Adequate and complete information will prevent delays in the plan review process. Reviewing a plan and the discovery that required information has not been provided by the applicant may result in the delay of the permit issuance and in proceeding with building construction. The owner or contractor may be required to provide this information before the plan review may proceed. This causes delays because other plans that are in line for review may be given attention before the new information may be reviewed after it has been provided to the Building Department. Please review this document to determine if you have enough information to design your project and provide adequate information to facilitate a plan review. If you do not, it may be helpful to obtain a book titled "Dwelling Construction under the Uniform Building Code". This book is available to you through this department at our cost. Also, please consider using a design professional for assistance in your design and a construction professional for construction of your project. To provide for a more understandable plan in order to determine compliance with the building, plumbing and mechanical codes, applicants are requested to review the following check list prior to and during design. Applicants are required to indicate appropriately and to submit the completed check list at time of application for a permit. 1 January 1, 1999 Plans to be included for a Building Permit, must be on drafting paper at least 18"x24" and drawn td scale. Plans must include a floor plan, a concrete footing and foundation plan, elevations all sides with decks, balcony, steps, hand rails and guard rails, windows and doors, including the finish grade line. A section showing in detail, from the bottom of the footing to the top of the roof, including re -bar, anchor bolts, pressure treated plates, floor joists, wall studs and spacing, insulation, sheating, house - rap, (which is required), siding or any approved building material. Accessible under floor areas shall be provided with a minimum 18" x 24" unobstructed access opening. (UBC Sec. 2314.3). Where equipment is located in an under floor area the access opening shall be of a height and width sufficient to allow the removal of the largest piece of equipment, but not less than 30" x 30" (UMC Sec. 320). COProvisions shall be made for the control and drainage of surface water around buildings. All building pads will be graded 2% away from buildings (UBC Sec. 1804.7 & 1806,4.5). 9. Installation of a perimeter drain system is mandatory in all cases where slabs will be located below finished grade (GCBC Amendments to UBC Sec. 2902(a)). Dampproofing or waterproofing of foundations retaining earth and enclosing interior spaces below grade is required. (UBC Appendix Chapter 18) Exceptions: Where a site is located in a well drained area, a drain need not be required. 10. Positive connection required top & bottom of post & beams and girders to protect against uplift lateral displacement (UBC 2324). 11. Bond beam required in block foundation walls (UBC Sec. 2106.1.12.1). Garfield County will not inspect the drilling, reinforcement and placement of caissons (drilled piers). This inspection must be performed by a qualified engineer. Findings must be detailed in a typed, stamped report to the County Building Department (GCBC Amendments to UBC Sec. 305(e)1.C.) & UBC Sec. 306(a)11). 14.. Within an attic or crawlspace foam plastics shall be protected from ignition by 1 1/2" mineral fiber insulation, 1/4" plywood, hardboard or gypsum wallboard, corrosion -resistant sheet metal having a base thickness not less than .016" at any point, or other approved material installed in such a manner that the foam plastic is not exposed (UBC Sec. 2602.5.2.1). 23. Balconies, landings, exterior stairs and similar surfaces exposed to the weather and sealed underneath shall be waterproofed (UBC Sec. 1402.3) 24. Insulation shall be minimum insulation value R19 walls, R29 roofs, R11 floors over unheated areas (Resolution No. 96-05). 25. Natural light at habitable rooms to be equal to 10% of the floor area and natural or mechanical ventilation per UBC Sec. 1203.2, 3 26. If and/or when the basement is finished, Garfield County will enforce the natural light and ventilation requirement. This must be a consideration in basement design. When an existing basement is finished, the natural light requirement may be reduced by 50% (GCBC Amendment to UBC Sec. 1203.2). 27.. EVERY SLEEPING ROOM MUST HAVE ONE EXTERIOR DOOR OR ESCAPE WINDOW WITH A MINIMUM 5.7 SQ. FT. NET CLEAR OPENING. THE MINIMUM HEIGHT OF THIS CLEAR OPENING MUST BE AT LEAST 24" WITH THE MINIMUM WIDTH AT LEAST 20". SILL HEIGHT CANNOT BE GREATER THAN 44" ABOVE FINISHED FLOOR. NOTE THAT BOTH MINIMUMS CANNOT BE USED TO ACHIEVE THE 5.7 SQ. FT. NET CLEAR OPENING REQUIRED (UBC Sec. 310.4). 