5. ALL EXTERIOR LIGHTING BE THE MINIMUM AMOUNT NECESSARY AND THAT ALL
EXTERIOR LIGHTING BE DIRECTED INWARD, TOWARDS THE INTERIOR OF THE
SUBDIVISION, EXCEPT THAT PROVISIONS MAY BE MADE TO ALLOW FOR SAFETY LIGHTING
