Jochum 0594 County Road 110 Glenwood Springs, Colorado 81601 r-970-928-9841 Garfield County Building & Planning Department and County Commissioners 108 8th Street, Suite 401 Glenwood Springs, CO 81601 RE: Special Use Permit March 29, 2008 To Whom It May Concern: I am submitting this "Special Use Permit" application so that I may build an accessory dwelling unit (ADU) on my land. The property is zoned "ARRD" which allows this type of use. Currently my wife and I live in the main house on the property. It is our intention to move into the ADU and then allow our son and daughter in law to live in the main home. We plan to occupy the ADU into retirement and have created a floor plan that will facilitate any medical or handicap impairments that may occur in the future. With our son living nearby we, hopefully, will not need the assistance of any retirement/nursing home. We have obtained the necessary additional share of water from the Cattle Creek Water Association (CCWA). The CCWA allows such additional shares with a majority vote of its membership. I have enclosed copies of the additional share and the application we submitted. As you can see, we fully explained our intentions in the application. No negative votes were received and we were granted the additional share after paying the required tap fee. The CCWA is the only governing organization for our land use besides the county. There is no homeowners association or covenants for our property. O: Last year we installed a 12KW solar PV panel system (see enclosed article) and had our transforner changed from a 200 amp service to a 600 amp service. Both Holy Cross and Garfield County electrical inspectors have approved and finalizedthat phase in preparation of our anticipated ADU. I have contacted the Garfield County Road and Bridge department in Rifle. An exemption has been put on file for this project. A "Driveway Permit" was determined not necessary. We intend to build this ADU using as many energy saving and low impact materials and ideas as we can. The exterior walls will be an R40(SIP design) with passive solar design in mind. The waste water system will be like that of our current home - dictated by the county sanitation department, after appropriate tests have been conducted. Thank-you for your consideration. My wife and I would like to build a small home on our land which will be our "retirement home". Our son and his wife plan to move into the main house so they are close at hand when we get "old". I have read the By-laws of the Water Association and understand that a 516 majority of the membership must approve this request. I would greatly appreciate it if you would prepare a ballot to be mailed out to all members for their approval. I will be happy to assist in preparing and mailing the ballots if necessary - please let me know. I understand that I must pay atap fee, which is determined by the membership, upon approval for the tap. Also I will be responsible for the normal quafterly rate as a "non-user" until such time that we occupy the new house. I intend to install a meter at the point of the new tap as required by the Association. At the time of installation I will also expose the first tap and place an additional meter atthat location.
