Dear Mark:
Attached herewith are fifteen copies of a Sketch Plan and supplemental information as
required for sketch plan review and a check for the application fee of $325 for the
above referenced property. The proposed subdivision property is a 65.9 acre tract
located on County Roads 221 and 210 less than two miles east of the City Rifle. On
behalf of the owners Jim and Paul Luginbuhl, 1 request that this application be reviewed
for completeness and placed on the July 12th agenda of the Planning and Zoning
Commission.

Existing Conditions:
The proposed subdivision property is bound on the south by County Road 221 (CR
221), also known as Green Lane. On the west, County Road 210 (CR 210) creates
part of the property boundary but separates a 2.4 acres tract from the rest of the
property. The tract west of County Road 210 is very steep along the county road and
rises to the west to near vertical rock bluffs. There is a small area of gently sloping
land at the top if the rock bluff but there is no physically achievable access from County
Road 210 nor is there a legal access to this area from the west. Along the westerly
edge of this segment of the property, two high voltage power lines run in a north/south
direction. This places the easterly of the power lines an excess of 250 feet from the
main westerly boundary of the property.
Below County Road 210, the slope drops 30 to 40 feet to the very gently sloping,
irrigated hay fields that comprise the vast majority of the property. A large portion of
the irrigation water for the property comes form the Grand River Ditch Company ditch
with a lesser quantity form a spring above County Road 210. The Lower Cactus Valley
Ditch runs through the property just below County Road 210. There is not a described
easement of record for this ditch. A buried irrigation pipe line along the north boundary
of the property and north/south centrally in the property provides the main distribution
of irrigation water. An irrigation ditch along the east and south boundary of the property
carries irrigation water on to other downstream users. There is not a described
easement of record for this ditch.
A small ditch running diagonally across the site to the southwest and down the west
property line appears to collect irrigation wastewater from this site and from the
property to the north. This water is delivered to a culvert under County Road 221.
The area is served with power and natural gas by Public Service Company of Colorado.
U.S. West serves the area with phone lines. Cable TV may not be within service
distance of the property.
The property is zoned Agriculture / Residential / Rural Density. To the east, north and
south are agricultural uses. At the northwest, southwest and southeast are small single
family residential parcels.

Proposed Development Description:
The subdivision is directed at families that desire a small rural acreage that can
accommodate a limited amount of livestock and still be close to the main transportation
system and convenient to community services. Highway 6 is about a mile from the site
and City of Rifle commercial services are only 10-15 minutes away.
The proposed subdivision is comprised of 11 Tots accessed by a central cul-de-sac. All
lots are five to six acres in size with the rear portion of each lot restricted from building
development with the possible exception of very small livestock shelters. This
protected area serves as a buffer to the surrounding agricultural lands and assures a
cohesive block of visual open space. The rear of Lots 6,7 and 8 abut CR 210 but due to
the significant grade change, access is not proposed from CR210. This application
requests the County's consideration of the approval of each of the lots for accessory
dwellings subject to the presentation, at the time of building permit, of satisfactory
compliance with the specific code requirements for accessory dwellings. Protective
covenants for the property will identify livestock limitations and management criteria
that will assure the preservation of the irrigated fields not occupied by residential
construction.
The building sites on all but Lot 7 are completely in the Kim Loam soil type (SCS
Classification #40) which is identified as having moderate challenges to residential
construction related to soils with potential for shrink -swell characteristics. Lot 7
building site may fall on the boundary between the Kim Loam and Heldt Loam soil type
(SCS Classification #30) which has a greater potential for shrink -swell soil
characteristics. The specific soil characteristics will be analyzed by a qualified soil
engineer at the time of preliminary plan.
The length of the proposed cul-de-sac (1,250 feet) from CR 221 is in excess of the
county design standard (600 feet). The cul-de-sac has been oversized with a road
radius of 60 feet (80' radius ROW) to accommodate easy movement of emergency
vehicles. An alternative configuration would be a through road connecting CR 221 and
210. This would require a significant earthen fill to achieve an acceptable gradient and
alignment leading to CR 210 and result in an objectionable visual impact on the site.
This through connection could also result in a "shortcut" between CR 210 and 221
resulting in unnecessary traffic flow through the subdivision. In consideration of these
conditions, the Applicant requests a variance from the allowed Maximum Length of Cul-
de-sac.
Water: Domestic water for each lot will be provided by individual wells protected by
water rights purchased from the West Divide Water Conservation District. The existing
well at the George Green residence, about a 1000 feet to the east, delivers an
acceptable quantity and quality of water for a residence. A test well, pump production
test and water quality analysis will be conducted on the site prior to preliminary plan