28. BASEMENTS SHALL BE PROVIDED WITH AT LEAST ONE ESCAPE OR RESCUE WINDOW. 29. Habitable space shall have a ceiling height of not less than 7'-6" except as otherwise permitted in this section. Basements in Group R, Division 3 Occupancies and kitchens, halls, bathrooms and toilet compartments in all Group R Occupancies may have a ceiling height of not less than T-0" measured to the lowest projection, i.e. beams, etc. from the ceiling (GCBC Amendment to UBC Sec, 310.6.1). 30. Smoke detectors must be installed in each sleeping room and at a point centrally located in the corridor or area giving access to each separate sleeping area. When the dwelling has more than one story and in dwellings with basements, a detector shall be installed on each story and in the basement. In dwelling units where a story or basement is split into two or more levels, the smoke detector shall be installed on the upper level, except that when the lower level contains a sleeping area, a detector shall be installed on each level. When sleeping rooms are on an upper level, the detector shall be placed on the ceiling of the upper level in close proximity to the stairway. In addition, if the ceiling height of a room open to the hallway serving bedrooms exceeds that of the hallway by 24" or more, smoke detectors shall be installed in the hallway and the adjacent room. Detectors shall be audible in all sleeping areas of the dwelling unit (UBC Sec. 310.9.1.3). Smoke detectors powered from House electric power with battery backup. 31. Where the valuation of an addition or repair to an existing structure exceeds $1000.00 or when one or more sleeping rooms are added or created in existing dwellings, the entire structure shall be provided with smoke detectors are required for a new structure (UBC Sec. 310.9.1.2). Smoke detectors may be solely battery operated when installed in existing building (UBC Sec. 310.9.1.3). 32. Double keyed dead bolts are not permitted on exit doors from dwelling and guest rooms. Night latches, dead bolts and security chains may be used provided such devices are operable from the inside without the use of a key or tool and are mounted at a height not to exceed 48" above the finished floor (UBC Sec. 1004.3). 33. Stair handrail/guardrail to be placed 34" minimum to 38" maximum above the nosing of the treads. Handrails are to be grippable and cross sectional dimensions to be 1 1/2" to 2". 34. STAIRWAY MINIMUM HEADROOM REQUIREMENT IS 6'-8" (UBC Sec. 1006.5). 35, For private residential stairs, maximum riser height is 8", minimum tread width is 9", and minimum stair width is 36" (UBC Sec. 1006.3). For winding stairways the 9" tread must be provided at a point not more than 12" from the side where the treads are narrower, but in no case shall any width or run be less than 6" at any point (UBC Sec. 1006.4). 4 36. Guardrails for balconies and landings that are more than 30" above grade or floor below shall be a minimum height of 36" for single family dwellings and the interior of individual units of multi -family buildings and 42" in all' other occupancies. Note that clearance between intermediate pickets must be such that a 4" diameter sphere cannot pass through (UBC Sec. 509.1) 37. A. Landings shall have a dimension measured in the direction of travel equal to the width of the stairs (UBC Sec. 3306(g)). Landings shall have a width of the stairway or door, whichever is greater (UBC Sec. 1004.10). B. Landings are required at all exterior doors (UBC Sec. 1004,10). 38. For enclosed usable space under stairs, provide 5/8" Type "X" gypsum board to underside of wall and soffit (UBC Sec. 1006.12). Fire stop stairs at stringers (UBC Sec. 708.2.1). 39. Skylights shall comply with Chapter 24 UBC for glass skylights and Chapter 52 UBC for plastic skylights. Glazed skylights shall have screens installed below them. Laminated glass with a minimum of 30 -mil poly vinyl butyryl interlayer may be used without screens (UBC Sec. 2406.4). See exceptions! 40. Glazing in doors or within 24" adjacent to doors, including windows and glazing in enclosures for showers, saunas, whirlpools, steam rooms and tubs located less than 60" above the floor or drain inlet, and shower doors must be impact resistant safety glazing or tempered glass. Glazing within 18" of the floor, in railings must also be safety glass (UBC Sec. 2406.4). 41. When gypsum is used as a base for tile or wall panels for tub, shower or water closet compartment wall, (See Sections 807.1.2 and 807.1.3), water-resistant gypsum backing board (greenboard), shall be used. (UBC 2512). 42. The water closet stool shall be located in a space not less than 30" in width and shall have a clear space in front of the water closet stool of not less than 24" (UBC Sec. 2904). 