E.,closed are documents responsive to the requests contained in the Planning Department staff Report. The documents enclosed relate first to conditions contained ir, plrugfuph number 6 of the report, and then to conditions contained in paragraph number + of ihe ,Ipoit. A copy of the staff report is enclosed herein' Paragraph 6 Conditions Conditions under paragraph 6 relate to the water supply forllre special use' The water supply identified in the ,p".iuirr"application is an individuiiwell. The state has not published *'utl, qrutity standards for individual weils. Therefore, for purposes of this requirement' staie community water supply standards are used where applicable' The first document enclosed herein is a water bacteriology test to indicate the presence of coliforms. The test, conducted by the Colorado Department of Health, indicates that bacteriological coliforms are not present in the well water. Therefore, the water meets the state standards for community water supplies' The second document enclosed is a laboratory sample report for nitrates and suspended solids. The state standard for nitrates is less than 10 mitligrams-pet liPt of water' As indicated on the report, the nitrate level contained in the well watei rs1..46 milligrams per liter' which is well within the state community water standard. This document also reflects a value for total suspended solids, as requested in the staff report. Duane Watson, at the Colorado Department of Health in Grand 1u.,ciio.r (g7O)248-7150, informed me that the total suspended solids matter is not a drinking water standard, but a sewage effluent standard. The ISDS was originally designed to handle one bathroom in the structure in which the dwelling unit is located. A report from Schmueser Gordon Meyer is enclosed that confirms that the rSpS has been upgraded and has capacity that exceeds their estimated requirements by sixty percent' The Lacertes still need to meet the requirements of Paragraph 3 of the staff report' provision of a set of stamped plans and a letier from the Lacertls' architect certifying that construction of the structure is in compliance with the 1'994UBCwill occur in connection with the building permit application Process' Thank you for your assistance in this matter. It is understood that installation of the ISDS was approved without issuance of the Special Use Permit for the ADU. The existing system capacity at the Lacerte barn was found to be insufficient for an ADU and it was recommended that a new drywell, identical in dimension to the first, be placed in accordance with the attached drawings in order to meet county ISDS requirements. ISDS installation was observed on November 30,2001. The original review of the system assumed the bam was a work area only and it was assumed that 4 workers would each use 30 gallons per day (120 gpd Design Flow). The proposed ADU was analyzed with the assumption of 3.5 occupants each using 75 gallons per day (262.5 gpd). The composite design flow with assumed workers and apartment occupants is 382.5 gallons per day. This flow requires an absorption area of 726 square feet. The effective area of the existing dryr, vell seepage bed is 585 square feet. The recommended placement of a second drylvell of identical dimensions would increase the total effective seepage areato 1,170 square feet. This is an area 60oh greater than is required for the proposed use. Upon arrival at the construction site, the trench and dr)'wellpit were open and pipes were run from the junction box to the drywell. The drywell pit was filled with gravel to a level of 5-6 feet with l-712 rnch rock. The installed pit was measured at 77'xl6' . The greater size of the pit was due to removal of large rocks in attempts to meet the 15'minimum set forth by the drawings. No observation could be made of the base of the dry"well seepage CRESTED BUTTE P.O. BOX 3088 cREsrED BUnE, co I I 224 970-349-533s rx: 970-349-5358 GLENWOOD SPRINGS ASPEN I t8 W. 6TH, SUrrE 200 P.O. The installation of the final two rings of drywell manhole, fabric laydown, and backfill was observed.
