The Applications cover 2 locations in close proximity of each other thus providing opportunities for program development and transition. Initially we would need to perform the proposed structural changes to the Treatment Learning and Containment Unit, (TLC), at our main campus located at 1252 CR 294 in order to begin development of the girl's program. After the initial phase of program development, we would begin to transfer the girl's program gradually to the 1359 CR 294 location. While working on the TLC expansion, we would also hope to be able to begin construction on the proposed modifications to the property at 1359 CR 294 to allow both plans to evolve jointly. During this time, we have facilitated wonderful outcomes for the severely abused and neglected youth in our program. Serving exclusively young men in need of out of home treatment, we have met many crucial placement needs of the Garfield County Department of Human Services and surrounding Western Slope communities. In the spirit of good communication, I am writing this letter to keep you informed about the future plans of the Emily Griffith Center in regard to meeting the needs of children requiring residential services. Our present license and zoning in Garfield County allows us to serve 28 clients. Griffith census statistics reveal that the program is being fully utilized and at total capacity. Because many of the boys referred have aggressive behaviors, depressive disorders and severe anxiety, the use of our helps us to succeed with these difficult children. Children residing in this unit are managed, treated and educated in a staff secure environment, are provided additional supervision and receive a high level of safety. The intensity of this program and therapeutic environment allows us to succeed at the most crucial times in the education and healing process. Because our beds are full on a consistent basis and due to the large demand for our services, we find it necessary to request an expansion of our zoning, use and licensed capacity from 28 beds to 40 beds. It is our intention to follow the County procedures to achieve this goal and the appropriate forms will be filed in the immediate future. Oftentimes, during our many months of operation, we have been asked to consider creating a residential program for girls. As the requests of this type of service increased we became determined to meet this need. Because our treatment philosophy is to keep male and female clients separate, we have located and are attempting to purchase an appropriate home across the road and in walking proximity to our present site. This structure sits on five acres and has the potential to be licensed for twelve children. The home has an attached structure, which would be converted into an educational classroom, thereby allowing the girls program to be self-contained. Because of its location, some present resources at our boy's facility, such as the horse program, ropes course and physical education center would be scheduled and utilized for the girls to enhance their educational and treatment requirements. The design of the TLC unit expansion mentioned in the above paragraph would also facilitate the separate use of this service for our girls. Support, in the way of administrative functions and "backup" supervision, would be available from our existing boy's program. We are aware of the Garfield County requirements for zoning and special use and will be pursuing this avenue to achieve the necessary approvals to expand the Emily Griffith Center program in this area. Since our program resides in a building that is not owned by Emily Griffith Center and the proposed girls facility would be in our name, two separate expansion request forms are being filed with the County. We will be requesting that both of these filings be combined when it is time to appear before you to rule on the issues. The capacity of the Western Campus is 28 residents. The facility is supervised 24 hours a day by staff that does not reside on the premises. Various departments of social service agencies throughout the State of Colorado -Child Welfare Division refer the residents. The residents are generally victims of abuse and neglect. We are requesting approval for: Increasing our capacity to 45 students. This increase would include the expansion of 7 TLC beds on the 1252 CR location, 14 female beds at the 1359 CR location and 5 -day treatment students. Increasing our Treatment Learning and Containment Unit from 7 beds to 14 beds. There will be no change from the existing/current use of the facility. This request will change the current student capacity from 28 to 45 residents. The profile of our students will not change. The purpose of increasing our capacity is to serve both female and male students in our education and residential programs. Program Philosophy Each child placed at Emily Griffith Center arrives with extremely diverse and individualized treatment and education needs. To provide each child the proper level of treatment and containment, and to prevent placement disruptions, as his/her needs change, we offer an within a staff secure setting. 111 g eve 0 con alnmen The TLC program provides innovative clinical and educational interventions for children in crisis, while maintaining continuity of staff relationships. Frequently during critical periods in the treatment process, children become unsafe to themselves or others. During such critical phases of care, effective outcomes can best be achieved if the child can be safely maintained within the comfort of the familiar relationships he has developed, and within the program he knows. Following an assessment by our clinical staff, a child in crisis is placed into the TLC unit for any period of time ranging from a few to hours to several weeks, to achieve specific safety and treatment objectives. Educational services, meals, recreation, and therapy are provided on the unit by staff specifically trained to assist children in crisis. The child is returned to his open program as quickly as he is assessed to be safe, and has achieved the placement objectives. The TLC program is also effective as a preventive tool, and as an assessment and observation unit. As a preventive tool, children may be placed into the program to prevent elopement, or to assist the child through an especially stressful anniversary, season, or treatment phase. As an assessment unit, TLC is effective as an entry point into the program. If unanswered questions exist as to the precise treatment needs of the child, medication stabilization, or a comprehensive psychosocial assessment is needed; a TLC placement is