The following items are required by Garfield County for a final inspection:
1. A final Electrical Inspection from the Colorado State Electrical Inspector;
2. Permanent address assigned by Garfield County Building Department posted where readily
visible from access road;
3. A finished roof, a lockable house, complete exterior siding, exterior doors and windows
installed, a complete kitchen with cabinets, a sink with hot & cold running water, non-absorbent
kitchen floor coverings, counter tops and finished walls, ready for stove and refrigerator, all
necessary plumbing;
4. A complete bathroom, with wash bowl, tub or shower, toilet stool, hot and cold running
water, non-absorbent floors and walls finished and a privacy door;
5. All steps outside or inside over three (3) steps must have handrails, guard rails on balconies or
decks over 30" high constructed to all 1994 UBC requirements;
6. Outside grading done to where water will detour away from the building;
7. Exceptions to the outside steps, decks and grading may be made upon the demonstration of
extenuating circumstances, i.e. weather, but a Certificate of Occupancy will not be issued until all
the required items are completed and a final inspection made.

Subject: Observation of Excavation, Proposed Commercial Building, 182 County
Road 160 (Darrow Road), Garfield County, Colorado
Dear Mr. Perry:
As requested, a representative of Hepworth-Pawlak Geotechnical, Inc. observed a
backhoe pit at the subject site on October 28, 1999 to evaluate the soils exposed for
foundation support. The findings of our work and recommendations for the foundation
design are presented in this report. The work was done in accordance with our
agreement for geotechnical engineering services to you, dated October 28, 1999.
The proposed building will be a single story wood frame structure with a slab -on -grade
floor. A trailer with a wood frame roof and a wood frame addition over a basement
level is located on the northern half of the lot. We understand that the existing
structures on the site will be removed prior to construction and the basement area will
be filled in. The lot is relatively flat with a slight slope down to the east.
At the time of our visit to the site, a backhoe pit had been excavated on the east side of
the lot. The soils exposed in the pit consisted of about l foot of organic fill and 11
feet of sandy silty clay overlying slightly silty sandy gravel with cobbles and boulders to
the maximum pit depth of 81 feet. The results of a gradation analysis performed on a
sample of the gravels (minus 5 inch fraction) obtained from the site are presented on
Fig. 1. •No free water was encountered in the pit and the soils were slightly moist to
moist.

Considering the conditions exposed in the excavation and the nature of the proposed
construction, spread footings placed on the undisturbed natural gravels designed for an
allowable soil bearing pressure of 3,000 psf should be adequate for support of the
proposed building. The upper clay soils tend to compress when wetted and there could
be some post -construction settlement of the foundation if the bearing soils become wet.
Footings should be a minimum width of 16 inches for continuous walls and 2 feet for
columns. Loose and disturbed soils and existing fill from prior site development in
footing areas should be removed and the bearing level extended down to the undisturbed
natural gravels. As an alternative, design bearing levels can be re-established with
compacted structural fill. The fill should be a granular material compacted to 100% of
maximum standard Proctor density at a moisture content near optimum. The fill should
extend laterally out from the footing a minimum distance at least equal to the depth of
fill beneath the footing. Exterior footings should be provided with adequate soil cover
above their bearing elevations for frost protection. Continuous foundation walls should
be reinforced top and bottom to span local anomalies such as by assuming an
unsupported length of at least 10 feet. Foundation walls acting as retaining structures
should be designed to resist a lateral earth pressure based on an equivalent fluid unit
weight of at least 45 pcf for on-site gravel, excluding oversized rock, as backfill.
Structural fill placed within floor slab areas can consist of the on-site gravels compacted
to at least 95 % of standard Proctor density at a moisture content near optimum.
Backfill placed around the structure should be compacted and the surface graded to
prevent ponding within at least 10 feet of the building.
The recommendations submitted in this letter are based on our observation of the soils
exposed within the pit excavation. This study is based on the assumption that soils at
other parts of the building have equal or better support than those exposed. The risk of
foundation movement may be greater than indicated in this report because of possible
variations in the subsurface conditions. If variations are encountered in the foundation,
we should be notified to re-evaluate our recommendations. We recommend on-site

representative of the geotechnical engineer.

In order to understand the scope of the work intended under a permit application and expedite
the issuance of a permit it is important that complete information be provided. Adequate and
complete information will prevent delays in the plan review process. Reviewing a plan and the
discovery that required information has not been provided by the applicant may result in the delay
of the permit issuance and in proceeding with building construction. The owner or contractor
may be required to provide this information before the plan review may proceed. This causes
delays because other plans that are in line for review may be given attention before the new
information may be reviewed after it has been provided to the Building Department.
Please review this document to determine if you have enough information to design your
project and provide adequate information to facilitate a plan review. If you do not, it may
be helpful to obtain a book titled "Dwelling Construction Under the Uniform Building
Code". This book is available to you through this department at our cost. Also, please
consider using a design professional for assistance in your design and a construction
professional for construction of your project.
To provide for a more understandable plan in order to determine compliance with the building,
plumbing and mechanical codes, applicants are requested to review the following checklist prior
to and during design.

As of January 1, 1999:
Plans to be included for a Building Permit, must be on draft paper at least 18"x 24"" and drawn to
scale.
Plans must include a floor plan, a concrete footing and foundation plan, elevations all sides with
decks, balcony steps, hand rails and guard rails, windows and doors, including the finish grade
line. A section showing in detail, from the bottom of the footing to the top of the roof, including
re -bar, anchor bolts, pressure treated plates, floor joists, wall studs and spacing, insulation,
sheeting, house -rap, (which is required), siding or any approved building material.
A window schedule. A door schedule.
A floor framing plan, a roofing framing plan, roof must be designed to withstand a 40# per ft. up
to 7,000 F.O.S. and an 80 M.P.H. wind.
All sheets to be identified by number and indexed. All of the above requirements must be met or
your plans will be returned.
Applicants are required to indicate appropriately and to submit completed checklist at time
of application for a permit:
