A final Electrical Inspection from the Colorado State Electrical Inspector; 2. Permanent address assigned by Garfield County Building Department posted where readily visible from access road; 3. A finished roof, a lockable house, complete exterior siding, exterior doors and windows installed, a complete kitchen with cabinets, a sink with hot & cold running water, non-absorbent kitchen floor coverings, counter tops and finished walls, ready for stove and refrigerator, all necessary plumbing; 4. A complete bathroom, with wash bowl, tub or shower, toilet stool, hot and cold running water, non-absorbent floors and walls finished and a privacy door; 5. All steps outside or inside over three (3) steps must have handrails, guard rails on balconies or decks over 30" high constructed to all 1994 UBC requirements; 6. Outside grading done to where water will detour away from the building; 7. Exceptions to the outside steps, decks and grading may be made upon the demonstration of extenuating circumstances, i.e. weather, but a Certificate of Occupancy will not be issued until all the required items are completed and a final inspection made. Consulting Engineers and Hydrologists December 17, 1999 Mr. Mark Bean Garfield County 109 Eighth Street, Suite 303 Glenwood Springs, CO 81601 RE: Neil Mincer Special Use Permit Review Engineering Design Review Dear Mark: "Aat‘ At the request of Ross Jeffery, I have completed a preliminary review of the proposed Neil Mincer residence. The residence is to be constructed in the floodplain adjacent to the Roaring Fork River on a parcel of land located in S.12, T.7S., R.89W. The purpose of the review was to confirm that the design of the residence conforms to the requirement contained in Section 6.09.02 (c) of the "Special Uses and Standards for Construction" for Garfield County. The proposed structure is a rectangular shaped, two story log building with outside dimensions of 38'4" by 28'4". The residence will be built over a crawl space and rest on reinforced concrete stem walls. The structure will be properly secured to the foundation walls to resist hydrostatic and hydrodynamic loads and the effects of buoyancy. The foundation will be substantially impermeable to the passage of water. The foundation design has not yet been completed but will be submitted for review prior to the issuance of the building permit. Schmueser Gordon Myer Inc. conducted a floodway analysis on the property. The location of the floodway was presented on a plan prepared by High Country Engineering Inc. (File 99601-04) dated 11/11/99. The plan identified the floodway elevation adjacent to the residence as 5947.9'. The lowest floor level of the structure will, therefore, be located at a minimum elevation 5948.9' to conform with Garfield Country requirements.