43. Garage walls and/or ceilings adjacent to or under dwellings require the installation of materials approved for one-hour fire -resistive construction on the garage side and a self-closing, tight fitting solid wood door 1-3.8" in thickness or a labeled door with a fire -protection rating of at least 20 minutes (UBC Sec. 302.4, exception 3). NOTE THAT NAIL AND/OR SCREW SPACING IS NOT TO EXCEED 7"O.C. (UBC Table 7 (B)). 44. No openings are permitted between a garage and rooms used for sleeping (UBC Sec. 312.4). 45. Do not penetrate "firewall" (occupancy separation wall between garage and dwelling) with plastic pipe or plastic electrical boxes, except those plastic electrical boxes specifically listed for such use (NEC 300-21, UBC Sec. 709.7). Penetration cannot exceed 16 square inches. 46. When a garage is located under a dwelling, or the ceiling is being used as part of the separation, bearing walls, columns and beams supporting the horizontal separation must be protected by materials approved for one-hour fire resistive construction (UBC Sec. 302.2) NOTES See page 1 and Colorado Revised Statutes (12-23-101 et. seq.) or contact the State Electrical Board at (303) 894-2300 for state licensing requirements for persons performing electrical work. 5 47. In dwelling units, at least one wall switch -controlled light fixture or outlet shall be installed in every habitable room; in bathrooms, hallways, stairways and attached garages, and at outdoor entrances (NEC 210-70). 48. Provide ground -fault protection (GFCI) for all 120 volt, single phase 15 and 20 amp receptacles installed in bathrooms, garages, within 6" horizontally of the kitchen sink, and outdoors where the outlets are less than 6"-6" above grade level and readily accessible, and at least one GFCI receptacle installed in unfinished portions of basements (NEC 210-8). 49. No usable wall space shall be more than 6" from an outlet, and an outlet is required at all counters 12" wide or more, and on any usable wall over 2" (NEC 210-52). 50. At least one lighting outlet and convenience receptacle shall be installed in an attic or crawl space where these spaces contain equipment requiring servicing, or are used for storage (NEC210-70, UMC Sec. 319.6 and 320.1). 51. Incandescent light fixtures installed in clothes closets must be located at least 12" horizontally from the edge of shelves. A flush RECESSED fixture with a solid lens or fluorescent fixture may be installed with a 6" horizontal clearance to the edge of shelves. PENDANT FIXTURES MAY NOT BE INSTALLED IN CLOTHES CLOSETS (NEC 410-8). 52. All light fixtures installed in wet or damp locations shall be installed so that water cannot enter or accumulate in wireways, lampholders, or other electrical parts. All fixtures installed in these locations shall be marked 'SUITABLE FOR WET LOCATIONS." (NEC 410-4). 53. Swimming pools, fountains, hot tubs, spas and hydro -massage "Jacuzzi" tubs and similar installations shall comply with all provisions of NEC Article 680, which has severe restrictions on the type and location of switches, outlets and lights. NOTE: See page 1 and the Colorado Revised Statutes (12-58-101 et. seq. ) or contact the State Plumbing Board at (303) 894-2300 for licensing requirements for persons performing plumbing work. 54. Provide rigid vent to the outside for clothes dryer. Total combined length, horizontal and vertical including two 90 degree elbows, shall not exceed 14'. Two feet shall be deducted for each elbow in excess of 2 (UMC Sec. 908.1 & 504.3.2). 55. If no exterior ventilation, operable window for bathroom or laundry room, bathroom exhaust fan connected directly to the exterior and capable of 5 air changes per hour per room must be provided (UBC Sec. 1203.3). 56. All habitable rooms shall be provided with heating facilities capable of maintaining a room temperature of 70 -degrees F. at 3 feet above the floor (UBC Sec. 310-11). 57. Provide minimum 1" clearance between Class "B" gas vent and combustible material and 6" clearance from single wall vent connectors to combustible material (UMC Sec. 803.1 & Table 3-C). 58. LIQUIFIED PETROLEUM GAS (PROPANE) SHALL NOT SERVE ANY WATER HEATER OR FURNACE LOCATED IN A PIT, CRAWL SPACE OR BASEMENT WHERE HEAVIER THAN AIR GAS MIGHT COLLECT TO FORM A FLAMMABLE MIXTURE. (UBC Sec. 1315 (f), UMC Appendix B #6). 6 UNLESS SUCH LOCATION IS PROVIDED WITH AN APPROVED MEANS FOR REMOVAL OF UNBURNED GAS (UMC 304.6). THE POLICY OF GARFIELD COUNTY IS ATTACHED. 59. No gas water heater or furnace shall be installed in any room used or designed to be used for sleeping purposes, bathrooms, clothes closets or other confined space opening into any bedroom or bathroom. Exception: sealed combustion chamber type water heaters, direct vent furnaces, or enclosed furnaces ( UPC Sec. 509.0). 