Regulski and Rifle Ski Corp. in the Sketch Plan Application for Big R Commercial Park. Big R Commercial Park is a proposed sixteen (16) lot commercial subdivision of a 32.31 acre parcel located north of State Highway 6 & 24, approximately three miles east of Rifle. The information required by sections 3:30-3:40 of the Garfield County Subdivision Regulations is contained within the Sketch Plan prepared by SurvCo, Inc. and the application documents including this letter and attachments. Site Description As mentioned above, the site is located north of State Highway 6 & 24, approximately three miles east of Rifle and four miles west of Silt. The property is zoned Commercial/ General and physically slopes an average of 1.5% from north to south. Commercial businesses are presently operated on approximately 8.25 acres ± of the property. Approximately 15 acres ± of the property is currently used to farm grass and alfalfa hay. The remainder of the property is vacant. The property contains three existing driveways adjoining State Highway 6 & 24. The location of the existing driveways allows for excellent sight distances in both directions along State Highway 6 & 24. The Colorado Department ofTransp0l1ation has issued commercial use access permits for both the eastern and western driveways onto State Highway 6 & 24. The center driveway has existed for decades and is not the subject of a permit. Existing land uses surrounding the property consist of commercial developments to the east and west, agricultural uses bordering the south, and agriculturallresidential uses to the north. Surrounding lands are zoned Commercial/General (C/G) to the east and west; Agricultural/Industrial (A/I) to the south; and Agricultural/Residential/Rural Density (A/RiRlD) to the n0l1h. Comprehensive Plan Compliance Garfield County Planning & Zoning Commission RE: Sketch Plan· Rifle COlllmercial Center Subdivision September 10, 2003 Page 3 The property is located within the 3-Mile Study Area of the Rifle Comprehensive Plan and is identified as County Commercial. Garfield County's Comprehensive Plan Proposed Land Use Map for Study Area 3 shows commercial development as the appropriate land use for the area. Supplemental Information The soil type of the entire property consists of 40 Kim Loam (3-6% slopes). The USDA interpretation tables indicate that this soil type exhibits slight to moderate limitations for building site development and sanitary facilities. Impacts of the subdivision on the topography of the site will be minimal. The property is relatively flat (less than 2% slopes), thns a minimal amount of eat1hwork will be required. There are no lakes or streams on the property. (Please see the attachment for copies of the USDA soil documents.) There is no evidence that a radiation hazard exists on the property. There are no natural features bordering on or within the property that will require buffering as a mitigation measure. The only feature that may require buffering is State Highway 6 & 24. No major drainage ways are located on the property. The property is elevated above the one hundred (100) year floodplain. Couclusion The proposed Big R Commercial Park is an appropriate land use and is consistent with the underlying zone district. The subdivision will be designed and constructed in compliance with all Garfield County regulations and design standards. Thank you for your attention in reviewing this application. This deep, well drained, gently to sloping soil is on alluvial fans and benches. Elevation ranges from 5,000 to 6,000 feet. This soil formed in alluvium derived from shale and sand· stone. The average annual precipitation is about 12 inches, the average annual air temperature is about 46 degrees F, and the average frost-free period is about 125 days. Typically, the surface layer is yellowish brown or light yellowish brown loam about 17 inches thick. The under- lying material is light brownish gray loam to a depth of 60 inches. In places the underlying material is stratified with fine sandy loam. Included with this soil in mapping are small areas of AlVada and Olney soils that have slopes of 3 to 6 per· cent. These areas make up 5 to 15 percent of the map unit. Permeability is moderate, and available water capacity is high. EHective rooting depth is 60 inches or more. Surface runoH is slow, and the erosion hazard is moder- ate. This soil is used mainly for crops, hay, and pasture. Alfalfa, small grains, and grass or grass· legume mixtures are grown. . This soil is irrigated by flooding or furrows. Sprinklers are also surtable. Drop structures in ditches control water and prevent excessive ditch erosion. The native vegetation on this soil is mainly wheat- grasses, needleandthread, and sagebrush. When range condition deteriorates, forbs' and shrubs increase. When the range is in poor condition, undesira- ble weeds and annual plants are numerous. Properly managing grazing maintains and improves range condi- tion. Reducing brush improves the range. Seeding im· proves range in poor condition. Crested wheatgrass, western whe.atgrass, and Russian wildrye are suitable for seeding. Preparing 8.". seedbed and drilling the seed are __ .good practices. . Cottontail rabbit, ground squirrel, and pheasant find habitat on this soil. Use of this soil for community development and as a source of construction material is limited by low strength. This soil is in capability subclasses Ille, irrigated, and IVc, nonirrigated. As stated in the Garfield County Fee Schedule, the Base Fee is an estimate of the ave rag e number of hours of staff time devoted to an application, multiplied by an hourly rate for the personnel involved.
