In order to understand the scope of the work intended under a permit application and oxpedite the
issuance of a permit it is important that complete information be provided. Adequate and complete
information will prevent delays in the plan review process. Reviewing a plan and the discovery that
required information has not been provided by the applicant may result in the delay of the permit
issuance and in proceeding with building construction. The owner or contractor may be oquired to
provide this information before the plan review may proceed. This causes delays because other plans
that are in line for review may be given attention before the new information may be reviewed after
it has been provided to the Building Department.
Please review this document to determine if you have enough information to design your
project and provide adequate information to facilitate a plan review. If you do not, it may be
helpful to obtain a book titled "Dwelling Construction under the Uniform Building Code".
This book is available to you through this department at our cost. Also, please consider using
a design professional for assistance in your design and a construction professional for
construction of your project.
To provide for a more understandable plan in order to determine compliance with the building,
plumbing and mechanical codes, applicants are requested to review the following check list prior to
and during design. Applicants are required to indicate appropriately and to submit the completed
check list at time of application for a permit.

MEMORANDUM
To: Don Owens
From: Art Hougland
Date: August 23, 1999
Subject: Dan Isley
Don:
The main thing on this plan is that the garage is over the 3,000 -sq. ft. provided for in
Section 312.2.2. (it is 3,122 sq. ft) The Owner may want to partition off a portion as
storage space or partition off the mechanical area to bring the garage down to 3,000 -
sq. ft. or less. The mechanical/ heating equipment is in a basement and it is
probably LPG fueled. If it is in a gavage and raised 18 inches the location and
drainage is probably acceptable but if it is partitioned off you will probably want an
LPG drain. The remainder of the notes are pretty standard. Call if you have
questions.

INFORMATION YOU MAY NEED TO KNOW ABOUT BASEMENTS
1. All bagepnents in dwelling units are required to have at least one operable window or door
approved for emergency escape or rescue which opens directly to the outside. All escape
or rescue windows shall have a mininium net clear openable area of 5.7 square feet. The
net clear openable height dimension shall be 24 inches. The net clear openable width
dimension shall be 20 inches. When windows are provided as a means of escape or,

(Refer to UBC {Uniform Building Code} Section 310.4)
2. Every bedroom or sleeping room in a basement must have a door or window meeting the
requirements specified in No. 1 above (Refer to UBC Section 310.4).
3. All habitable rooms within the basement shall have rough openings for natural light. the
rough opening shall be equal to one tenth of the area of such rooms with a minimum of 10
square feet. These rooms shall also be provided with natural ventilation by means of
openable exterior openings with an area of not less than one twentieth of such rooms with
a minimum of 5 square feet. Approved provisions may be made for mechanical ventilation

less than 7 feet 6 inches (Refer to UBC Section 310.6.1).
4. L.P.G. (Liquid Petroleum Gag) Appliances burning L.P.G. shall not be installed in a pit,
basement or similar location where heavier-than-air gases may collect unless such location

{Uniform Mechanical Code} Section 304.6) The policy in Garfield County to approve
such a means is as follows:
a. An untrapped drain with a diameter of 4 inches located in the lowest area where
heavier-than-air vapors may collect is to run with a continuous slope to an exterior
area which is not within a depression or recessed below adjacent terrain.
b. The area of termination is to be determined by the building inspector as likely to
remain free of standing water, ice and other debris that may prevent the flow and
dissipation of unburned gas.
c. The upper inlet and the termination of the drain is to be provided with protection
from the entry of debris or animals which may cause blockage of the drain. This
protection is to be approved by the building inspector.
