I enclose herewith a copy of the completed Water Allotment Contract
between the West Divide Water Conservancy District and Gary R. Sheveland.
This cont.ract will be the basis upon which we will obtain well permlts
for the lots in the proposed J-Mar Estates Subdivj-sion. You might noEe
a discrepancy between the 6 acre feet of water reflected on the first
page of the contract and the 9 acre feet reflected as the annual total
of water needed on the application attached to the contract as Exhibit
"B". The 9 acre foot total was based upon the original application for
lB lots and was accordingly reduced to 6 acre feet when the number of
lots requested was reduced to 12. It is my understanding of the agree-
ment betl^7een the West Divide Water Conservancy District and Lhe SEate
Engineer, that Mr. Sheveland can be assured of well permits for the
1ots. However, well permit applications can noE be filed until the
specific lots are identifiable. Will Lhe submitEal of the enclosed
contract, be sufficient to proceed with Garyrs subdivision application or
will aCditj-onal confirmati-on from the State Engineer be needed? If so,
what. is the procedure to provide you that j-nformation? Please give me a
call so that we can discuss this matter further.

As requesLed, we have initiated a preliminary geotechrdcal inrzesti-
gation at the site of the proposed J-l'{ar Estates, south of Si1t, Garfield
&unty, Colorado. l^Je have conpleted our field eploration at the site
and are proceeding with the laboratcry testirrg. The follo,ving is a
sunnal1z of our findirgs to date.
Irle ra-rderstand that the proposed developn"ent will consist of 12
residential lots and that tJ:e proposed residences will consist of one to
tvo story r,rcod frane structures w'ithr bassrent level-s.
The proposed site is located between Cor:nty Road 346 and the steep
walley side slope to the south. Grades across the site va-ry frcnr 5A in
the northern portj-ons of the site te 252 alorg the southern ljrnit of the
developnent. An existing irrigation ditch roughly para1le1s the southern
boundarly of the developnrent to the south. Ttre najoriQr of the site
consists of agricultural land previously cultivated with the exceptionof the southwest corner of the developnent (Parcel 9 and portions of
Parcels 8 and 10), v/hich is vegetated priararily in sage, grasses, weeds
and scattered brush and Parcel 1, which is covered in tall grass and
scattered decedidr.rous trees. Several one to tuo story wcod frane
residential structures are located on the properties adjoining the
developnent to the northeast. Ttre structures obserred are of fairly
recent construction and generally jn good cordition, shcwing no apparant
indication of for:ndation d.istress.
At the preserrt tjlre, we have ccnpleted our field obserrations and
e><ploratory driUing at the site. Iaboratory testing of the sanples
obtained in the field exploration is proceedj-ng. The soils encountered

well drained, moderaLely sloping to hi1Iy soil is on alluvial fans and
valley sideslopes. It lormed in alluvium from Green River shale and
sandsLone. ELevation ranges from 5,000 to 6,500 feet. The average
annual precipitation is about 13 inches, the average annuaL air temper-
ature is about 48 degreeS F., and the avenage frost-free period is
about I25 days.

Included with this soil in mapping are small areas of Arvada
and rldefonso soi]s r.rhich make up 10 to 15 percent of the mapping uniL.
Arva,la soil is found on the moderaLely sloping areas and rldefonso
soil is on the sLeeper portion of the }andscape.
Permeabitiby of t,he Nlhirl soil is rapid. Effective rooting
depth is 30 to ll0 inches. Available water capacity is low. surface
runoff is slow and the erosion hazard is high.
This soir is used mainly for livestock grazing and wirdtife
habilat.
The native vegetat,ion on this soil is mainly bluebunch wheat-
grass, fndian ricegrass, serviceberry, and big sagebrush.

When the range condition deLeriorates, forbs and woody shrubs j-ncrease.
l.Jhen Lhe range is in poor condition, undesirable weeds and annual plants
are numerous. Proper grazing management maintains and improves range
condition. Seeding is a good practice on slopes of less than 15 percent
if the range is in poor condition. Careful selection of areas J-s necessary
because of stoniness and shallow depth to bedrock. Suitable plants for
seeding are crested wheatgrass, western wheatgrass, and Russian wildrye.
For successful seedings, a good practice is to prepare a seedbed and drill
the seed. A reduction in brush on slopes less than 15 percent improves
deleriorated sites. Care is required not to destroy desirable shrubs.

The potenLial community development of Nihill soil is limited by

Irrigation methods suitable for this soil are borders, furrows,
and corrugations. Leaching is a requirement to remove excess sal"ts when
this soil is imigatecl. Comrnercial fertilizers containing sul-fates
and. carbonates are preferred to obtain reasonable prod.uction of alfalfa,
corn, and small grains.

