We would like to add the following additional feafires to the oremption plat map: l. Show location of access easement through the Kline property, as it extends from State Highway 133 to reach the subdivision. Enclosed is a copy of the Kline easemetrt. 2. Show building setbacks and easement for access and utilities. In this regard, Mark Nieslanik informs me that all utility easements will be underground, and located within the roadway easement. I think it appropriate to change the label ofthe "ac,cess easement" to "access and underground utilities easement." This should allow for the logical ortension of utilities to serve the improvements to be constructed on the lots. 3. Show ttre location of the Ella Ditchwhere it passes underneaththe access road serving the subdMsion. Enclosed is a free-hand sketch of the approximate location of the ditch. 4. Attached to this letter are plat notes the Garfield County Planning Office requests be added to the plat. Please call Mark Nieslanik at 963-2492 or me if you have any questions. The estimates are used in Iand use planning that involves engineering considenations' Depth to bednock is given if bedrock is within a depth of 5 feet. Ihe depth is based on rnanv soil bonings and on observations durins soil mapping. the nock is eithen'Soft'or 'Hard'. If the nock is'Soft'on fractured, excavations can be made with trenching machines, backhoes, on small rippers, if the rock is "Hard'on massive, blasting on special equipment genenallv is needed for excavation' Cemented pans are cemented on indunated subsunface layers rlithin a depth of 5 feet. Such pans cause difficulty in excavation. Pans ane classified as'Thin" on "Ihick'. A'Ihin" pan is Iess than 3 inches thick if continuousiv indunated or Iess than 18 inches thick if discontinuous or fnactured. Excavations can be made bv tnenching rnachines, backhoes, or smail nippers. A'Ihick'pan is more than 3 inches thick if continuouslv indunated 0r lnone than 18 inches thick if discontinuous or fnactured. Such a pan is so ihick or massive that blasting or speciai equipment is needed in excavation. Subsidence is the settlement of organic soils or of satunated mineral soils of venv low density' Subsidence results from eithen desiccation and shrinkage on oxidation of organic material, ot both, follorling drainage. Subsidence takes place graduaily, usually oven a period of several yeans. This neport shor.rs the expected initial subsidence, rlhich usually is a result of drainage, and total subsidence, uhich usuallv is a nesult of oxidation. Not shoun in the repont is subsidence caused by an imposed surface load on by the uithdraual of ground water throughout an extensive area as a result of lowering the water table' potential fnost action is the Iikelihood of uppard or latenal expansion of the soil caused by the formation of segnegated ice Ienses (fnost heave) and the subsequent collapse of the soii and Ioss of strength on tharling, Ft ost action occurs when moistune moves into the fneezing zone of the soil. Temperature, texture, density, penmeability, content of onganic matter, and depth to the water table are the most impontant factots considered in evaluating the potentiat fon fnost action. It is assumed that the soil is not insulated by vegetation or sno[ and is not artificiallv drained. Siity and highly structured clayey soils that have a high rlaten table in winten ane the most susceptible to fnost action. t,lelI drained, vany gravelly, or veny sandy soils ane the least susceptible. Fnost heave and lou soil stnength during thawing cauee damage mainly to pavements and othen rigid structures' Risk of conrosion pertains to potential soil-induced electrochemical or chemical action that dissolves on ueakens uncoated steel on conmete. The r ate of connosion of uncoaied steel is nelated to such factors as soil moistune, particle-size distr ibution, acidity, and electnical conductivity of the soil. Ihe nate of cornosion of conffete is based mainly on the sulfate and sodium content, texture, moisture content, and acidity of the soiL Special site examination and design may be needed if the combination of factons *eates a severe corrosion envinonment. Ihe steel installations that intensect soil boundaries or soil Iayens is more susceptible to connosion than steel in installations that are entir ely rlithin one kind of soil on within one soii iayer. Fon uncoated steeI, the nisk of conrosi0n, expressed as'Lou', 'l'lodenate', on'Hi9h", is based on soil drainage cIass, total acidity, electnicai nesistivity near field capacity, and electrical conductivity of the saturation extnact, For concrete, the nisk of connosion is also expnessed as'Lou', '11odenate", or'High'. It is based on soil texture' acidity, and amount of sulfates in the saturation extract. Ihe Iimitations are considened'SIisht" if soil propenties and site featunes generally are favorable for the indicated use and limitations are minon and easily overcotne; 'l'loderate' if soil pnoperties or site features are not favonable for the indicated use and speciai planning, design, or maintenance is needed to ovencome or minimize the limitations; and'severe'if soil pr^openties or site featunes are so unfavorable or so difficult to ovencome that special design, significant incneases in constnuction costs, and possibly inreased maintenance ane nequined. This report also shor,rs the suitability of the soiis for use as daily coven fon landfiils. A nating of'Good'indicates that soil propenties and site featunes ane favonable for