Signature of operty Owner S}s �C Date OFFICIAL USE ONLY File Number: Fee Paid: $ Carbondale Rodeo Grounds April 2016 1.1.2 General Project Description The applicant (Town of Carbondale) is requesting a Location and Extent Review to conduct minor improvements to the Carbondale Rodeo Grounds. The project includes the construction of a roof over one existing rodeo bleacher grandstand and upgrades/repairs to the announcer's booth. These improvements are being funded through a $50,000 Garfield County Federal Mineral Lease District grant and through $20,000 in funding provided by the Town of Carbondale and the 501 (c) (3) non-profit Carbondale Wild West Rodeo Board. The Town of Carbondale owns the property and allows for event holder organizers such as the Wild West Rodeo organization, Youth Gymkhana Rodeo, Mexican Rodeo and Roaring Fork Ranch Ropers to utilize the rodeo grounds from the town to host their community- based events. The largest spectator/participant event is the 12 -week long Carbondale Wild West Rodeo Series, held every Thursday evening from 7:30 to 9:30 pm during the summer months of June, July and August. Because of additional parking needed to accommodate spectators of the rodeo, the Board of Directors of the Carbondale Wild West Rodeo rent an adjacent pasture field next to the rodeo grounds for parking purposes. No expansion of existing bleacher seating is proposed with the roof construction over the grandstand, as it is being built for spectator protection from inclement stormy rainy weather and for sun exposure protection. There are no other changes to the existing type uses occurring on the rodeo property site at this time. The Carbondale Rodeo Grounds is zoned Rural and is designated residential medium-high (2 to 6 du per acre) in the Garfield County Comprehensive Plan. The site is generally located in the "Town Periphery" area identified in the Carbondale Comprehensive Plan. The rodeo arena is also noted in the Carbondale Comprehensive Plan, Chapter 4.13, Parks and Open Space, and Trail Improvements. Table 4.37 includes in the listing "Gus Darien Riding Arena Improvements and Expansion". A Location and Extent Application is reviewed by the Planning Commission at a noticed public hearing. Enclosed in this Permit Application are the criteria from Section 4-111(c). This section also demonstrates consistency with Review Criteria in Section 4-11(c), general conformance with the Comprehensive Plan. 1.1.3 Ownership The existing rodeo grounds property is owned and maintained by the Town of Carbondale. Please see the title commitment which is attached. The Town leases out the rodeo grounds property to other event holder organizers including the Carbondale non-profit Wild West Rodeo Board, Mexican Rodeo, Roaring Fork Ranch Ropers, and for other community-based events. Please see attached Payment Agreement from the Town of Carbondale. 5 Location and Extent Permit 1-4 Garfield County PAYMENT AGREEMENT FORM GARFIELD COUNTY ("COUNTY") and Property Owner ("APPLICANT") Town of Carbondale agree as follows: 1. The Applicant has submitted to the County an application for the following Project: Carbondale Rodeo Grounds . 2. The Applicant understands and agrees that Garfield County Resolution No. 2014-60, as amended, establishes a fee schedule for each type application, and the guidelines for the administration of the fee structure. 3. The Applicant and the County agree that because of the size, nature or scope of the proposed project, it is not possible at this time to ascertain the full extent of the costs involved in processing the application. The Applicant agrees to make payment of the Base Fee, established for the Project, and to thereafter permit additional costs to be billed to the Applicant. The Applicant agrees to make additional payments upon notification by the County, when they are necessary, as costs are incurred. 4. The Base Fee shall be in addition to and exclusive of any cost for publication or cost of consulting service determined necessary by the Board of County Commissioners for the consideration of an application or additional County staff time or expense not covered by the Base Fee. If actual recorded costs exceed the initial Base Fee, the Applicant shall pay additional billings to the County to reimburse the County for the processing of the Project. GENERAL PROJECT DESCRIPTION The applicant is requesting a Location and Extent Review for the Carbondale rodeo grounds. The applicant is proposing to improve the property with a roof over the existing rodeo grandstands, Other minor improvements may include upgrading, repair, or replacement of the rodeo announcer's booth. The public facility including the proposed public structures require a Location and Extent review by the County pursuant to Section 4-111 of the Land Use and Development Code. The Town owns the property and leases adjacent satellite properties for parking during larger events. The Town leases out the property to other event holders such as the Carbondale non-profit rodeo organization, Mexican Rodeo, and other community-based events. An updated project description along with conceptual drawings for the proposed grandstand roof are attached. No expansion of seating is proposed only providing a roof for protection from weather and sun. No other changes to the existing type uses occurring on the site are proposed at this time. This property is zoned Rural and is designated residential medium-high (2 to 6 du per acre) in the County's Comprehensive Plan. The footprint of the rodeo grounds will remain unchanged. The primary purpose is to modify and make improvements to the existing infrastructure of one grandstand bleacher and to the rodeo grounds announcers' booth. However, the project does have a key goal in complimenting urban growth by improving the infrastructure aesthetics of the rodeo grounds with a covered roof over the existing grandstand bleacher and implementing structural repairs and cosmetic upgrade improvements to the existing announcers' booth. The project will result in a more attractive event venue and a more pleasant experience for participants and spectators attending events. These improvements to the rodeo grounds will compliment Garfield County's Comprehensive Plan by helping maintain a strong local economic base, provide project employment, and also stimulate county tourism through rodeo events held on the site. 1.3.3 Section 3 - Transportation This project will not increase vehicular traffic to the site and normal day-to-day traffic to and from the Carbondale Rodeo Grounds is not a problem currently. Summer Rodeo transportation traffic along County Road 100 on Thursday evenings will be heavier than normal, but only upon people arriving (6:30-7:30 pm) and departing (9:15-9:45 pm) from the Rodeo. All parking for rodeo events is provided onsite and alternative modes of transportation such as biking and walking on the Rio Grande Bike/Pedestrian Trail is encouraged. There is reduced admission for bicyclists, bicycle racks are provided, and a traffic crossing guard directs bike users safely across CR 100 from the Rio Grande Trail to the rodeo ground entrance. 