Storm water from Drainage Basin A will collect in the drainage
ditch along the east side of Giomi Lane and be deposited into
the drainage ditch along the south side of County Road No. 346.
St&6m water from Drainage Basj-n B wiII colLect in the drainage
ditch along Giomi Lane ahd also be deposj.ted in the drainage
ditch along the south side of County Road No. 346. Drainage
Basin C will drain into the Rising Sun Ditch prior to its inter-
sectj.on with County Road No. 346. The Rising Sun Dithc will also
collect the storm water drai.nage from Basin D--- a large portion
of this drai.nage being carried by the existing irrigation ditch
at the south boundary line of il-Mar Estates.
The existing entrance of Giomi Lane has a /9,, C.M.p. culvert.
It is recommended that this culvert be replaced with a Zy' " C.M.P.
culvert in order to carry the 26.0 cfs from Drainage Basin A.
At the future Giomi Lane intersection a fl"c.M.P. curvert is
rTecommended to carry the 50.4 cfs. of Drainage Basins A & B.

As requested, we have corq>leted a paventent desiga-r for the proposed
extension of Giorni Lane in J-Ma-r Estates. tr'ie previously perforned a
preliminarlz soil and for:ndation investigation for the subject site
issued r:nder our Job Nunber 25,366 dated April B, 1983.
Soil Conditions: A sanple of the subgrade material was obtained along
@t-of-raiay near the location of or.rr original test hole 3.
Ttre sanple was taken 6 lo 12 j-nches belo,v tLre existing ground si:rface.
the sanple obta.ined consisted of sandy clays similar to those encountered
in the prelinr-inaqz investigation. The results of laboratory ccnpaction,
CBR and Index Properties tests are presented in Fign:res 1 through 3.
The soils obtajled classify as A-6 withr a group index of 14, in accordance
with the Anrerican Association of State Highway and Transportation Officials
(AA,SIfl'O Classification). Ttre CBR value at 958 of ttre standard Proctor
density is 3.5?. This value was used for design of the flexjble pavement
section.
Pavenent .Design: \pical daily traffic was assuned to be less than 750
@ with a verlz snall anprint of tmck traffic. An 18 kip
eguivalent daily Ioad application (EDIA) cf 5 was assuned in the desigrn.
Ttre pavanrent section is based on laboratoq/ test results and the assrmed
traffic loadings.
A pavenent consistirg <.:f 3 inches of asphalt and 6 inches of aggregate
base crcurse is reonrrended. An alternative pavenent section consisting
of 5 inches of fu11 depth asphalt may be used. the asphalt pa.venent
should consist of a bitr-rriinous plant rnix ccnposed of a nrixture of aggregate
and bitr-minous material, which meets the requirenents of a job nLix
formula established by a gualified engineer, and the appropriate AASFII\)
specifications. The base course rnaterial- should have a nrinimtm R-Value
of 84.

Prior to pJ.acing the pavonent section the entire subgrade should be
scarified to a depth of B j-nches, mristened to opti:nun moisture content
and ccnpacted to 95% of the nraxjmr.u'n standard Proctor density. The
pavenent subgrade should be proof-ro1led with a heavily Ioaded pneunatic
tired vehicle. Areas which deform excessively r:nder the wheel load
shoul-d be rsncved and replaced prior to pa.ving. Srrbgrade, fill and
pavernent nraterial should be corq:acted to at least 95% of the standard
Proctor density at a noistr:re content near optirnr-un.
The coll-ection ard diversion of surface drainage away from pavd
areas is extrernely rmpo*tant to the satisfactory performance of the
pavanent, particularly in .1reas such as this where natwal soils have a
l-q,r to moderate collapse potential. The design of sr:rface drainage
should be carefully considered to rgncve all water frcxn paved areas.
Pavqnent Alternative: An alternative to asphaltic concrete sr:rfacing isffi subsequent chip seal applied over a corqrcsite
section consisting of a rninimrrn of 3 inches of aggregate base course and
9 inches of granular subbase similar to that specified by Garfield
County. Subgrade preparation and conpaction should be as described
a-bove. It should be noted that this alternative ccrrposite section isof lesser structural capacity than ttre asphaltic section reccnnended
above. This alternative will require higher maintenance and periodic
replacement or repair of the chip seal sr:rface ard/or base materials.
Lirnitations: This report has been prepared in accordance with generallye@-Foil and foundation engineerGg practices in this area for use
by the client for desigar pur?oses. The conclusions and reconmendations
suhnitted in ttris re6rcrt are based qrcn the data obtained frcxn the
sanple t:ken in the proposed alignnent in conjunction withr the data
presented in or:r preliminary report. The nature and extent of rzariations
across the site rnay not beccxne evident until grading is performed. If
during construction fill, soil, rock and water conditions appear different
frcxn those described herein, tLris office shoutd be notified at once so
re-evaluation of the reconmendations may be made. We reccnrnend on-site
observation of excavations and testing of ccrq:action by a soil engineer.