60. Provide clearance on combustion air side of furnace and 30" working space in front of all heating controls (UMC Sec. 314.2). 61. Solid fuel, oil, and gas fired appliances require adequate combustion air (UMC Secs. 702.1, 703.1). 62. Doors to gas appliances must be a minimum of 24" in width but not less than required for the removal of the largest piece of equipment (UMC Sec. 314.1). 63. GAS APPLIANCES LOCATED IN A GARAGE SHALL HAVE IGNITION SOURCE AT LEAST 18" ABOVE THE FLOOR AND MUST BE PROTECTED FROM AUTO IMPACT (UMC Sec. 308.2). 64. Floor and wall furnaces may not be closer than 6" from an inside corner (UMC 325.1), 65. ALL GAS FIRED FURNACES AND BOILERS MUST HAVE A MINIMUM 76% EFFICIENCY RATING (GCBC Amendment to MEC Sec. 603.2.2). 66. Single family detached all -electric homes must be equipped with a demand controller (GCBC Amendment to MEC Sec. 302,1). 67. Install EPA approved zero clearance/factory built fireplaces to manufactures specifications (UBC Sec. 3102.5.1). 68. Wood burning stoves must be installed in accordance with manufacturers specifications or in accordance with UMC Table 5-A for unlisted fireplace stoves. ALL NEW STOVES MUST HAVE A LABEL FROM AN APPROVED TESTING AGENCY AND A LABEL SPECIFYING THAT IT MEETS THE STATE OF COLORADO AIR QUALITY STANDARDS (GCBC Amendment to UMC Sec. 302.1). 69. Hearth must extend 16" in front of and 8" beyond the sides of the firebox opening, or for fireboxes 6 sq. ft. or larger; 20" in front and 12" beyond the sides (UBC 3102.7.12). 70. Chimneys must extend a minimum of 2' above any part of the building within 10' of the chimney (UBC Table 31-B). 71, Fireplaces and barbecues shall comply with UBC Sec. 3102.7. Chimneys shall comply with Secs. 3703, 3704 and 3705. In Wildfire Zones 1 & 2 every chimney shall be equipped with a spark arrestor consisting of 12 -gauge welded or woven wire mesh with openings not exceeding 1/2 inch (GCBC Sec. 1602(e) & 1603). All appliances (including fireplaces) must have shutoff valve within three feet of appliance, for removal of unit without interruption of gas to other appliances (UPC 1211.15) 7 72. Approved numbers or addresses shall be provided for all new buildings in such a position as to be plainly visible and legible from the street or road fronting the property (UBC Sec. 502). Job sites or driveway to sites must be readily identifiable from the county road. 73.. Atmospheric vacuum breakers are required on all hose bibb connections and faucets with hose attachments. (UPC Sec. 1003(i)). 74. Tank -type water closets shall have a flush with not more than three and one-half gallons of water; shower heads shall have a flow capacity of not more than 3 gpm; and lavatory faucets shall have a flow capacity of not more than 2 1/2 gpm (GCBC Amendment to UMC Sec. 905). 75. A. Gas logs installed in solid fuel burning fireplaces shall be installed per the manufacturers installation instructions, the testing agency listing, UPC Sec. 1213, and GCBC Amendments to UMC Sec. 901.1. C. Attic ventilation openings shall be equipped with non-combustible wire mesh with mesh openings not to exceed 1/4 inch. in dimensions. D. Every bedroom or sleeping room in a basement must have a door or window meeting the requirements specified in No. 1. above (Refer to UBC Section 310.4). 3 All habitable rooms within the basement shall have rough openings for natural light. The rough opening shall be equal to one tenth of the area of such rooms with a minimum of 10 square feet. These rooms shall also be provided with natural ventilation by means of openable exterior openings with an area of not less than one twentieth of such rooms with a minimum of 5 square feet. Approved provisions may be made for mechanical ventilation in lieu of openings. (Refer to UBC Section 1203.1.2.3). 4. L.P.G. (Liquid Petroleum Gas) Appliances burning L.P.G. shall not be installed in a pit, basement or similar location where heavier-than-air gases may collect unless such location is provided with an approved means for removal of unburned gas. (Refer to UMC (Uniform Mechanical Code) Section 304.6). The policy in Garfield County to approve such a means is as follows: a. An untrapped drain with a minimum diameter of 4 inches located in the lowest area where heavier- than-air vapors may collect is to run with a continuous slope to an exterior area which is not within a depression or recessed below adjacent terrain. b. The area of termination is to be determined by the building inspector as likely to remain free of standing water, ice and other debris that may prevent the flow and dissipation of unburned gas. c. The upper inlet and the termination of the drain is to be provided with protection from the entry of debris or animals which may cause blockage of the drain.
