Gentlemen:
I submit this statement as a part of the requirements for
a preliminary plat review by the Garfield County Planning
Commission.
It is proposed to dedicate for public use all roads and
streets as shown on the plat and to dedicate same to the
County of Garfield when they are constructed to county
specifications. The utility, drainage and irrigation ease-
ments shown are also proposed to be dedicated for their
intended use. It is further intended that the subdivision
be subject to the proposed protective covenants submitted.

Gentlemen:
Attached is the preliminary plan for the Asgard Subdivision
to be located on Silt Mesa near Silt, Colorado.
As a part of this information, we have included a report on
water and sewer facilities, proposed covenants and street
profiles.
The drainage plan is noted on the plat. It shows easements
along three dry washes. Culvert sizes are shown on the pro-
file sheets. It is proposed by the developer to dedicate
all of the roads in the subdivision to public use and dedicate
them to the county at such time as they are built to conform
to county specifications.
Proposed utility easements are dedicated along all side and
back lot lines as stated on the plat. There are no known
existing easements in the area, except along the irrigation
ditch.

WATER AND WASTE TREATMENT
It is proposed that the Asgard Subdivision, Filing No. 2, be
served by individual wells and waste treatment systems. This
is made necessary by the large lot size, averaging 7.0 acres.
Standard percolation tests were conducted on the proposed sub-
division in three locations. The percolation rate was found
to be 15 - 22 minutes of time per one inch drop of the water
level. Application for septic tank systems for the general
site have been made to the Colorado Department of Health.
Their approval is included with this data.
There are several existing domestic wells in the area of the
proposed subdivisision. These wells have a production rate of
about 5-10 gallons per minute. Most of them have been in long
term usage. From study of the depths of each well, it is noted
that the aquifer is nearly horizontal and probably is the un-
consolidated gravel and boulder horizon, which is observed in
places along the west side of the property in the draw. It may,
however, be a sandstone member of the Wasatch formation. In as
much as this has a favorable past production of domestic water,
it is reasonable to assume that such should continue to be true.
Recharge of this aquifer will be derived from several sources.
They are percolation of rain and snow from surface, both above
the immediate area and up in the higher country immediately to
the north and seepage from the several irrigation ditches in the
area.

Dear Mr. Becker:
This is to inform you- that approval is being recommended for your
application for location of a septic tank system in the Asgard
Subdivision, Silt Mesa, Garfield County, Colorado.
This recommendation does not relieve the owner from compliance with
all county regulations prior to construction of the septic tank
system nor from responsibility for proper engineering, construction,
and operation of the facilities.
This letter should be retained in your permanent records as it will
constitute an approval unless the Commission raises objection at its
next meeting on June 8, 1971.

Gentlemen:
Some question has arisen as to the requirements for sub-
mitting a sketch plan for Asgard Subdivision Filing No. 2.
The sketch plan submitted did show two areas of proposed
development and the covering letter pointed out two areas.
A preliminary and final plat has been submitted on the first
area and now we are submitting a preliminary map on the se-
cond area. It was our understanding that approval of the
sketch plan for the total proposed development was required
one time only.
Should the Planning Commission need to reapprove the sketch
plan, we are also submitting copies of the sketch plan map.
In as much as this is not new information, we request that
approval of the sketch plan as well as the preliminary plat
be given at the same meeting.
