The following items are required by Garfield County for a final inspection:
1. A final Electrical Inspection from the Colorado State Electrical Inspector;
2. Permanent address assigned by Garfield County Building Department posted where readily
visible from access road;
3. A finished roof, a lockable house, complete exterior siding, exterior doors and windows
installed, a complete kitchen with cabinets, a sink with hot & cold running water, non-absorbent
kitchen floor coverings, counter tops and finished walls, ready for stove and refrigerator, all
necessary plumbing; _
4. A complete bathroom, with wash bowl, tub or shower, toilet stool, hot and cold running
water, non-absorbent floors and walls finished and a privacy door;
5. All steps outside or inside over three (3) steps must have handrails, guard rails on balconies or
decks over 30" high constructed to all 1994 UBC requirements;
6. Outside grading done to where water will detour away from the building;
7. Exceptions to the outside steps, decks and grading may be made upon the demonstration of
extenuating circumstances, i.e. weather, but a Certificate of Occupancy will not be issued until all
the required items are completed and a final inspection made.
A CERTIFICATE OF OCCUPANCY WILL NOT BE ISSUED UNTIL ALL THE ABOVE
ITEMS HAVE BEEN COMPLETED.

Subject: Observation of Excavation, Proposed Residence, South of H Lazy F
Trailer Park, 0329 Coryell Ridge Road, Garfield County, Colorado
Dear Mr. Kriz:
As requested, a representative of Hepworth-Pawlak Geotechnical, Inc. observed the
excavation at the subject site on September 8, 1999 to evaluate the soils exposed for
foundation support. The findings of our work and recommendations for the foundation
design are presented in this report. The work was done in accordance with our
agreement for geotechnical engineering services to you, dated September 8 , 1999.
The residence will be a single story modular structure above a basement level.
Concrete walls and spread footings sized for a maximum bearing pressure of 2,000 psf
have been assumed for the building support.
At the time of our visit to the site, the foundation excavation had been cut in one level
from 2 to 91/2 feet below the adjacent ground surface. The soils exposed in about the
eastern 2/3 of the bottom of the excavation consisted of sandy gravel with cobbles and
boulders. The results of a gradation analysis performed on a sample of the gravel
(minus 5 inch fraction) obtained from the site are presented on Fig. 1. In the western
part of the excavation was loose fill with trashy organics and topsoil. A hand dug pit
revealed 11/2 feet of fill above the natural gravels. No free water was encountered in the
excavation and the soils were slightly moist.
Considering the conditions exposed in the excavation and the nature of the proposed
construction, spread footings placed on the undisturbed natural gravel soil designed for
an allowable soil bearing pressure of 2,000 psf should be adequate for support of the
proposed residence. Footings should be a minimum width of 16 inches for continuous
walls and 2 feet for columns. Loose disturbed soils and existing fill throughout the
building areas should be removed to expose he undisturbed natural gravel soils.
Structural fill consisting of the on-site sandy gravel and cobbles can be replaced
compacted to design grades. The sructural fill should not contain organics, topsoil and
rock larger than 6 inches. Exterior footings should be provided with adequate soil
cover above their bearing elevations for frost protection. Continuous foundation walls
should be reinforced top and bottom to span local anomalies such as by assuming an
unsupported length of at least 10 feet. Foundation walls acting as retaining structures
should be designed to resist a lateral earth pressure based on an equivalent fluid unit

weight of at least 45 pcf for on-site granular soil as backfill. A perimeter foundation
drain should be provided to prevent temporary buildup of hydrostatic pressure behind
the walls and prevent wetting of the lower level. Structural fill placed below the
building should be compacted to at least 98 % of standard Proctor density at a moisture
content near optimum below. Footing and to at least 95% below floor slabs. Backfill
placed around the structure should be compacted and the surface graded to prevent
ponding within at least 10 feet of the building. The finer soils should cap the more
granular backfill soils.
The recommendations submitted in this letter are based on our observation of the soils
exposed within the foundation excavation and do not include subsurface exploration to
evaluate the subsurface conditions within the loaded depth of foundation influence.
This study is based on the assumption that soils beneath the footings have equal or
better support than those exposed. The risk of foundation movement may be greater
than indicated in this report because of possible variations in the subsurface conditions.
In order to reveal the nature and extent of variations in the subsurface conditions below
the excavation, drilling would be required. It is possible the data obtained by
subsurface exploration could change the recommendations contained in this letter.
