GENERAL PROJECT DESCRIPTION Encana proposes to build a 16" pipeline approximately 3 miles in length and will be situated within an existing 55' pipeline corridor. The pipeline commences near the High Mesa Treatment Facility Compressor Station and will terminate at an existing 4" pipeline (see attached map). The proposed pipeline will cross Wallace Creek and Spring Creek Roads. Critical issues to consider on this pipeline projects include: reclamation and bonding, staging areas and traffic generation, ownersh ip/leases, stream and/or road crossings. II. REGULATORY PROVISIONS APPLICANT IS REQUIRED TO ADDRESS Garfield County Unified Land Use Resolution of 2008, as amended Article IV, Sections 101-103 Outlines Common Review Process, Consultants and Procedures; Section 4-502 (B) General Application Materials Article VII-Section 7-815 Additional Standards Applicable to Pipelines Article IX, Pipelines, Section 104 Ill. Case planner contacts applicant and sets up a site visit. Staff reviews application to determine if it meets standards of review. Case planner makes a recommendation of approval, approval with cond itions, or denial to the appropriate hearing body . PROJECT DESCRIPTION: Encana Oil & Gas (USA) Inc. (Encana) is proposing the installation of a 16-inch in diameter, natural gas , buried steel pipeline, and a 12-inch in diameter, buried steel water line , along with an additional compressor and dehydration (dehy) unit at the e xisting High Mesa Compressor Station (HMCS). This expansion project, consisting of the pipelines and additional project facilities , involves construction, operation , and maintenance of these new facilities . The pipeline will be approx imately 14,957 feet (approximately 2.8 miles) in length . Of that total footage , approximately 13,583 feet will be along an existing Encana pipeline right-of-way. PURPOSE AND NEED: The purpose of the discharge line, dehy unit , and additional compressor unit is to keep the throughput capacity the same at the HMCS. The discharge pipeline will transport natural gas from the existing HMCS to the ex isting 20-inch trunk line that runs through the dismantled Wallace Creek Compressor Station for delivery of High Mesa Field gas to Encana 's Orchard Compressor Station . This activity Will result in greater gas volumes through these facilitie ~ - LOCATION: The pipeline will start at Encana's HMCS (SE1/4 NW1/4 Section 36 , Township 7 South , Range 96 West) and end near the dismantled Wallace Creek Compressor Station (SE1/4 NW1/4 Section 3, Township 8 South, Range 96 West). The pipelines and related project facilities will be located in Garfield County , Colorado. FACILITIES I PROJECT DESIGN: The proposed pipeline portion of the project is approx imately 2.8 miles in length . The natural gas p ipeline is designed to a Maximum Allowable Operating Pressure (MAOP) of 1480 psig (57 % of SMYS) to meet or exceed ANSI 831 .8 standards with a Class 2 Location (0 .6 safety design factor). Encana will des1gn an d constru ct th e p1pehne and related facilities in conformance with the requirements of Title 49, CFR Part 192, "Regulations for the Transportation of Natural Gas and Other Gas by Pipeline : Minimum Federal Safety Standard". The water pipelin_g_will be constructed in the same manner as the natural gas p ipel i ne in the event that it may be converted to natural gas service in the future . And be designed to a Maximum Allowable Operating Pressure (MAOP) of 1480 psig (58% of SMYS) to meet or exceed ANSI B31 .8 standards w ith a Class 2 Location (0.6 safety design factor). The pipeline will be constructed using X-52 grade pipe, 0 .281 inch wall thickness (or equ ivalent grade and wall thickness to establish an MAOP of at least 1480 psig), manufactured in accordance with API -5L, latest ed ition and ANSI 600 rated flanges. The additional reciprocating compressor, ancillary equipment and drivers, including accessories shall be designed, constructed, and tested in accordance with the applicable sections of the latest editions of the following codes and standards: • ASME Boiler and Pressure Vessel Code Section VIII, Division 1 . • API 618 Rec iprocating Compressors for General Refinery Service (acoustical aspects). • ISO 13631 Petroleum and Natural Gas Industries-Packaged Reciprocating Compressors • ASME B31 .3 Process Piping • ASME B31 .8 Gas Transmission and Distribution Piping Systems • API 520 Sizing, Selection and Installation of Pressure-Rel ieving Services in Refineries. • NFPA 70 National Electrical Code (USA) • ANSIIAISC 360 -05 Specification for Structural Steel Buildings (USA) Supporting information, which address the standards and criteria found in Article IX of the Unified Land Use Resolution of 2008, is detailed within the Application portion/binders, as well as the supporting materials being contained within the submittal binders.