the use and good performance and low maintenance can be expected; 'Fair' indicates that soil properties and site featunes are moderately favorable for the use and one on more soil properties on site featunes make the soil Iess desirable than the soiis rated'Good'; and "Poon'indicates that one or mot'e soil pnopenties or site features ane unfavonable for'the use and ovencoming the unfavorable properties nequires special design, extra maintenance, on costly alteration. SEPIIC IANK ABS0RPII0N FIELDS are aneas in uhich effluent fnom a septic tank is distributed into the soil thnough subsunface tiles or penforated pipe. 0nly that pant of the soil betrleen depths of 2L lo 72 inches is evaluated. Ihe natings are base on soil gnopenties, site featunes, and obsenved perfor^mance of the soils, Penmeability, a high uater table, depth to bednock or to a cemented pan, and flooding affect absorption of the effluent. Large stones and bedrock on a cemented pan interfere with installation. Unsati.sfactory penformance of septic tank absonption fields, including excessively slou absorption of effluent, sunfacing of effluent, and hillside seepage, can affect public healih. 0rounduater can be polluted if highly penmeable sand and gnavel on fnactuned bednock is less than ( feet belo,,r the base of the absorption fieId, if slope is excessive, or if the uater table is near the sunface. Thene must be unsatunated soil matenial beneath the absonption field to filter the effluent effectively. I'lany tocal ordinances nequine that this matenial be of a centain thickness. SEI,IAOE LAGO0NS ane shallotl ponds constructed to hold seuage uhiie aenobic bactenia decompose the solid and liquid wastes. Lagoons should have a nearly level floor^ sunnounded by cut slopes on embankments of compacted soil. Lagoons genenally are designed to hold the seuage within a depih of 2 to 5 feet. Nean]y impervious soil matenial fon the lagoon floon and sides is nequired to minimize seepage and contamination of ground water. This r"epont gives ratings fon the natunal soii that makes up the lagoon fIoor. The surface layen and, genenally, 1 on 2 feet of soil materi.al belou the surface layer ane ercavated to provide material for the embankments, Ihe ratings ane based on soil ProPenties, site features, and observed penformance of the soils. Considered in the ratings ane sIope, permeability, a high rlater table, deoth to bedrock on to a cemented pan, flooding, iarge stones, and content of organic matten. Excessive seepage due to rapid penmeabiiity of the soil on a uater table that is high enough to naise ihe levei of seuage in the lagoon causes a lagoon to function unsatisfactorily. Pollution resutts if seepage is excessive on if flooduater overtops the Iagoon. A high content of onganic matier is detnimental to proper functioning of the Iagoon because it inhibits aenobic activity. SIope, bedrock, and cemented pans can cause constnuction pnoblems, and lange stones can hinden compaction of the lagoon fIoor. SANIIARY LANDFILLS are areas tlhene solid uaste is disposed of by burying it in soiL Thene are tr,ro types of landfiIl, trench and anea. In a trench landfill, the uaste is placed in a tnench. It is spread, compacted, and covened daily tlith a thin Iayen of soil excavated at the site. In an area iandfill, the waste is placed in successive Iayer s on the sunface of the soil. Ihe uaste is spnead, compacted, and covered daily uith a thin layen of soil fonm a source away fnon the site. Both types of Iandfill must be able to bean heavy vehiculan traffic. Both types involve a risk of gnoundtlaten pollution. Ease of excavation and nevegetation need to be considened. DAILY CoVER FoR LANDFILL is the soil matenial that is used to coven compacted solid rlaste in an anea tvpe sanitar)t landfiIl. The soil material is obtained offsite, transponted to the IandfiIl, and spread over the waste, SoiI textune, wetness, coanse fragments, and slope affect the ease of nemoving and spneading the matenial during uet and dny peniods. Loamy on silty soils that ane fnee of lange stones or excess gnavel are the best cover fon a IandfiIL Clayey soils may be stickv ot^ cloddv and ane difficult to spnead; sandv soils are subject to soil blorling. After soil material has been nemoved, the soil mateniai remaining in the bornor,r area must be thick enough over bednock, a cemented pan, on the uaten tabie to penmit revegetation. The soil material used as final cover for a IandfilI should be suitable for plants. The surface Iayen generally has the best rlonkability, more organic matter than the rest of the profile, and the best potential fon plants. The nepont entitled Engineering Index Propenties is aiso available and it provides detailed information about each soil layer. Ihis infonmation can help determine the suitabilitv of each Iayen fon use as noadfiII. The perfonmance of soil after it is stabiiized uith lime or cement is not considered in the ratings. The ratings ane based on soil propenties, site features, and observed penfonmance of the soils' The thickness of suitable matenial is a majon considenation. The ease of excavation is affected by large stones, a high rlaten table' and slope. Horl uell the soil performs in place after it has been compacted and dnained is determined by its strengih (as inferred from the engineening classification of the soil) and shnink-srleI] potential. Soils rated'Good'contain significant amounts of sand on gnavel on both. Hence, the salinitv of soils in individuai fields can differ gneall from