I. GENERAL APPLICATION SUBMITTAL REQUIREMENTS
This Application applies to owners of real property in Garfield County who desire to rezone their
property as shown on the Official Garfield County Zone District Map to Planned Unit
Development. As a minimum, specifically respond to all the following items below and attach
any additional information to be submitted with this application:
1. Submit a cover letter containing a detailed narrative describing the purpose of the
proposed amendment to the Planned Unit Development.
2. Submit a copy of the deed and legal description of the real property, owned by the
Applicant in Garfield County, which will be affected by such change.
3. Submit a copy of the appropriate portion of a Garfield County Assessor's Map showing
the subject property and all public and private landowners adjacent to your property
(which should be delineated).
4. If you are acting as an agent for the property owner, you must attach an
acknowledgement from the property owner that you may act in his/her behalf. If the
property is owned by a corporate entity (such as an LLC, LLLP, etc.) Please submit a
copy of a recorded "Statement of Authority" demonstrating that the person signing the
application has the authority to act in that capacity for the entity:
5. Submit payment of the base fee and a signed "Agreement for Payment" form with this
application.
6. Submit 3 hard -copies and one digital copy of all the required submittal materials to
the Building and Planning Department. Staff will request additional copies once the
application has been deemed technically complete. All digital documents shall be
in .pdf form and should be separated into sections identical to the hard -copy.

RE: Ranch at Coulter Creek PUD Amendment
Dear Fred:
Enclosed is the application for a PUD Amendment for the Ranch at Coulter Creek. The purpose
of this amendment is to make improvements to Cattle Creek Ridge Road, which will also involve
changing the pavement width from 22 feet to 20 feet.
By way of background, the Ranch at Coulter Creek Homeowners Association ("RCC") has been
in litigation over the last four (4) years over the structural failure of the interior road system at
Ranch at Coulter Creek. As a result of a settlement of that litigation, the RCC has limited funds
in order to rebuild and stabilize our road system. We are hoping to complete that remediation
work this calendar year. Unfortunately, we find ourselves with funding that is inadequate for
everything that needs to be done with the roads. As part of a value engineering process
conducted with our design engineers, one of the elements that will allow us to complete the
project is decreasing the pavement width on our main roadway, Cattle Creek Ridge Road, from
22' to 20'.
Cattle Creek Ridge Road was designed to the Rural Access Standard of the Garfield County
Roadway Standards. RCC recognizes that Cattle Creek Ridge Road is correctly designated as
a Rural Access road.
Please note the following with respect to this request:
While the original specification for the RCC roads was a pavement width of 22', the
roads were not actually built to this specification by the Developer. The pavement width
varies considerably, but the average width is roughly 20'. So, our request closely
reflects the original as -built width of Cattle Creek Ridge Road.
r The right-of-way width for the road is 50' as required by the Standards. No change is
requested for this design parameter.

> The shoulder width is 2' and the ditch width is 6'. No modification of these design
parameters is requested.
• The design standards call for a gravel roadway. It is the intent of the RCC to provide an
asphalt pavement for the roadway surface, far exceeding the design standard and
adding a significant cost to the homeowners.
> The road system within Ranch at Coulter Creek is a private road system and is,
therefore, not a part of the Garfield County inventory of public roadways. RCC is
responsible for the ongoing maintenance and operation of the road and drainage
systems in the community.
> As provided to you previously, the Carbondale Rural & Fire Protection District has
signed off on the proposed change to the width of Cattle Creek Ridge Road.
As you requested, one of the documents attached to the application is a list of owners of record
of all property within a 200' radius. The majority of those owners are lot owners in the Ranch at
Coulter Creek. I have already contacted all of these owners to ask their opinion of the proposed
changes. Of the 12 owners, ten are in favor. The other two owners did not respond.

2. OWNER understands and agrees that Garfield County Resolution No. 98-09, as
amended, establishes a fee schedule for each type of subdivision or land use review
applications, and the guidelines for the administration of the fee structure.
3. OWNER and COUNTY agree that because of the size, nature or scope of the
proposed project, it is not possible at this time to ascertain the full extent of the costs
involved in processing the application. OWNER agrees to make payment of the Base Fee,
established for the PROJECT, and to thereafter permit additional costs to be billed to
OWNER. OWNER agrees to make additional payments upon notification by the COUNTY
when they are necessary as costs are incurred.
4. The Base Fee shall be in addition to and exclusive of any cost for publication or
cost of consulting service determined necessary by the Board of County Commissioners for
the consideration of an application or additional COUNTY staff time or expense not covered
by the Base Fee. If actual recorded costs exceed the initial Base Fee, OWNER shall pay
additional billings to COUNTY to reimburse the COUNTY for the processing of the
PROJECT mentioned above. OWNER acknowledges that all billing shall be paid prior to
the final consideration by the COUNTY of any land use permit, zoning amendment, or
subdivision plan.

COUNTY AND STATE ISDS DESIGN CRITERIA AND REQUIRED SITE—SPECIFIC GEO—TECHNICAL EVALUATIONS. THE
SOIL ADSORPTION/DISPERSAL SYSTEMS SHOULD BE LOCATED WITHIN THE BUILDING ENVELOPE ON EACH LOT AS
IDENTIFIED ON THE FINAL PLAT.
12. HISTORICAL DRAINAGE PAIIt.RNS SHALL BE MAINTAINED ON THE PROPERTY. NO STRUCTURES OR USES