1.3.4 Section 4 - Economics, Employment and Tourism The Carbondale Rodeo Grounds, as an event venue site, has become a strong component to enhance and encourage economic opportunities and activities, both locally in Carbondale and in Garfield County. The events that are held at the rodeo grounds, particularly the summer 12 -week long Carbondale Wild West Rodeo Series, brings to town hundreds of local residents and out-of-town visitors and tourists, who come to witness and experience a unique small-town rodeo event that captures and preserves the western cowboy ranching heritage of our area. But besides ranching and agriculture, the other major economic driver for Carbondale and Garfield County is "recreation & tourism". The Carbondale Rodeo Ground is a unique public recreational facility and is one of the few rodeo riding arenas available for public equestrian use in the entire county. The facility serves people of all ages and socioeconomic backgrounds, whether they are locals, short-term residents, or out-of-town visitors. The usage and popularity of the rodeo grounds has expanded into a multi -use recreational facility that is used year-round by both Carbondale residents, and citizens from throughout Garfield County. The facility brings people and equestrians to Carbondale, from the far western end of Garfield County to the eastern end of Pitkin County. The facility truly has economic value to Carbondale and our area. This arena, one of only two public rodeo riding facilities in Garfield County, attracts visitors from all over who come, visit, stay and spend money in Garfield County. By improving this wonderful well -used rodeo grounds and equestrian facility, it will create a more attractive rodeo venue and experience, drawing more tourist and out-of-town visitor attendance, which in turn will trickle down to help other aspects of the local business economy, with biggest impacts to restaurants, gas stations, area lodging, and alcohol/grocery sales. 1.3.5 Section 5 - Recreation, Open Space and Trails The rodeo grounds serve a multitude of equestrian needs for Carbondale and Garfield County residents who ride and train their horses at the facility. Its location along the Rio Grande Trail makes it easily assessable to nearby equestrian horse owners who can ride the trail and not need to trailer their horses to reach the site. The facility, as previously mentioned, serves as the home of the Carbondale Wild West Rodeo, which is the only summer rodeo series held in Garfield County, and one of the few held on the Colorado Western Slope. This rodeo grounds is a facility built by volunteers within the Carbondale ranching community decades ago to meet the rodeo and equestrian riding needs at the far eastern end of the County. There is only one other public riding and rodeo facility available in Garfield County, which is located at the far west end in Rifle at the Garfield County Fair Grounds. 1.3.6 Section 6 — Agriculture Town of Carbondale's heritage for over 100 years has and is still centered on ranching and agriculture which has added to the economic profile in keeping Carbondale's small town quality of life healthy, while slowly expanding the community's growth and tax base. Agriculture is directly impacted by increasing Garfield County businesses that sell or use local produce. By promoting and maintaining the rural cultural aspect of an improved rodeo grounds, local agriculture will likely continue to grow, prosper and contribute to the county's economy. This rodeo grounds project supports both Carbondale and Garfield County's rural character and heritage by helping promote and retain the historic cowboy rodeo experience. Improving the rodeo grounds will increase local community and county spectator and contestant participation, and will allow children and families to view and witness rodeo skills that have been occurring for generations within the local agricultural and ranching western way of life. The Carbondale rodeo grounds and Wild West Rodeo Series is a Garfield County cultural unifier, as the rodeo attracts and brings together families of older generation local ranchers, cowboys, and agricultural farmers with new younger generations of recently arrived Anglo-American and Latino resident families. 5 Location and Extent Permit 1-10 Carbondale Rodeo Grounds April 2016 1.3.7 Section 7 - Water and Sewer Service Water and sewer service are both provided on site. Water service is provided by a well on the property. High water quality is preserved by keeping the well and its processes in compliance with all CDPHE regulations. There are no foreseeable threats which could potentially threaten water quality in this specific area of the Roaring Fork alluvial aquifer at this time. Sewer service on site is provided by an On -Site Wastewater Treatment System (OWTS) connected to the Rodeos facilities. In addition to the onsite facilities, the Rodeo contracts port -a -johns to be provided during events. The OWTS is privately owned and maintained. It is carefully monitored to ensure no contribution of pollutants to ground or surface water. 1.3.8 Site Grading and Drainage This project does not include making any drainage improvements on site. Drainage is not a problem on the rodeo grounds and the existing system is in working order and compliant. All storm runoff is captured and retained on the property. 1.3.9 Offsite Impacts An offsite impact is increased vehicular traffic on CR 100 that occurs with people arriving and departing an event at the rodeo grounds. The traffic has minor impact potential to residents in the area due to the Wild West Rodeo being held only once a week for 12 weeks in the summer. The rodeo does not contribute to any major impact on local business or transportation routes. To mitigate traffic, event organizers are required to provide traffic control personnel at the intersection of the main entrance to the rodeo grounds and CR 100. 5 Location and Extent Permit 1-11