the value given in the nepont, Saiinity affects ihe suitabilitv of a soil fon crop production, the stabitity of soil if used as construction matenial, and the potential of the soil to conrode metal and concnete, SODIUI'l ADS0RPIION RATI0 (SAR) erpresses the nelaf activitv of sodium ions in exchange reactions in the soil. SAR is a measune fle amount of sodium nelative to caicium and magnesium in the water extract from saturated soil paste' U.5. Ihe estimates are based on fieid observations similar soiis. cLAy as a soil separate consists of minerai soil particies that ane Iess than 0.002 millimeter in diameten. In this nepont, the estimated clay content of each majon soil layen is given as a percentage' by ueight, of the soil material that is less than 2 millimetens in diameter. Ihe amount and kind of clav gneatll affect the fentiiity and physical condition of the soil. They determine the ability of the soil to adsonb cations and to netain moisture. They influence shrink-sueII potential, penmeabilitr, piasticity, the ease of soil digpersion, and other soil pnoperties. The amount and kind of clay in a soil also affect lillage and eanthmoving oPenations. n0IST BULK DENSIIY is the weight of soil (ovendrr) per unit volume. Volume is measured when the soil is at field moistune capacity, the moisture content at 1/3 ban moistune tension. l,leisht is detenmined aften dryins the soil at 105 degnees C. In this nepont, the estimated moist bulk densitv of each majon soil horizon is expressed in gnams pen cubic centimeter of soil matenial that is less than 2 millimetens in diameter. Bulk density data ane used to compute shnink-srlell potential, available waten capacitv, total pore space, and other soil properties. The moist bulk density of a soil indicates the pone space available fon uaten and roots. A bulk densiiy 0f more ihan 1.6 can nestrict waten storage and root penetnation' tloist bulk density is influenced by texture, kind of cIay, content of organic matter, and soil structune. pERI.IEABILITy nefers to the ability of a soil to tnansmit rlaten on ain. The estimates indicate the nate of dounuand movement of rlaten when the soil is satunated' They ane based on soil chanactenistics observed in the fieId, particulanly structure, ponosity, and texture. Penmeabilliv is considened in the design of soil drainage systems, septic tank absorption fields, and constnuction rlhere the nate of rlater movement unden saturated conditions affects behavior, AVAILABLE l,lAlER CApACITy nefens to the quantity of waten that the soil is capable of storing for use bv plants. The capacity for rlater storage is given in inches of uater per inch of soil for each majon soil layer. The capacity varies, depending on soil properties that affect the retention of water and the depth of the noot z0ne. The most impontant pnoperties ane the content of onganic ltatten, soil textune, bulk density, and soil stnuctune. Available waten capacity is an important factor in the choice of plants or cnops to be gnoun and in the design and 11anagement of inrigation systems, Available uater capacity is not an estimate of the quantitv of uater actually available to plants at anv given time. SHRINK-SilELL P0IENIIAL is the potential for^ volume change in a soil rlith a loss on gain of moisture. Volume change occuns mainly because of the intenaction of clay minenals uith uater and vanies uith the amount and tvpe of clay minenals in the soil. The size of ihe load on the soii and the magnitude of the change in soil moistune content infiuence the amount of suelling of soils in place. Labonatony measurements of swelling of undistunbed clods were made for many soils. Fon others, sr,relling rlas estimated on the basis of the kind and amount of ciay minerals in the soil and on measurements of similar" soiIs. If the shrink-suell potentiai is nated moderate to veny high, shninking and swelling can cause damage to buildings, noads, and othet'structures. Special design is often needed. J. N. Subdivision ExemPtion Dear Mark: I have met MarkNieslanik and reviewed the final plat drawings for the proposed M.J'N subdivision. The fire district had commented previously in 1997 teguding the access to the property. Mark and I discussed the emergency access easement that had been sought to the ,orif, oitot ..D,, and that they were unable to obtain an easement from the adjoining property owner. The access to the development is acceptable without the emergency easement considering the proposed number and density of the lots' The developers have received approval from the Town of Carbondale to connect to the town's water system. They propose extending a six-inch water main to Lot ooA" and installing a fire hydrani along tt " *ua near the hairpin curve. The proposed location for the hydrant is acceptable. The new lots created in the development are subject to impact fees adopted by the District' The developer will be r"q"ir"a to enteiinto an agreement with the District for the payment of development impact fees. This payment is due prior to the recording of the final plat' Fees are based upon the per lot impact fee adopted by the District at the time the agreement is executed' The current impact fee is $417 per lot' Please contact me if you have any questions' Bill Gavette Fire Marshal Cc: Mark Nieslanik GAnnem cour.rfY PLANNING DEPARTMENT ;l09 8TH ST.-SLnTE 303 GuENwooo SPR|NGS, co 91601 R[cEivED0[i; 2 CI1999 Carbondde & Rural Fire Protection District 300 Meadowood Drive'Carbondate, CO 81623 '970/963'2491 Fax 963-0569
