II. DESCRIPTION OF THE PROPOSAL
A. Site Description: The subJect property is 1ocated Justnorth (200 yards) of Highway 5 and 24 Ln the Antlers area
and frdnted on the south and east sides by county roads.
The property is roughly square in shape, is virtually
fLat-and is-pasture land, unused in recent years. The
property has perimeter fencing. Adjacent private lands
to Ltre west are currently being farmed. tands to the
north are imigated pasture lands. An irrigation ditch
forms the northerly property line. To the east acrosa
C.R. 223 is a commercial boarding stable. To the southis a single family residence and a co4crete fabrication
business (see attached map on page \t_).
Project Description: The applicant is proposing to splitthe subJect parcel into 3 parcels of approximately L4.2
acres each. fhe proposed parcels will be north/southtrending rectangle- (see sketch on page Lt_).
Backqround: This property was previously the subject of
a preliminary plat application for a 10 lot subdivision.
However, due to anticipated development costs, the
applicant withdrew his application and chose to pursue an
exemption.

III.!,TA"IOR ISSUES AND CONCERNS
The applicant's property is subject to seasonally high
groundwater due to flood irrigation in the area.
Engineered wastewater systems of the mound variety should
be utilized to prevent groundwater contamination.
The property is located within the Rifle Fire ProtectionDistrict. The District has no objections to the proposalbut would recommend that wildfire prevention measuresdrafted by the state be i:nplemented.
The applicant has not stated whether individual or a
common well will be used.While pursuing thesubdivision, the applicant contracted with West Divide
tf,ater Conservancy District for 10 A.F. A portion of this
water may be applied towards the three (3) proposed lots.
The alternative would be to utilize a domestic well forthe 3 lots. No response from the Division of Tfater
Resources has been received.4) The applicant has j-rrigation water rights associated with

SUGGESTED FINDINGS

County Commissioners.
That the meeting before the Board of County Commissioners
was extensive and complete, that all pertinent facts,matters and issues rilere submitted, and that aIIinterested parties vrere heard at that meeting.
That for the above stated and other reasons, the proposed
exemption is in the best interest of the health, safety,
morals, convenience, order, prosperity and welfare of thecitizens of Garfield County.

The applicant shall submit 9500 in School Impact fees forthe newly created lots.
