GARFIELD COUNTY BUILDING AND PLANNING 970-945-8212 MINIMUM APPLICATION REQUIREMENTS For SINGLE FAMILY DWELLING CONSTRUCTION Including NEW CONSTRUCTION ADDITIONS ALTERATIONS And MOVED BUILDINGS In order to understand the scope of the work intended under a permit application and expedite the issuance of a permit it is important that complete information be provided. When reviewing a plan and it's discovered that required information has not been provided by the applicant, this will result in the delay of the permit issuance and in proceeding with building construction. The owner or contractor shall be required to provide this information before the plan review can proceed. Other plans that are in line for review may be given attention before the new information may be reviewed after it has been provided to the Building Department. TWO (2) SETS OF CONSTRUCTION DRAWINGS & TWO (2) SITE PLANS MUST BE SUBMITTED FOR ALL APPLICATIONS. Please review this document to determine if you have enough information to design your project and provide adequate information to facilitate a plan review. Also, please consider using a design professional for assistance in your design and a construction professional for construction of your project. Any project with more than ten (10) occupants requires the plans to be sealed by a Colorado Registered Design Professional. To provide for a more understandable plan in order to determine compliance with the building, plumbing and mechanical codes, applicants are requested to review the following checklist prior to and during design. Applicants are required to indicate appropriately and to submit the completed checklist at time of application for a permit. Plans to be included for a Building Permit, must be on drafting paper at least 18"x24" and drawn to scale. 1 Plans must include a floor plan, a concrete footing and foundation plan, elevations all sides with decks, balcony, steps, hand rails and guard rails, windows and doors, including the finish grade line and original grade. A section showing in detail, from the bottom of the footing to the top of the roof, including re-bar, anchor bolts, pressure treated plates, floor joists, wall studs and spacing, insulation, sheeting, house-rap, (which is required), siding or any approved building material. Engineered foundations may be required. A window schedule. A door schedule. A floor framing plan, a roof framing plan, roof must be designed to withstand a 40 pound per square foot up to 7,000 feet in elevation, a 90 M.P.H. wind speed, wind exposure B· or C, and a 36 inch frost depth. All sheets to be identified by number and indexed. All of the above requirements must be met or your plans will be returned. All plans submitted must be incompliance with the 2003 IRC. 1. Is a site plan included that identifies the location of the proposed structure or addition and distances to the property lines from each comer of the proposed structure(s) prepared by a licensed surveyor and has the surveyors signature and professional stamp on the drawing? Properties with slopes of 30% or greater must be shown on the site plan. (NOTE Section: 106.2) Any site plan for the placement of any portion of a structure within 50 ft. of a property line and not within a previously surveyed building envelope on a subdivision final plat shall be prepared by a licensed surveyor and have the surveyor's signature and professional stamp on the drawing. These heaters meet the U.S. Environmental Protection Agency's Emission limits for wood heaters sold after July 1, 1992. Under specific test conditions this heater has been shown to deliver heat at rates ranging from approximately 9,000 to 40,300 BTU/hr for the Model 80. CATALYST EQUIPPED This wood heater contains a catalytic combustor, which needs periodic inspection and replacement for proper operation. It is against the law to operate this wood heater in a manner inconsistent with operating instructions in this manual or if the catalytic element is deactivated or removed. CATALYST WARRANTY The combustor supplied with this heater is a 3 cell catalyst with an overall dimension of 2" x 6" x 7". Consult the catalytic combustor warranty also supplied with this heater. New Buck Corporation does not handle catalyst replacements. Customer can order direct form Applied Ceramics. PROPER FUEL SELECTION This heater is designed to burn natural wood only. Higher efficiencies and lower emissions generally result when burning air dried seasoned hardwoods, as compared to softwoods or to green or freshly cut hardwoods. DO NOT BURN: Treated Wood Garbage Solvents Trash Coal Cardboard Colored Paper Burning treated wood, garbage, solvents, colored paper or trash may result in release of toxic fumes and may poison or render the catalytic combustor ineffective. Burning coal, cardboard, or loose paper can produce soot, or large flakes of char or fly ash that can coat the combustor, causing smoke spillage into the room and rendering the combustor ineffective. ACHIEVING CATALYTIC LIGHT-OFF The temperature in the stove and the gases entering the combustor must be raised to between 500' F to 700" F for catalytic activity to be initiated. This can be determined with the use of a temperature monitor (TM-20). During the start up of a cold stove a medium to high firing rate must be maintained for about 20 minutes. This ensures that the stove, catalyst, and fuel are all stabilized at proper operating temperatures. Even though it is possible to have gas temperatures reach 600' F within two to three minutes after a fire is started, if the fire is allowed to die down immediately it may go out or the combustor may stop working. If this happens open the damper to raise the temperature to activate the catalyst. Anything that expands and contract that much will not hold the argon for very long. Increased insulation values will be more cost beneficial than spending additional money for the windows and will actually be a better way to hold in the heat in the long run. You mentioned that if I can make adjustments in R· Values to get the building to preform to the ResCheck we would possibly be able to work with windows that do not meet the .35 U-Value. Attached is a ResCheck that passes. I have modified windows to a series of operable and fixed, with the fixed units carrying a better U-Value. i have also adjusted r_ values to 38 in the floors, and high-density R-21 in the walls. Please take a look and contact me asap to let know if this direction is acceptable. I have also done bit of research, and there are very few window manufactures that meet he .35 U· Value requirement. Typically I am seeing the argon gas units do meet this requirement, but in my experience, at this altitude either the argon gas is leaked out due to atmospheric pressure, or glass bursts if breatr tube are crimped. On Wednesday February 18, I met with Bob Dewaard, the construction superintendent, at our office. Bob described the two issues with a sketch and photos. The issues are as follows: 1) Out of spec holes were drilled in one of the main (3) 11 W' LVL floor beams. These holes were drilled for plumbing and electrical lines. 2) The structural drawings call for a grout pack to be placed under the steel column base plates, section 2/S-2. The base plates were installed without the grout pack. Concerning issue #1, I checked the manufacture's literature and several of the holes were indeed drilled out of spec. ILevel was contacted and sent a repair form. I've received results of Ilevel's analysis and the beam, with reduced shear and moment capacities, has adequate strength to support the imposed floor loads. Note, the design dead load for the floor was reduced from 20 psf to 15 psf. The contractor and the architect should verify that this design dead load is adequate for the floor finishes to be applied. Regarding issue #2, the base plates that were installed without grout packs below appear to be bearing fully on the on the concrete surface. This being the case the base plate has adequate bearing without a grout pack. The contractor should verify that the base plate bears uniformly on the concrete.
