SILLS ZONE CHANGE
1. The problem of density is of major concern. 129 - 7500 square foot lots
on a deadend road should be considered carefully. The school bus will
never pick up children in a subdivision on the hill.
MAYO SUBDIVISION SKETCH PLAN
1. A soil test should be required for each soils type on the property.
2. A detailed floodplain study should be required for the site.
3. Careful consideration must be given to a subdivision proposal for individual
wells on each lot. The County has never approved a subdivision with indivi-
dual wells. The staff recomends a central water system to serve the project.
Ray Fender - RED HILL SKETCH PLAN AND ZONE CHANGE
1. The primary concern is the potential uses on the lots and the resulting
traffic generation onto highway 82. A zone change to Commercial/Limited
would leave the subdivision open to a number of uses on the property that
would be incompatable in terms of land use and traffic generation. An
alternative to a straight zone change should be considered.
2. Comments from the City of Carbondale will be forth coming.
CASA DEL-MONTE SUBDIVISION
1. The Duplex designation on lots #4 & 5 should be removed at final plat.
2. The Colorado Geological Survey feels that the geological and geotechnical
limitationsoof the site have not been adequately addressed (see letter).
3. Colorado Department of Health recomends that setbacks on septic systems with
leech fields be adequate to prevent contamination of the Colorado River.
4. The Glenwood Springs Fire Department enumerates 5 concerns (see letter).
5. Division of Water Resources Concerns (see letter).
6. Re - 1 School District Concerns (see Letter).

Casa Del Monte before I will schedule your prelim-
inary plat with the Planning Commission. This was
a condition the Planning Commission placed upon
your sketch plan. As I understand from you, the
evaluation study for the No Name Water Users Ass-
ociation will take another two or three weeks to
complete. This timing will make it impossible for
you to be on the December 8th agenda. If we get
your statement on water in enough time to adequately
review it bedfre the next P&X on January 12, we
can schedule your preliminary plat at that time.

COMMENTS: Air Pollution Control: The effect of a single development
of this size may be very small on the total air quality level in the
area. The cumulative effect of numerous developments of this size is
of concern. Activities during the normal construction phase such as
earth -moving are relatively short in duration and can be effectively
controlled by various measures. The same is not true for the ongoing
air quality impacts such as reentrainment of dust and dirt from both
paved and unpaved roads, direct auto emissions, and emissions from fire-
places. These emissions added to similar emissions for other developments,
coupled with the unique meteorology of mountain communities, may have
a considerable air quality impact. This has been seen in a number of
areas, including Aspen and Vail. The air quality impacts of a single
subdivision cannot be dealt with effectively from the State level. It
is local governments who must weigh the cumulative environmental impact
of growth and development in light of local needs and desires and overall
environmental standards. In a number of our comments we have pointed
out the basic sources of pollution from subdivision development and some
control measures which can be used. Our comments would be the smae
for any major (over 25 acres) development. Furthermore, our concerns
for cumulative impacts, especially with respect to auto -related emission
continue to grow.

COMMENTS: WATER QUALITY CONTROL DIVISION
The only concern which the Water Quality Control Division would express with
regard to the proposed development is that setbacks between leach fields and
the Colorado River be sufficient to prevent surface water contamination from
inadequately treated wastewater.

1. I feel the need for either adding 1 more fire hydrant or shifting the
hyd. location on the private drive to a better location.
2. Map does not indicate water line valveing a valve should be located
in front of each hydrant to control hyd. if hyd. is broken or damaged.
3. Have concern of who is responsible for snow removal on private drive
and also the cul de sac.
4. The 24' width of the drive is going to be pretty tight in the winter if
snow is plowed to the sides.
5. Fire Hydrants will need to be marked with marker poles and signs for better
location in the winter.

subdivision. The No Name Water Users Association has been proposed
as the source of water. Unfortunately, we have no information avail-
able to determine the capability of the Association. Therefore, we re-
quest that the Association submit the following information to you and
this office:
1. A summary of water rights owned or controlled by the
Association.
2. The yield of these rights both in an average and a dry
year.
3. The present demand on the system and the anticipated
demand due to commitments for service entered into by
the Association.
4. A map of the service area.
When this information is submitted for review, we will return com-
ments to the County. Until that time, we must ask that this proposal be
held in abeyance.