submission. Well locations will be identified at the time of preliminary plan to assure
adequate spacing from any wells on surrounding property and internally from lot to lot.
These locations will also take into consideration the State Health Department
mandated separation requirements between wells and on lot sewage disposal systems.
Fire protection water is proposed to be provided by a storage pond located in the
center of the cul-de-sac. This pond is projected to store in excess of 120,000 gallons of
water. The pond water level will be maintained by a fire protection well. The only use
of this well will be fire protection water and thereby is exempt from the water rights
priority system. A dry standpipe at the edge of road will provide ready access to the
water by fire district pumper trucks. If insurance requirements dictate the use of safety
fencing around the pond, a variety of design procedures will be used to minimize the
visual influence of the fence. This may include lowering the grade of the fence relative
to the road, shrubbery plantings along the fence and color control of the fence material.
Ownership of historic irrigation water rights will be transferred to a home owner's
association which will be responsible for the maintenance of these rights and for the
distribution of water to each of the lots. The distribution of irrigation water to the
individual lots will be analyzed prior to preliminary plan. This system will likely continue
to utilize some or all of the existing underground piping.
Sewer: Sewage disposal will be handled by individual, on lot, disposal systems in
accordance to State and County standards. All sites have access to the Kim Loam soil
type (SCS Classification #40) which is noted as having moderate limitations to
sanitation absorption fields due to slow percolation rates. The size of the lots provides
adequate space for larger than normal absorption fields if required. Percolation tests
conducted prior to preliminary plan may suggest the desirability of the on lot disposal
systems being designed by a licensed engineer.
Radiation Hazard: Attached is a Radiation Hazard Report from Hepworth-Pawlak
Geotechnical. This report identifies the site as having no abnormal levels of radiation.
Impact On Lakes, Stream and Topography: There are no natural streams in the
immediate vicinity of the site that could be directly influenced by the development. A
drainage analysis prepared for the preliminary plan will determine if there are any storm
runoff impacts on the adjacent irrigation ditches and history drainage systems that
might require mitigation. Protective covenants for the property will incorporate
limitations and guidelines on the use of herbicides and pesticides on the individual Tots.
Home Owner's Association: A incorporated association will be formed to maintain the
road and fire protection pond. Additionally the association will administer the protective
covenants and the water quality monitoring program.

Impact Fees: The project will be subject to off-site road impact fees as required by
Garfield County regulations. It is expected that due to the small number of dwelling
units proposed, the School District will prefer to receive cash in lieu of land as
calculated by the newly adopted dedication regulations.

RELATIONSHIP TO THE GARFIELD COUNTY COMPREHENSIVE PLAN
The following text summarizes how the proposed development is in general conformity
with the Goals identified in the Garfield County Comprehensive Plan adopted in
October of 1984.
AGRICULTURE
Goal: Ensure that farm and ranch activities are not forced out of production by
non-agricultural uses.
The area, at the rear of each lot, restricted from building development serves to
buffer the surrounding agricultural uses from the residential activities of the new

