Box 3 574 South Padre Island, Texas 78597 RE: Sketch Plan request for Subdivision Dear Mr. and Mrs. Mahan, Garfield County BUILDING & PLANNING DEPARTMENT This office is in receipt of the sketch plan application you mailed to our office which we received on April 26, 2004. Upon review of the information you sent, the application has been deemed technically incomplete. As a result, this office will not conduct any further review of the application. As the application points out on page 3 under Section A(3) Application /Submittal Requirements, "In order to apply for a Sketch Plan Review an Applicant is responsible for reviewing Section 3:00 of the Subdivision Regulations and providing enough information to the Planning Department in the application to conduct a thorough review and provide the resulting comments to the Planning Commission for their review and comments. Specifically Section 3:30, 3:32, and 3:40 of the Subdivision Regulations contain the specific information required to be submitted to the Planning Department in order to satisfy the application requirements in addition to the information requested on this application form." In order to assist you with the deficiencies in your application, I have included the following points for you to address in order to make your application technically complete. 1) Please full complete the application form. Specifically, there are several sections on page 2 which you have left blank including the a) location of property, b) practical location / address of property, c) property current land use designation, d) easements on property, and e) total development area. 2) Section 3:30 (Sketch Plan Requirements) of the Subdivision Regulations requires that the Sketch Plan application "shall include a map clearly representing and identifying the area in which the project is proposed, adjacent natural and man-made features and adjacent landowners." The sketch plan submitted does not include the adjacent land owners. 108 8th Street, Suite 201, Glenwood Springs, Colorado 81601 (970) 945-8212 (970) 285-7972 Fax: (970) 384-3470 3) Section 3:32 (Sketch Plan Requirene its) of the Subdivision Regulations requires that the Sketch Plan shall be at a scale of not than 1"=200', and shall contain, at a minimum, the following information, represented graphically or as a map note: a. Proposed name of the subdivision; b. Map scale and a symbo 'designating true North; c. Topography of the proposed subdivision showing, at a minimum, five (5) foot contours for terrain with an overall average slope f less than twenty percent (20%) and at a minimum ten fgot (10') contours for terr in with an ove Il average slope of l over twenty percent "20%), contours develdped by int potation of U.S.G.S. quadrangle contours are acceptable; / d. Vicinity map from a U.S.G.S. quadrangle at a'scale of 1"---2000' depicting the location of streets, highways and adjacent utility systems within a minimum of one-half (1/2) mile of the protpyo ed subdivision and showing the natal drainage courses for streams flowing through the proposed subdivision with the limits of tributary areas shown where reasonable; and ; ✓ e. Land use breakdown including: / Existing zoning and proposed zoning changes, if applicable; Total development are;;� Total number of lots proposed; Total number of dwellingunits proposed; Total area of proposed non-residential floor space; Total number of individual dwelling units proposed for each structure; Total number of proposed off-street parking spaces; and Total proposed density. 4) Section 3:40 (Sketch P1. 'Supplemental Information Requirements) of the Subdivision Regulations requires ti :tin addition to the Sketch Plan map, the following supplemental information shall b submitted, in graphic and/or written form: a. Soil Conservation Service soil designatio . ., with interpretatio tables attached; Statement assessing the impact of : , oposed subdivision on the lakes, reams and o _ raphy of th Statement assessing potential radiation hazards to the site; Evidence that all lots and parcels created by the subdivision ill have access to a public right-of-way, in conformance with the Colorado St. Highway Access Code and applicable County Regulations; and £ Anticipated source ofelectricity, natural gas, tele one and cable T.V. services; d. e. Please adequately address all these points outlined above.
