I believe the rational for this was the various grade changes that would be problematic to get from a paved parking spot to the building in question. I understand that as long as there is a fully ADA compliant faculty residence with ADA parking somewhere on campus, the Lodge dorm apartment will not require a paved parking space and accessible walkway to it.