development. Flow-through irrigation ditches will be preserved and areas not
committed to building development will continue to be irrigated with the property's water
rights. Even with an accessory dwelling on each lot, the gross project density is lower
than that allowed by the existing zone district.
HOUSING
Goal: Provide for affordable and diverse housing types capable of
accommodating the needs of county residents, in all income ranges, without putting a
financial burden on existing public services.
The Native Springs Subdivision is directed at families desiring a small rural acreage
that can accommodate a limited amount of livestock while offering easy access to the
primary valley transportation system and local commercial services. Such a product
can be offered at this location at a price significantly lower than is possible in Garfield
County upriver from Glenwood Springs.
INDUSTRIAL / COMMERCIAL
Goal: Maintain and support the existing economic base of the county and
encourage further diversification, which will broaden employment opportunities and help
stabilize the economic future of the region.
No commercial uses are proposed by the project. Residents of the project will provide
additional consumers for the City of Rifle commercial community.
RECREATION / OPEN SPACE
Goal: Ensure county residents and visitors have ample recreational
opportunities through the development of and maintenance of parks, recreation facilities
and passive open space.
The gracious size of the proposed lots will serve to satisfy many of the recreational
needs of the new residents. Open space preservation is promoted by the clustered
design that preserves nearly half of the lot area as visual (passive) open space.
Additionally, the 2.4 acres west of CR 210 will be dedicated to the home owners
association as permanent open space thereby protecting a piece of a visually sensitive
natural terrain feature.
TRANSPORTATION
Goal: Ensure that the county transportation system is safe and functional for all
types of traffic and is compatible with the contours of the land.
The on site access road is proposed on very gently sloping land and will be built to the
applicable Garfield County Road Design Standards with the exception of a cul-de-sac
that exceeds the standards in total length. The cul-de-sac could be designed as a

through road but it would be a road built in conflict with the contours of the land and.
because of its potential for becoming a short-cut between CR 221 and 210, it would
encourage inappropriate traffic through the subdivision.
Traffic from the subdivision will have limited impact on the county road system since the
project is only about a mile from State Highway 6 & 24 via either CR 221 or 210. The
project is within Off-site Road Impact Study Area 4 and will pay the Off-site Road
Impact Fees defined by Garfield County Regulations. - -se fe>: i be sed to help

Goal: Ensure that provision of legal, adequate, dependable, and cost effective
sewer and water facilities and to encourage new development to locate in proximity to
existing sewer and water facilities.

SCS soils mapping indicates that all Tots will have access to soils that will support
sanitation leach fields that have only moderate limitations due to slower percolation
rates. The large lot size and the small number of lots is not conducive to the
installation of sewer collection or water distribution systems nor to centralized treatment
or storage facilities. Shared use of the existing privately owned central water system
and central wastewater treatment facility is prohibitive due to the length of lines
necessary to access these systems. Connecting points to these existing systems are
more than 2,000 feet away.
ENVIRONMENT
Goal: Encourage a land use pattern which considers the environmental
sensitivity of the land, does not overburden the physical capacity of the land and is in
the best interest of county residents.
The proposed plan protects steep slopes west of CR 210 from disturbance. There are
no other environmentally sensitive areas on the site except for some wetlands located
in the borrow ditch along CR 221. These wetlands would not be disturbed by the
proposed road configuration.
COMMUNITY SERVICES
Goal: Maintain adequate and dependable levels of community services such as
schools, health care, public administration, police and fire protection, necessary to
support all present and future residents of the county.
The relatively close proximity of the development site to the City of Rifle will help
minimize the impacts on some community services. The contribution of the residents of
the development to the sales tax revenues of the City of Rifle will also help support
some community service agencies. The development will pay the standard school

impact fee.
URBAN AREAS OF INFLUENCE
Goal: Insure that development occurring in the county which will affect a
municipality is compatible with the future urbanization plans of the appropriate
jurisdiction.
The site is segregated from the expanding land use patterns of East Rifle by the high
rock bluffs west of CR 210. The lower density residential land use proposed by this
project should not have an impact on the urbanization of areas immediately east of the
City of Rifle.

