I have enclosed additional information on the loadout in
the form of a checklist of the normal exhibits. I am still not
clear as to what is or isn't required in this case. Please call
me if this is not sufficient.

Exhibit D: Mining Plan
Trucks owned and operated by Morrison-Knudsen bring
coal from the Coal Basin mines to the Carbondale train loadout,
approximately 22 miles. From 15 to 20 trucks, each with a capa-
city of 27.5:: tons more or less make f -ie trips a day to a
truck dump. From the truck dump the coal is transported by
conveyor belt to a 32,000 -ton slot bin. The coal is stored in
the slot bin until a unit train is scheduled (two -to three times
a week). A conveyor belt (2,500 TPH) transfers cdal from the
slot bin to the train loadout tipple .which is over our railroad
spur. A normal unit train consists of 60 cars which hold a total
of 6,000 tons. The trains carry the coal to the Geneva plant of

U. S. Steel in Provo, Utah and to the Kaiser Steel plant in
Fontana, California.
The Carbondale train loadout also houses the offices
of the Company which includes Purchasing, Personnel, Engineering
and Computer services.
Exhibit E: Reclamation Plan
The entire property is owned privately by Mid -Continent
and is commercially zoned. The loadout has been at its present
location since 1956. Two other commercial businesses adjoin this
property. At the end of mining the property will be converted to
some other commercial business. The offices will remain and the
32,000 -ton slot bin will be converted into a warehouse. The
conveyor belts and the coal loadout tipple will be removed. The
railroad spurs will remain. The ground surface will remain the
same with the exception that additional buildings may be constructed.

Exhibit G: Water Information
There are three wells on the property used only for
sanitation and industrial purposes. All drinking water is brought
in. See enclosed Colorado Department of Health Well Permits.
Exhibit H: Wildlife Information
This facility is in close proximity to the town of
Carbondale and to two other commercial businesses. The Colorado
Wildlife Division assures us that no rare or endangered species
resides in this area and that this is not a critical seasonal
habitat for any large or small mammals.'
Exhibit I: Soils Information
As this is a commercial -zoned area and our operation
has been here since 1956, and at the end of mining will probably
expand by constructing additional buildings, we feel soil informa-
tion would not be required.

Exhibit J: Vegetation Information
The area around the loadout has been landscaped over
the years to include lawns,shrubs and various trees; this prac-
tice. will continue and again probably be expanded after the close
of mining to enhance the commercial property.
Exhibit K: Climate
Carbondale does not have a meteorology station, but
could be classified as a typical semi -arid pinyon -juniper -sage
high valley (6180'± elev.), with 10 to 15 inches of precipitation,
with prevailing westerly winds.
Exhibit L: Reclamation Costs
No reclamation costs would be. involved, as the property
would be converted to some other commercial enterprise. The
conveyor belt and train loadout tipple would be sold and removed
by the buyer.

This letter will hopefully answer the pre -post mining questions about
the loadout. I talked to the Garfield County Planning Office in Glenwood
Springs and they informed me there was no zoning at the location of the
loadout in 1956. I would assume from its location in relation to the tracks
(installed in 1894) that this area was not used for agriculture or grazing;
this would leave wildlife, as pre -mining land use.
The present zoning is A/I Agriculture or Industrial. The surrounding
area is A/R/RD Agriculture/Residential/Rural Density. The A/I area now has
three major industries on it and the A/R/RD is being broken up and sold for
residences (10 acres±).
I am sure that in 50 years, at the estimated end of mining, this area
will be inside the city limits of Carbondale and will be industrial or
high-density residential. This property is privately owned by Mid -Continent
Resources and at any time between now and 50 years hence, this property
would be put to some commercial use.
No one can foresee that it would ever be returned to its premining land
use of wildlife, but we are willing to say that if all else fails, as an
alternate reclamation plan Mid -Continent would:
1. Remove all existing structures;
2. Return the area to approximate original contour;
3. As no topsoil was stored in 1956, soil amendments including mulch
and fertilizer would be added to sustain an equal vegetation cover
to the surrounding area;
4. Revegetation would include native grasses (and some introduced
species), legumes, shrubs and trees. This areahas approximately
10 to 15 inches of precipitation at an elevation of 6180' and is
typically a semi -arid Pinyon -Juniper -Sage high valley.

Actual Pond Size Using Flocculation/Coagulant Agents
By using a combination coagulant and flocculant mix a
maximum of sediment can be settled out. By testing we
have determined that equal parts of Nalco 8852, a coagulant,
and 8872, a flocculant, give the best results. This com-
bination reduces sediment load by a factor of 4 to 6.
Using a factor of 4 with a pond area of 0.269 AF, this
reduces the pond size to 0.176 AF using the following:
