rrFscRnrIIoN oF TIIF PROPOSAT
A. Site an<t Project r\-rcrintion: Public Service Company, in conjunction with the
Rifle to Avon system reinforcement project currently permitted by Garlield
County and under construction, proposes the construction of an $" high prcssurc
natural gas pipeline west of Rifle (see vicinity o&p, enclosed). The pipeline will
interconnect between Fublic Service Company's Rifle Compressor Station and
thenaturalgasprocessingfacilityjointly ownedbyPublicserviceCompanyand
The route of the pipeline will substantially parallel a recently installd 12"
natural gas pipeline for approximately 1300 feet from the new gas processing
facility on the west end of the project to Garlield County 264. Atthat point, the
line will turn east and parallel County Road 264for 1200 feet to Public Service
Company's Rifle Compressor Station. Total length of the pipeline is 2655 feet
and lies primarily on the property ofWilliam Clough, with a mall encroachment
on Northwest Pipeline Corporation property.
III. MAJOR ISSUFS ANTT CONCERNS
l. EasemenLs. Two easements are required for the prpeline: one from William
Clough and a second from Northwest Pipeline Corporation. The requested
width will be from a 50 foot easement with a 25 foot overlap of the existing
ease,ment. Evidence of final easements should be a condition of approval.

Road Crossings. The pipeline will cross County Road 264, which is an
improved dirUgravel roadway. Staffsuggests that the applicant obtain approval
for the crossing from the Road and Bridge Department prior to beginning
construction.
Water Resources. The Colorado River is located approximately 4/5 of a mile
south of the easement, and approximately 70 feet lower than the area of
disturbance. The pipeline construction and operation will not have any adverse
impacts upon lawftrl use of water, nor will any impact be felf by ground water
or stream flows. No water is required to operate the facility.
Noise, Dust Glare Tmnacts. No long-t,erm impacts from generation of vapor,
dust, smoke, noise, vibration or glare are expected. Some short-term impacts
during construction are inevitable.
Wildlife and Wildlife Habitat lmfacts. The general wildlife resource in the a^rea
along the pipeline is "upland" in nature, and the area of diSturbance is subject to
considerable traffrc and oiUgas related activities. No significant additional
impacts ate expected with the project
A4iacent Profrerty tmJracts: No adverse impacts to adjacent property arre
expected, particularly in light of the existing pipeline facilities,in the area.
Revegetation. The areais dominated by sagebrush and indigenous grasses. The
disturbance is considered by the applicant as "short term', and the "root systems
shall be undisturbed". The apptcant has agreed to revegetation with a seed
mixture'rrecommended by the Soil Conservation Service". Furthermore, tle
area will be "continuously monitored and supplemented until reclamation is
successful".
Reclamation will be provided "by a contractor specializing in revegetation and
soil stabilization".
IV. SUGGESTETT FINTIINGS
That proper publication and public notice was provided as required by law for
the hearing before the Board of County Commissioners.
That the hearing before the Board of County Commissioners was extensive and
complete, that all pertinent facts, matters and issues were submitted and that all
interested parties were heard at the hearing. .
That the application is in compliance with the Garfleld County /rlninl
Resolution of 1978, as amended.
For the above stated and other reasons, the proposed use is in the best interest
of the health, safety, morals, convenience, order, prosperity and welfare of the
citizens of Garfield County.

V. RECOMMENDATION
IAPPROVAL, subject to the following conditions
1. All proposals of the applicant shall be considered conditions of approval unless

Conditional Approval to meet all conditions set forth in the Resolution. The

120 days after issuance, unless construction or use have commenced.
3. All revegetation shall be in accordance with the revegetation agreements
approved by each property owner. All revegetation shall be conducted with

certified weed-free seed. Public Service of Colorado shall be responsible for ,
weed control in accordance with State and County regulations.
4. Prior to construction, the applicant shall obtain approval of the proposed
crossing of County Road 264, including appropriate notification of the public
of necessary closing dates and times.
:5. Prior to issuance of a final SUP, the applicant shall submit evidence that all
necessary easements have been obtained.