30—Hefdt clay loam, 6 to 12 percent slopes. This
deep, wet drained, moderately sloping to rolling soil is
on alluvial fans and sides of valleys. Elevation ranges
from 5,000 to 6,000 feet. This soil formed in fine textured
alluvium derived from shale and sandstone. The average
annual precipitation is about 14 inches, the average
annual air temperature is about 48 degrees F, and the
average frost -free period is about 120 days.
Typically, the surface layer is grayish brown clay loam
about 8 inches thick. The subsoil is light brownish gray
clay loam about 13 inches thick. The substratum is light
gray Clay to a depth of 60 inches.
Included with this soil in mapping are small areas of
Olney, Arvada. and Kim sots that have slopes of 6 to 12
percent. These areas make up about 5 to 10 percent of
;he map unit.
Permeability ,s slow, and available water capacity is
moderate. Effective rooting depth is 60 inches or more.
Surface runoff is medium, and the erosion hazard is
moderate.
This soil is used mainly for irrigated hay (fig. 6) and
grazing Some small areas are in irrigated crops. Attalla,
small grains, and grass or grass -legume mixtures are
grown.
Flooding is suitable for irrigating this soil. The intake
rate is slow. Wide: deep cracks form when the soil dries.
Irrigation and tillage practices should be caretully
planned to overcome soil conditions and to control ero-
sion. Erosion can be controlled by keeping the soil in
hay or pasture for at least three-fourths of the time.
Green manure crops and fertilizer are generally needed
to maintain or improve tllth and fertility.
The native vegetation on this soil is mainly wheat -
grass, sagebrush. and rabbitbrush.
When range condition deteriorates, torbs and shrubs
increase. When the range Is in poor condition. undesira-
ble weeds and annual plants are numerous. Properly
managing grazing maintains and Improves range condi-
tion. Reducing brush improves the range. Seeding im-
proves range in poor condition. Western wheatgrass,
streambank wheatgrass, and crested wheatgrass are
suitable for seeding. Preparing a seedbed and drilling the
seed are good practices.
Cottontail rabbit, squirrel, mourning dove, and pheas-
ant find habitat on this soil.
Community development and recreation are limited by
slope, slow permeability, high clay content, and shrink -
swell potential. Dwellings and roads can be designed to
compensate for the low strength and shrink -swell poten-
tial. Septic tank absorption fields are severely limited by
slow permeability. Community sewage disposal systems
will be needed if population density increases.
This soil is in capability subclass IVe. Irrigated and
nonirrigated.
40—Kim loam, 3 to 6 percent slopes. This deep,
well drained, gentty to sloping soil is on alluvial tans and
benches. Elevation ranges from 5,000 to 6,000 feet. This
soll forted In alluvium derived from shale and sand-
stone. The average annual precipitation is about 12
inches, the average annual air temperature is about 46
degrees F, and the average frost -free period is about
125 days.
Typically, the surface layer is yellowish brown or light
yellowish brown loam about 17 inches thick. The under-
lying material is light brownish gray loam to a depth of
80 inches. In places the underlying material is stratified
with fine sandy loam.
Included with this soil in mapping are small areas of
Arvada and Olney soils that have slopes of 3 to 6 per-
cent. These areas make up 5 to 15 percent of the map
unit.
Permeability is moderate, and available water capacity
is high. Effective rooting depth is 60 inches or more.
Surface runoff is slow, and the erosion hazard is modes
ate.
This soil is used mainly for crops, hay, and pasture.
Alfalfa, small grains, and grass or grass -legume mixtures
are grown.
This soil is irrigated by flooding or furrows. Sprinklers
are also suitable. Drop structures in ditches control water
and prevent excessive ditch erosion.
The native vegetation on this soil is mainly wheat -
grasses, needieandthread,and sagebrush.
When range condition deteriorates, torbs and shrubs
increase. When the range is In poor condition, undesira-
ble weeds and annual plants are numerous. Properly
managing grazing maintains and improves range condi-

Subject: Gamma Radiation Survey, Proposed Native Springs Subdivision, County
Road 210, Garfield County, Colorado.
Dear Mr and Mrs. Luginbuhl:
As requested, we have performed a radiation survey at the subject site. The findings
and conclusions of our work are presented in this report. The study was conducted in
accordance with our proposal for professional services to you, dated May 4, 2000.
Proposed Development: The 60 acre parcel will be divided into 11 lots between about
5 to 7 acres in size for single family residences. Access will be off County Road 221
with a cul-de-sac street. The back part of each lot will be a restricted no building area.
The current use of the site is irrigated pasture.
Radiation Survey: A gamma radiation survey was conducted in the development area
(excluding the no building area) on June 6, 2000. Gamna radiation measurements were
taken on about 200 foot spacings using a Ludlum Model 3 survey meter and Ludlum
Model 44-9 detector. The readings were taken about 21/2 feet above the ground surface.
A total of 53 survey points were taken and the readings ranged from 0.015 to 0.25
millirems per hour with an average of about 0.021 millirems per hour. Background
readings taken approximately th mile east of the property were 0.02 millirems per
hour.
Conclusions: The gamma radiation readings taken at the subject site appear to be
typical of natural background levels in the area. No mitigation of the radiation should
be required.
