to voice our strong opposition to the Rose Ranch
We f-eel that the density near the river will damage valuable and important riparian
habitat. Furthermore, the pumping of water from the aquifer as well as the diversions
to irrigate the golf course and to fill ponds will also be detrimental. The riparian zone
is valuable to birds and small animals, and should be buffered with significant setbacks.
Riparian areas plus extensive borders which are known as ecotones, between the moist
streamside and arid uplands, result in high species diversity. An estimated 60%* of
western bird species and as many as 70% of wildlife species are dependent on riparian
habitats. Riparian zones provide many key services for all ecosystems but are especially
important in dry regions such as the Rose Ranch, where they provide the main source
of ntoisture for plants and wildlife. These services are highly dependent on the stream
banks and the flood plains being vegetated, and relatively undisturbed. Healthy riparian
areas act as giant sponges during flood events, raising water tables, and providing a
source of stream water during dry seasons. The result is a more stable stream flow

Dear Ms. Giannola:
Some Comments Regarding the Roaring Fork river Corridor and
proposed developments .
The very sudden and massive development planned and underway on
the Roaring Fork River should be examined carefully to determine
the actual impact on our communities.
For example, who reaLly benefits from this intensive construction
in the Roaring Fork VaIley? Obviously the developers from the
Denver area who have proposed Parker-like urban type developments
and have no intention of living here. And secondarily the
lawyers and other services which benefit from large communities.
But what about the the people who have long made their homes
here--maybe born here. MANY of these people of moderate
circumstances wiII be priced out of the community.
So it may boil down to whom do we owe allegiance--our present
communities or our future communities.
In any event, it would be very desireabl-e to slow down the growth
to a more workable one for Garfield County--to reduce the impact
on aI1 support facilities including highways, schools, judicj-al,
utilities, admlnistration, etc.
Right now we are hard pressed to accomodate the
allocated to Aspen alone. What would it be like
work force?
Absentee ownership produces poor government in
affected. Just look at Aspen and Santa Fe, New

The Roaring Fork River Corridor should be maintained forposterity. It's an area of incredible wild ]ife, and very popular
with rafters, kayackers, and float fishermen.
I believe that open space should be required along the Roaring
Fork for all the large developments--preferably by requiring the
developers to place their golf fairways along the river. This
would certainly help dramatically in sustaining our wild life and
make the view of the developments more palatable to their
neighbors. The alternative of 10 acre homesites along the river
which I believe is already in the long term plans would also be

excellent.
Developers should be required to recognize that they are involvedwith a rural environment and not an urban one. This should teII
them that the high density and tall buildings will not betolerated.
The County must determine at what rate they should absorb newconstruction, and govern accordingly.Maybe--- !. Complete the Aspen GIen Development2. Fo1low with the Rose or Sanders development.3. End with 3rd development
The Rose Ranch developer assured the County Commissioners intheir letter dated 7 /23/97 that "numerous meetings have been heldwith adjacent land owners, neighborhood groups, homeowners'associations, and others associated with defining the goals andparameters of this proposal. Our planning and design teamlistened to aIl interests, concerns and suggestions and melded
them into a balanced planning rational for the Rose Ranchproperty, "
This is a VERY MISLEADING STATEMENT because I have been unable tofind anyone along the Roaring Fork River who has been approachedby the developer for any reason.
FOR EXAMPLE, the deep well field proposal to which they are
committed along the banks of the Roaring Fork River could verywell dry up alI of the shallow domestic wells on the east side ofthe Roaring fork. This proposal was never discussed with any ofthe property owners along the river contrary to the the letter tothe County Commissioners.
In fact, the property owners didnrt even become aware of the Rose
Ranch development program until they each received a certifiedletter from the law firm of Delaney and Balcomb dated October L4,
L997 which came as a complete surprise to most, if not all of us.
I might point out that this correspondence gave the legaldescriptions for the the various deep well locations; but was not
accompanied by any plats to tell each of the property owners whatthe developer was really proposing AS IT RELATED TO OTHER
PROPERTY OWNERS. I don't think your committee would toleratethat !
It was my own conclusion as a graduate Geological Engineer thatthat this row of deep wells right against the Roaring Fork River
could well dry up numerous long used shallow domestic wells. My
own hurried conclusion was that THE PROGRAM COULD VERY WELL
JEOPARDIZE AS MANY AS ]"7 WELLS OR MORE.
If the Planning and Zoning commission could require that each of
these wells were moved back from the riverbank at least 400 feetthis should protect the existing land owners. I believe this is

A group of the owners of property east of the Roaring Fork River
and fronting on the Rose Ranch met with the Roaring Fork
Investment principals (Heggemeier and associates) and Scot
Balcomb and Ed Olszewski of Delaney & Balcomb, as well as some
technical people on Tuesday, December 1-6 at 7:00pm at the
Westbank CIub house to discuss the proposed developement. It was
a very amicable meeting.
During the meeting Heggemeier agreed that they would not drill
the proposed wel1s adjacent the Roaring Fork which could verywell jeopardize the domestic wells just across the river to east
The exhibits used in the meeting depicted the original proposed
housing layouts originally shown in October.
The housing layout shows 20,000 sq.with some lots nearer 109 Road being
ft. Iots adjoining the river
(0.46 acres down to O.2L acres). That
as smal-l- as 9,000 sq. ft
would put t houses across
from my house---my place actually consisting of lots l- and 2 of
the Ice Minor Subdivision.
In fairness to the long established homes on the east side
Roaring Fork, I believe the river front lots should not bein size than 2.5 acres--l-L0,000 sq. ft. minimum, and withfoot house heights, a lot size of 5 acres might be more
appropriate for the luxury housing planned for that area.
Incidently, as a man who has spent his entire life in thegeological areas, f do think the requirement for the detaileddrilling for possible sink-holes penalizes the Developer for nojustifiable reason.
To re-emphasj-ze, the property owners east of the river feel verystrongly that the proposed density of 20,000 square foot lotswith big homes along the river is an affront to them, will
degrade the area, destroy the beauty of the Roaring Fork, andreflect very poorly on our rural enviroment in this gorgeous part
of the Garfield County.
I hope you will give the proposed housing density your verycareful consideration.

I have just read a copy of the letter from the Roaring Fork
Investments, LLC addressed to you and dated 7/23/97.
In part, the letter reads, "Numerous meetings have been held with
adjacent land owners, neighborhood llroups, homeowners'
associations, and others associated with defining the goals and
parameters of this proposal. Our planning and design team
listened to alI interests, concerns and suggestions and melded
them into a bafanced planning rational for the Rose Ranch
property. "
I can assure you that I have been unable to find anyone who has
even been aware of such meetings, much Less been invited to any
of them.
Their well program along the Roaring Fork River, for example, was
never shared with any of us until we received the certified
Ietter from Delaney & Balcomb, PC dated October L4, L997.
I should point out that this letter gave legal descriptions of
the various weIls locations, but was not accompanied by a plat so
that the owners of shatlow we1ls just across the Roaring Fork
from the Rose Ranch were unable to refate to their proposed deep
welI program..
My own evaluation of this proposal, which I consider to be a very
serious threat to the homes along the east side of the Roaring
Fork is attached.
