Specifically, this Agreement is contingent upon Roaring Fork School District's acquisition of the Iron bridge pl'opcrty, in its sole discretion. Garfield County's Board of County Commissioner approved on July 18 key documents which arc expected to lead to the County approval of the RFSD development of its employee housing. PARTIES Roaring Fork School District (RFSD) lronbridge Property Owner Association (IPOA) PROJECT DESCRIPTION Location: Site: Property: Schedule: Project: OWNERSHIP lronbridge PUD See Attachment 1 SITE PLAN by High Country Engineering Six townhouses (3 buildings with two duplexes or townhouses each) Construction Start in August 2016. Occupancy projected in first quarter of 2017 See Attachment 2 PROJECT DESCRIPTION RFSD plans to develop the six townhouses which will be held for rental for employees of RFSD and perhaps other qualified residents of the County in accordance with agreements between RFSD and the Garfield County Housing Authority. AGREEMENTS Deed Covenants. RFSD Property will be subject to the standard IPOA covenants on the Properties to reflect these agreements. IPOA Policies. RFSD Property will be subject to the IPOA standards, rules and policies including design review guideline for future improvements. Assessments. RFSD will pay to IPOA for each of the six townhouses the same assessments that are being paid by the other deed restricted affordable houses in lronbridge as they may be adjusted by IPOA from time to time. The IPOA assessments are currently$ 125 per home per month per house including a reserve for capital repairs In the lronbridge community. Maintenance. IPOA agrees to maintain the common areas including parking without additional annual charges to RFSD. The RFSD wlll be responsible for all building maintenance and repairs. Parking and Access. IPOA will provide to RFSD the right of access over its property and the right to use portions of IPOA property for parking as shown on the attached Site Plan. RFSD will make the initial capital improvements for parking for 16 cars on a portion of IPOA property (under the Xcel power lines). SEE Attachment 1 SITE PLAN and Attachment 3 PRELIMINARY LANDSCAPE PLAN. . . Future Capital Improvements. RFSD will be responsible for major non-recurring capital improvements (such as repaving of the parking lot) and the access. Construction Access. IPOA approves that the design and engineering professionals, contractors, and subcontractors of Blue Heron Development Company and RFSD may use the IPOA property from Rlver Bend Way to the project site for access for all work necessary to design and construct the RFSD employee housing. Authorized Re re_s,ntative, lronbridge Property Owners Association Date: 7/27/ Jf.., Authorized Representative of Roaring Fork School District Date: ATIACHMENT 1 SITE PLAN BY HIGH COUNTRY ENGINEERING ATIACHMENT 2 PROJECT DESCRIPTION location The "Infill" Site is adjacent to the existing lronbridge community bike path and the Recreation Center (fitness center, pool, tennis, and playground) and Is within a three- minute walk of the golf course and the lronbrldge Grill and a 10 to 12-minute walk to existing river access on River Bend Way In Phase II. The Housing Site totals 0.459 acres and is bounded by a corner of the Recreation Center; • deed restricted houses on Lots 313, 314, 315, and 316 on Fox Run Court; • Lots 282 and 283 (without houses) and open space on Blue Heron Drive; and • land which Is owned by lronbrldge Property Owners Association which Is subject to easements to Xcel Energy for an overhead high power line and Black Hills Energy {formerly Source Gas) for its main transmission lines. Informally referred to as the "triangle parcel", the Housing Site was acquired by BHD's predecessor from the Roaring Fork Water and Sanitation District. The western portion of the Site is subject to a 40-foot-wide easement for the "Robertson Ditch" which provides irrigation water for the golf course and downstream users. Properties in the immediate area include home sites planned for single family houses and 20 existing deed restricted houses. Access and Address Access to the Site via an existing paved road. The address is 1461 River Bend Way. A portion of the Site is currently being used for a construction trailer which will be moved. ProRram The site plan will accommodate six townhomes with a total of approximately 7,120 Interior square plus storage. The current program Includes: four 2 Bedroom/2 Bath townhomes (approximately 1166.15 interior square feet plus 19.27 exterior square feet for storage) and two 3 Bedroom 2 Bath townhomes (approximately 1232.62 square feet plus 19.27 exterior square feet for storage.) Each of the three building includes two townhomes (duplexes) with each unit having windows on the side as well as the front and back. Use by Owner and Employees. The RF School District plans to offer the townhomes for rental either to one family or to two different teachers. It is possible to create six platted sites so that the townhomes can be sold at a later time to six individual purchasers ATTACHMENT 3 PRELIMINARY LANDSCAPE PLAN The landscape plan illustrates a limit amount of low maintenance planting areas as well as native areas.