advised. Once the assessment/stabilization phase is completed and the treatment plan is developed, the child can be transferred into the open unit, or referred to a more appropriate treatment program. The Western Campus TLC unit will offer 15 single rooms constructed of concrete block. The unit is connected to an indoor gym, and a secured outdoor recreation area with 10 -feet high fence. The unit has delay egress doors, 3 bathrooms, laundry facilities, group/education space, storage for personal items, and additional safety features. Children in the TLC unit may be contacted by phone or in person. There is approximately 10 to 12 staff vehicles parked in front of the Emily Griffith Center. Emily Griffith Center owns a 15 -passenger van and a suburban. Those vehicles are also parked in front of the center. There is one food delivery to the front of the building one time per week, and two trash pick- ups per week. There will be no vehicles entering or exiting near or/at the location of the TLC Unit. APPLICANT understands and agrees that Garfield County Resolution No. 98-09, as amended, establishes a fee schedule for each type of subdivision or land use review applications, and the guidelines for the administration of the fee structure. 3. APPLICANT and COUNTY agree that because of the size, nature or scope of the proposed project, it is not possible at this time to ascertain the. full extent of the costs involved in processing the application. APPLICANT agrees to make payment of the Base Fee, established for the PROJECT, and to thereafter permit additional costs to 'be billed to APPLICANT. APPLICANT agrees to make additional payments upon notification by the COUNTY. when they are necessary as costs are incurred. 4. Thank you for giving Emily Griffith Center the opportunity to meet with you to further discuss our plans for expansion. We believe that we have addressed the concerns that were expressed in our last meeting by making regular contact with our neighbors to keep them up to date on matters they find of interest and to receive permission to tap into the City Sewer System. The first meeting of the Neighborhood Advisory Committee was held on August 9, 2004, and has been held monthly since that time. In addition to the meetings we have sent monthly Neighborhood Newsletters to inform our neighbors of any project updates and to give some insight into the programs we provide at the Western Campus. As you know, we are a non-profit organization that provides a much needed educational and therapeutic service to troubled youth of Rifle and surrounding communities. We care deeply about the welfare of these kids. By providing these services in the community, we allow families to participate more easily and save the community the higher costs associated with providing these services in other parts of the state. There is an increasing need for our services to these youth and their families. We feel that our contributions now and in the future are vital to the support of youth in Garfield and surrounding counties and have proven ourselves to be very successful in the area of treatment we provide. We have successfully discharged more than 80% of the youth we have served over the last year. Our students enjoy a program rich in education, experiential activities and living skills training. The capacity of the Western Campus is 28 residents. The facility is supervised 24 hours a day by staff that does not reside on the premises. Various departments of social service agencies throughout the State of Colorado -Child Welfare Division refer the residents. The residents are generally victims of abuse and neglect. r We are requesting approval for: Increasing our capacity from 28 to 45 students. This expansion will include increasing the beds in TLC from 7 to 14 beds and 5 day -treatment students. Increasing our capacity to 45 will also allow 5 female residents from the 1359 program to attend activities on the 1252 campus. There will be no change from the existing/current use of the facility. This request will change the current student capacity from 28 to 45 residents. The profile of our students will not change. The purpose of increasing our capacity is to serve both female and male students in our day and residential programs. Program Philosophy Each child placed at Emily Griffith Center arrives with extremely diverse and individualized treatment and education needs. To provide each child the proper level of treatment and containment, and to prevent placement disruptions, as his/her needs s vel of containment within a staffed secure setting. The TLC program provides innovative clinical and educational interventions for children in crisis, while maintaining continuity of staff relationships. Frequently during critical periods in the treatment process, children become unsafe to themselves or others. Educational services, meals, recreation, and therapy are provided on the unit by staff specifically trained to assist children in crisis. The child is returned to his open program as quickly as he is assessed to be safe, and has achieved the placement objectives. The TLC program is also effective as a preventive tool, and as an assessment and observation unit. As a preventive tool, children may be placed into the program to prevent elopement, or to assist the child through an especially stressful anniversary, season, or treatment phase. As an assessment unit, TLC is effective as an entry point into the program. If unanswered questions exist as to the precise treatment needs of the child, medication stabilization, or a comprehensive psychosocial assessment is needed; a TLC placement is advised. Once the assessment/stabilization phase is completed and the treatment plan is developed, the child can be transferred into the open unit, or referred to a more appropriate treatment program. The Western Campus TLC unit will offer 14 single rooms constructed of concrete block. The unit is connected to an indoor gym, and a secured outdoor recreation area with 10 -feet high fence, The -unit has delay egress doors, 3 bathrooms, laundry facilities, group/education space, storage for personal items, and additional safety features. Children in the TLC unit may contacted by phone -or in person. There are approximately 10 to 12 staff vehicles parked in front of the Emily Griffith Center. Emily Griffith Center oyns a 15-passenger'van and a suburban. Those vehicles are also parked in front of the center. There is ane food delivery to the front of the building one time per week, and two trash pick-ups per week. There will be no vehicles entering or exiting near or/at the location of the TLC Unit.
