HomeMy WebLinkAbout2.0 PC Meeting Minutes 03.1.1980• PLANNING COMMISSI O N March .10, 1980 Regular Members Members Present Dale Albertson, Vice Chairman Barbara Lorah Allan Bowles Dale McPherson Kelley Meyer John Tripp Laverne Starbuck County Officials Present Ray Baldwin, Planning Director Davis Farrar, Assistant Planner Bob Scarrow, County Surveyor Hope Roberts, Recording Secretary Vice Chairman Dale Albertson called the meeting to order at 7:35 p.m. Barbara Lorah made a motion to approve the minutes of the February 11, 1980 meeting with a correction of a typographical error. Kelley Meyer seconded the motion and it carried unanimously. FIRST ITEM ON THE AGENDA: Asgard Fourth Filing Preliminary Plat Public Hearing Dale Albertson explained this was a request for 16 single family lots on 43 acres located on Silt Mesa. Rich Holsun, representing the developer, said there had been no significent changes since Sketch Plan. The property is zoned A/R/RD and conforms to 2 acre minimum lot sizes. There would be 2 cul-de-sacs, the existing water system will be expanded to provide water for the fourth filing plus another well will be drilled. A plan of augmentation has been filed, and there will be individual sewer systems. Chuck Becker, developer, said if this were approved, they should have farmers irrigation rights for water which he will control and the water system will be owned by the homeowners. Ray Baldwin felt there were no real problems with the soils but Lot 10 may not have an adequate building site, according the the State Geological Society. The Division of Wildlife has stated they would like control of dogs enforced and they are not legally responsible to damage of ornamental plants. Public Service would like easements for power lines. Nothing has been received from the school district at this point. Chuck Becker stated they had 35 shares of farmers irrigation water. Ray Baldwin said he had received a letter from Ron Johnson. Laverne Starbuck said Mr. Johnson was concerned that the houses would be in rows and also, was taking water from the third filing to serve the fourth filing. Rich Holson said they were not taking water but are expanding the present system. Chuck Becker said he had contacted the water users in Asgard and told them -1- March 10, 1980 W W of his intensions. Rich Holsun said there was one well on the property that was good and the other, not too good. They propose to drill another well. The permit allows a well or wells for necessary water requirements. They have proposed 500 gallons per lot for fire storage and there will be a series of cisterns which is County requirements, and they are in the Silt fire district. Rick Kinshella, from Eldorado Engineering, said they would have a 20,000 gallon storage tank and they can't use hydrants with the existing 2 or 3" lines. The fire department can pump from cisterns. They are not effecting the fire protection in filing 3 because they have none now. Dale McPherson was appointed a voting member of the Board. Kelley Meyer made a motion to approve the preliminary plat with the following conditions: 1. The Plan of augmentatin be approved by water court prior to the submission of the final plat; 2. A new well be drilled and tested to provide at least 13.5 g.p.m. Barbara Lorah seconded the motion and it carried unanimously. SECOND ITEM ON THE AGENDA: Cactus Valley Preliminary Plat Public Hearing Dale Albertson advised this was a request for 16 single family lots on 40 acres located approximately 3 miles east of Rifle on County Road 210. Tim Callahan, representing the developer, said they were 2 acre sites with individual septic systems. The water will be chlorinated and it is approved by the State. They have 1980 water rights. Fire protection will be gravity flow to individual lots from a storage tank and there would be fire hydrants. They will have to go to the District Court for a plan of augmentation. The well water will have to be pumped into a holding tank and will have a gravity feed to the subdivi- sion. There are ditch rights from the lower Cactus Valley ditch, farmers irriga- tion water, Grand River ditch, and Rifle Creek Ditch No. 1. Ray Baldwin explained that 1980 water rights were no sufficient according to recent County policy. Also, they are looking at a minimum of 31 lots on the same water system. Tim Callahan said they would have more than enough water, the road would be chip and seal and meet County specs, there will be culverts at the intersection and accesses for lots. Ray Baldwin said the school district has not responded yet. Tim Callahan said they were providing an easement for school buses. Mr. Lewis, neighboring resident, said his well was less than 300 feet from the well that has been recently drilled. He stated that the law said, it should be 600 feet away from another well. He feels that this well will interfere with -2-
