Dear Kay:
On Monday, November 6, 1989, your request for an extension of the
subdivision improvements agreement for the Rifle Creek Ranch subdivision
was brought before the Board of County Commissioners. The Board declined
to extend the validity of the subdivision improvements agreement which
technically validates the consent to vacate the plat you signed on May 30,
1983.
All of the documentation for this subdivision will be kept on file.
Should you decide to re-initiate the subdivision approval, the information
in the file may be helpful for any new submittal.
If you have any further questions, feel free to call or write to me, at
your convenience.

This letter is in response to the letter I xre—
ceived, Nov. 15. 1989 reguarding the Policy tco no
longer grant extentions on Subdivisions and
vacate the plats.
Reguarding the "Rifle Creek Ranch Subdivision",
It was started with a plan of Augmentation in
1981. With the lengthy process, a lot of diligence
and perserverence, the Final approval was given
in 1983. This of course was two years later and
very untimely. Out of pocket expenses were over
$ 25,000.00, Plus 615,000.00 spent on a County
Approved road and cul-de-sac in:.1984.
The project, at this time is still economically
unsound. Near by homesites have sold for,from
$3000.00 a lot in a foreclW er' sale, to a recent
sale of $20,00.00, I have been told. There are
still many available in the neighboring Sub -
Division.
Be that all as it may, Your file will show that I
relinquished 5 parcels, previously on this same
property, approved with a Minor Sub.Divison in
1979. It is my expectations that the Minor
Sub -Division then remains, and your records should
reflect this.
My understanding, of your position is to serve
the people. Decessions like this effect everyone,
the initial costs, and the additional costs of
possible reesubmital, and the loss of approved
homesites, for future taxes.
What did the Commissioners gain by this action?
What did the County gain?What does this do to the
cost of future defelopement? This is not just Kay
Robinson's problem, But all of Garfield County.
Kindly consider a new policy, possibly with a hold
stipulation, I truly feel we will all benefit.

Dear Mark and Garfield Co. Commissioners
I am writing this letter to request a years
extention to my subdivision improvements
agreement amendment for the Rifle Creek Ranch
subdivision.
I truly feel that the time is still not right to
go ahead and develope the property, our economy is
still not ready.
I am in hopes Garfield County will continue to
show signs of improvements, and I appreciate your
consideration.

and the unfortunate economical conditions of
Rifle, I would like to request an amendment to
modify the subdivision agreement for 2 yrs.

To whom it may concern,
This letter is in r.eguards to my sub -division -
Rifle Creek Ranch- agreement -Book 628- Pg 178-
Rec. no. 342515
I am requesting an extention for my Subdivision Improvement
agreemnnt and posting a letter of credit to June 19$7,
This is due to the economy of our area.
Since final appro ¢al, I have made improvements to the
project primarily on Phase I- Block 2 according to
County Specs. These including 2 Wells and producing
tests for a total of $3,562.89. Also the Road and Cul-
de-sac for approximately 15920.09. I would request
these amounts be deleted from obligations, required by
Letter of Credit for Phase I Block II.
Inspection is weicoriie.
