Colorado, held in the Commissioners' Meeting Room, Garfield County Plaza Building, in
Glenwood Springs on Monday, the 5th day of July,2016, there were present:

PARCEL OF LAND OWNED BY TERRD( FINANCIAL CORP., ETHAN A. JACOBSON,

Recitals
A. Garfield County is a legal and political subdivision of the State of Colorado for
which the Board of County Commissioners @oard) is authorized to act.
B. On the 5h day of July,2016, the Board of County Commissionerc opened a public
meeting upon the question of whether a one-year extension to file a Final Plat should be
granted, granted with conditions, or denied at which meeting the public and interested
persons were given the opportunity to express their opinions regarding the issuance of said
extension.
C. The Board of County Commissioners acted on the basis of substantial competent
evidence produced at the aforementioned meeting.
D. The Preliminary Plan for the "Oak Meadows Ranch PUD, Filing 4, Phase III"
subdivision ryas approved by the Board on July 21,2008 under Resolution No. 2008-95 for
real property described in the document recorded at Reception Number 735652 in the records

of the Clerk and Recorder, Garfield County, Colorado.
E. In accordance with the Garfield County Land Use Resolution of 2008, as amended,
and the Preliminary Plan approval the for the "Oak Meadows Ranch PUD, Filing 4, Phase
III' subdivision, the Applicant was required to file a Technically Complete Final PIat
application prior to luly 21,2009.
F. The Board of County Commissioners considered a one-year extension of the
Preliminary Plan at a Public Meeting held on August 3,2009 and approved the extension to
file a Technically Complete Final Plat application to July 2ls',2010 as memorialized in
Resolution 2009-59.
G. The Board of County Commissioners considered a second request for extension of
the Preliminary Plan at a Public Meeting held on June 14, 2010 and approved the extension
to file a Technically Complete Final PIat application to July 2lst, 20l l as memorialized in
Resolution 201047.
H. The Board of County Commissioners considered a third request for extension of
the Preliminary PIan at a Public Meeting held on JunE 20, 201I and approved the extension
to file a Technically Complete Final Plat application to July 2lst, 2013.
L The Board of County Commissioners considered a fourth request for extension of
the Preliminary Plan at a Public Meeting held on July 1, 2013 and approved the extension to
file a Technically Complete Final Plat application to July 21't, 2015.
J. The Board of County Commissioners considered a fifth request for extension of
the Preliminary Plan at a Public Meeting held on July 20, 2015 and approved the extension to
file a Technically Complete Final Plat application to July 2Ls!,2O16.
K. The Board of County Commissioners considered a sixth request for extension of
the Preliminary Plan at a Public Meeting held on July 5, 2016 and approved the extension to
file a Technically Complete Final Plat application to July 2l'1,2017.
Resolution
NOW, THEREFORE, BE If RESOL\IED by the Board of County Commissioners of
Garfield County, Colorado, that:
A. The forgoing Recitals are incorporated by this reference as part of this Resolution.
B. The request for a one-year extension to file a Final PIat is consistent with the
requirements of the 2Ol3l-and Use and Development code, as amended.
C. The public meeting before the Board of County Commissioners was extensive and
complete; all pertinent facts, matters and issues were submitted; and all interested
parties were heard at that hearing.

The requested extension is in the best interest of the health, safety and welfare of the
citizens of Garfield County.
A motion was made to approvo the l-year extension to file a Technically Complete
Final Plat application for "Oak Meadows Ranch PUD, Filing 4, Phase III" until July
2l,20ll and approved by a vote of 3-0.
