESISTANT CONSTRUCTION AND DESIGN

Appendix Section 3105.

2. Maximum height of the bottom of the opening is required to be no greater than 12 inches (305 mm) above

3. A minimum of two openings per building or one per enclosure below the Base Flood Elevation, whichever is
greater, is required.
4. Total net area of openings should be a minimum of 4 square feet or 1 square inch per square foot (0.37 m=
or 0.007 m2 for every 1 m2) of enclosed area, whichever is greater.
All new construction and improvements shall be constructed using methods that minimize flood damage. Article
070.090.150 G.S.M.C.
All new water supply system and sewer systems and all connections thereto shall be designed and constructed to
minimize or eliminate infiltration of flood waters into the system. The sewer system shall be designed to minimize
discharge from the system into flood waters.
Felderl The UBC and the G.S.M.C. Flood Hazard Regulations require that structures located in flood hazard zones shall be
constructed, connected and anchored to resist flotation, collapse or permanent lateral movement due to loads from
flooding equal to the base tlood elevation. Please submit design verification signed and stamped by a licensed
professional engineer verifying that the design and load requirements of Section 3110 of the UBC and G.S.M.C.
Articles 070.090.150 and 070.090.160 are met by the proposed foundation system. This must be approved by the
Building Department prior to placement of the home.
Information submitted on the proposed tie -down anchors includes loads allowed for pull out of various types of soil.
The test is based on dry soil conditions. Please verify that these loads are applicable when the soil is saturated as in
the Flood Conditions.

N-9 Rebar and cap to established property corners as well as water service curb stop shall be in place and exposed prior to
the issuance of a Certificate of Occupancy.
N-10 Before the issuance of any certificate of occupancy for the development, the applicant shall submit to the City
Engineer a set of as -built plans and profiles on twenty-four inch by thirty-six inch mylar sheets for all water mains,
sanitary sewers and storm sewers as well as a surveyed map of utility easements. Such plans and profiles shall be of
a scale and accuracy sufficient to enable location of the improvements and easements and shall be subject to the
approval of the City Engineer. (G.S.M.C. 070.020.050.H.)
SITE
S-2 If the project is abandoned or stopped for any reason, the owner shall be responsible for grading and revegetation of
the site within a time period specified by the City.
S-6 The owner and contractor shall be responsible to control all trash, garbage, dirt, construction debris and noise as
regulated by the Glenwood Springs Municipal Code.
S-12 Provide the City Building Department with field verification of soil conditions.

FIREPLACES
FP -7 No solid fuel burning device shall be installed within any new residential or commercial building within the City of
Glenwood Springs. Article 100.030, Glenwood Springs Municipal Code. Submit information on gas fireplace, if
proposed, to Building Department for review and approval prior to mobile home move -in.
UNIFORM PLUMBING CODE
PL -2 Plumbing and gas connections must comply with the 1994 Uniform Plumbing Code (UPC) and the Uniform
Mechanical Code (UMC). Protection from freezing shall be provided.
-9 Hose bibbs shall be equipped with self -draining approved backflow prevention devices. Section 603.3.7 UPC.
"'Pei Coordinate gas meter location with Rocky Mountain Natural Gas Company. Gas meters are not permitted to be
installed within 3' of electrical services. If the gas line enters the building at a location other than what is shown,
submit revised layout of gas piping with sizes and distances to Building Department for review and approval prior to
installation.
Be -1--- Call for inspection for pressure test of gas line prior to connection to gas meter. All gas piping shall be done by a gas
fitter licensed in the City of Glenwood Springs. All gas appliances shall comply with the 1994 UMC.
Every attempt is made by the Building Department to perform a thorough plan review, however, please
be aware of Section 106.4.3 of the UBC which states:
The issuance or granting of a permit or approval of plans, specifications and computations shall
not be construed to be a permit for, or an approval of, any violation of any of the provisions o f
this code or of any other ordinance of the jurisdiction.
The issuance of a permit based on plans, specifications and other data shall not prevent the
building official from thereafter requiring corrections of errors in said plans, specifications and
other data, or from preventing building operations being carried on thereunder when in violation
of this code or of any other ordinances of this jurisdiction.
All construction shall be approved and all fees and applicable taxes shall be paid prior to the issuance of

The garage door header is to be 3 each 1.75x11.87 Microllam or equal 1.9E LVL members.
The second cross -beam from the left is deleted, with the bearing for the M12 beams at the framed
cross -wall. The wall is to incorporate 2-2x4 studs at each bearing point. This results in a span of
20'-4" feet for the Hud frame I-beam; well within the stress/deflection criteria for the M12 I-beam.
The I-beam bottom flange is braced at nominal 4' c/c, the top at 16" c/c to ensure stability for the
imposed floor loads.
Also the second cross -beam from the right is to be moved up to 2 feet to accomodate the stairway
opening.
There are adequate continuous footings that provide bearing for the revised loadpoints in the
foundation.
This shall constitute a revision to the drawings as submitted.
