The following items are required by Garfield County for a final inspection:
1. A final Electrical Inspection from the Colorado State Electrical Inspector.
2. A permanent address assigned by the Garfield County Building Department posted where
it is readily visible from an access road.
3. A finished roof, a lockable house, complete exterior siding, exterior doors and windows
installed, a complete kitchen with cabinets, a sink with hot & cold running water, kitchen
floor coverings, counter tops and finished walls, ready for stove and refrigerator, all
necessary plumbing.
4. A complete bathroom, with wash bowl, tub or shower, toilet stool, hot & cold running
water, all floors and walls finished and a privacy door.
5. All steps inside or outside over three (3) steps must have handrails. All balconies or decks
over 30" high mush have guardrails constructed to meet all 1994 UBC requirements.
6. Outside grading done to where water will detour away from the building.
7. Exceptions to the outside steps, decks and grading may be made upon the demonstration
of extenuating circumstances, i.e., weather, but a Certificate of Occupancy will not be ,
issued until all the required items are completed and a final inspection made.
A CERTIFICATE OF OCCUPANCY WILL NOT BE ISSUED UNTIL ALL THE ABOVE
ITEMS HAVE BEEN COMPLETED.

Dear Mr. Skinner:
January 5, 2000
Your application for a building permit for a two-story building was issued on
January 14, 1999. The permit included first floor for a garage and storage and a second
floor to include office and storage. No living quarters at all. You accepted the building
permit and corrected drawings to be kept on the job site. The plans were marked in
"Red" showing no plumes allowed on the second floor. The office copy of plans is
identical. You were allowed tout a rfroom on the second floor with a toilet and sink
only. This was based upon your request to have a meeting room.
On January 4, 2000 you asked for a final inspection which was denied. Based
upon the two Garfield County Inspectors observed all of the rooms were plumbed in a
way that they could be converted to apartments. There is a complete kitchen except for a
sink with counter tops but with all rough plumbing in place. There is a restroom rough
plumbed for tub or shower, gas lines installed for stove hook up; floor flange installed to
receive another toilet stool and all rough plumbing installed projecting through finished
walls. All of this appears to be ready for permanent hook up, with very little problem.
In order for you to receive a Certificate of Occupancy for your original permit you
will have to remove all evidence of plumbing, finish sheet rock on walls, remove toilet
flange and finish the floor to match. After you have this complete you can call for a final

complete, a Certificate of Occupancy will be issued with the condition on it, "that at no
time it will be converted to an apartment or living quarters without acquiring the
appropriate permits.

Dear Sirs:
Yesterday we attempted to have our final inspection done on a garage/office that we have
built in Garfield County. It was determined that the inspectors present needed to meet
with the head of the Building Department for more information before the building could
be approved.
In writing this letter, we would like to take an opportunity to again state the reasons
behind our construction for this garage/office. First, we are the owners of a construction
business, namely Custom Concrete & Design, Inc. which we have conducted out of our
home for a number of years, currently the space required for our business operation has
grown too large to be contained in our residence. Second, we anticipate having meetings
with clients and potential customers which is better suited to an office setting rather than
our kitchen table.
We would also like to bring to recollection the meetings we had with the Building
Department about this construction project. During one of those meetings between David
Skinner and Mark Bean, an agreement was made to allow for a second restroom in the
"Office" area for the female employees we have, and also the substitution of a full sized
sink in the kitchen area to a bar sized sink. Soon after this meeting occurred, we received
a letter from the County Building Department putting into writing the agreement made by
David Skinner and Mark Bean for the additional restroom on the second level.
During the construction of this office/garage space, we were visited by the Garfield
County Building and Planning Department for our required inspections, never was there a
question or comment about not having a kitchen area in our office. After complaints were
made by our neighbor to the east, alleging that we were building our garage without a
building permit, Mr. Hackett came out for an additional inspection of our property, again
without comment about the kitchen area. Certainly there was ample opportunity for the
Building Department to point out any mistakes or liberties that we had taken at the time
of these inspections.
Clearly after all of the attention our property has received in the last year by the Building
and Planning Department, it would be ludicrous of us to try to deceive it. Obviously we
would not have gone to the time and expense to make a safe and inviting work place if
we had not believed everything we were doing was totally legitimate.
