INTRODUCTION A. BASIS This Sewage Collection Design Report ("Report") has been prepared in support of an application for PUD Plan Review ("Rezoning") and Subdivision Review ("Preliminary Plan") for the proposed River Edge Colorado ("Project", "REC", or "REC PUD") in accordance with the requirements of the Garfield County Unified Land Use Resolution of 2008 ("ULUR"), as amended. This Report, along with the Sanitary Sewage Disposal Plan, specifically addresses the requirements of Sections 5-501G.11.d, 501G.11.g, 5-502C.14, and 7-106.B of the ULUR. The Report includes a number of technical appendices. In addition, this Report is supported by other referenced documents submitted as part of the REC rezoning and preliminary plan applications including the River Edge Colorado PUD and Subdivision Drawing Package ("Drawing Package"). Specifically, this Report provides Garfield County with a preliminary understanding of the design and layout of the sewage collection system as well as summarizing the calculations and assumptions for the Project as specifically required by Section 5- 501G.11.d of the ULUR. The Report concludes that a sewage collection system can be designed and constructed to support the development of the Project in accordance with generally accepted practices. B. PURPOSE AND SCOPE OF REPORT The primary purpose of this Report is to provide preliminary design information for the proposed sewage collection system for REC that supports the design and layout of the sewage collection system depicted on the engineering plans (i.e., Sewage Collection and Water Supply and Distribution Plan, SW01-03 Series drawings in the Drawing Package). This Report, in combination with the Sewage Collection and Water Supply and Distribution Plan, SW01-03 Series drawings in the Drawing Package, document the feasibility of serving the Project with a sanitary sewage collection system in accordance with Section 7-106.B of the ULUR. The Report includes the basis of the design including soil conditions, and calculations supporting the design. The Report further serves as the design framework for final design efforts to be completed in association with each Final Plat. C. FINDINGS The preliminary design of the sewage collection system has been completed under the direction and review of William S. Otero P.E. (Colorado Registration #32163). William S. Otero P.E. has determined that the Project can be adequately served by a sewage collection system, as shown herein and as depicted in the sewage collection system engineering plans shown on the Sewage Collection and Water Supply and Distribution Plan, SW01-03 Series drawings in the Drawing Package provided herewith that the proposed system meets generally accepted engineering standards for the collection of sewage, and requirements of the ULUR. Sewage Collection Design Report River Edge Colorado, Garfield County, Colorado 4 II. PROJECT LOCATION AND DESCRIPTION A. PROJECT LOCATION The Project is located along State Highway 82 ("SH 82") between the City of Glenwood Springs and Town of Carbondale near the junction of County Road 110/113 ("CR 113") and SH 82. The property is located almost entirely west of the Roaring Fork Transit Authority ("RFTA") right-of-way and east of the Roaring Fork River and the Roaring Fork Conservancy ("RFC") Conservation Easement (i.e., Grant of Conservation Easement dated February 3, 2000, recorded at Reception Number 559036 and survey map, recorded December 24th, 2008, recorded at Reception Number 760571 in the real property records of Garfield County, Colorado). The Project straddles Cattle Creek which is also located within the RFC Conservation Easement. A vicinity map is provided as Exhibit 1 in Appendix A. The Project covers approximately 160 acres ("Project Site") as shown and described on the Project Site drawing [Exhibit 2(a-d), Appendix A]. The Project is proposed by Carbondale Investments, LLC ("CI"). B. PROJECT DESCRIPTION The Project is a proposal to create a walkable clustered-form of residential development with neighborhood amenities including naturalized open space and enhanced wildlife habitat, community recreation, parks, and neighborhood agriculture that is designed to serve the residents and preserve and provide reference to the rural character and agricultural roots of the Roaring Fork Valley. The Project aims to have a strong historic identity back to the days of ‘old Colorado’ when compact neighborhoods formed with a strong sense of community based on the land and surrounding landscape. The REC landscape aesthetic will be simple, informal, and place emphasis in the use of plant and landscape materials local, adaptable and appropriate to the climate and environment of the area. The Project will include approximately 366 residential units of various sizes and types including 55 affordable homes and one exclusive executive lot for a custom home. Housing types will range from attached homes to small single family attached and detached garden homes, village homes, and larger estate homes. Smaller garden homes are anticipated to be designed for younger residents that are looking for their first home in the County, while village homes and estate homes will provide move up opportunities for growing families. Densities in the Project are proposed at less than 2½ units per acre. Lot sizes will vary from over 1 acre to approximately 5,000 square feet for single family homes, and 1,700-5000 square feet of lot area for each garden home. Most of the units back to either proposed active parks or reclaimed open space to help enhance the connection to the land. The REC layout and design is depicted in the PUD Plan, PUD01-03 Series and the Preliminary Plan PRPN01-03 Series of the Drawing Package. The architectural theme will be complementary to the traditional architecture of the valley. Generally, exterior materials will include wood, stone, brick, stucco and cement board siding. Varied roof heights and articulation of the front elevations will be used to break up the massing and provide street-level appeal. Front porches and covered stoops are included on homes to emphasize the entry and connection to the sidewalk and street. Roofing will include dimensional shingles, metal, or other materials appropriate to the building style and that roofs will generally be pitched. Gables, wall plane and Sewage Collection Design Report River Edge Colorado, Garfield County, Colorado 5 roofline articulation, bays, balconies, porches, canopies and arcades will be used in the design of various buildings. The selection of materials will minimize the exterior maintenance of the homes to help maintain a quality appearance for the long term. The street pattern and pedestrian network are designed to facilitate community interaction. Streets have detached sidewalks with designated cross walks at major intersections and landscaped areas that create a comfortable environment for walking. On-street parking in most areas will further buffer vehicular and pedestrian uses. Internal circulation is maximized and dead-end streets are limited. Alleys are used where appropriate to enhance the streetscape and achieve a mix of housing styles. A soft trail system is used to connect open spaces and other common elements with the sidewalk network. The homes are placed close to the streets to help define the streetscape space and provide visual interest to pedestrians. Street trees and plantings are proposed to enhance the aesthetics of the street. The community is served with a variety of recreational facilities and a neighborhood center that could include meeting room(s), fitness room, offices, kitchen, restrooms, recreational facilities, and limited community service use such as a day care facility, deli/coffee shop, or health club. Parks will provide informal recreational opportunities within the community and will likely include tot lots, playfields, and trail system. The west portion of the property is generally set aside as the naturalized area that buffers the RFC Conservation Easement along the Roaring Fork River. The soft trails around the property allow residents to enjoy the river and wetland areas without disrupting the environment in conformance with the terms of the RFC Conservation Easement. More than the minimum open space requirements will be met by the project. Nearly 50% of the Project Site is in some form of open space, common area or park. Finally, opportunities for productive and edible landscapes, including community gardens and neighborhood orchards are integrated and dispersed in between the residential land uses as gathering and focal places for residents connecting REC to its agricultural heritage. The combination of trails, recreation areas, and open space system with the ability to engage in ‘interactive community agriculture’ on a small scale will make REC a very desirable place to live, filling a unique niche not yet met in Garfield County. This unique combination will help establish a sense of place, foster community, and engage residents with their immediate environment. It is intended this overall outdoor focus will set the tone and become a major driver of the identity of REC. III. STANDARDS The following standards have been utilized in analyzing and designing the proposed sewage collection system. The exact standards which will be applicable and utilized will depend on the needs of the selected owner and operator. At a minimum, all system design shall conform to CDPHE Design Standards. Site Location and Design Approval Regulations for Domestic Wastewater Treatment Works 5-CCR 1002-22, CDPHE Water Quality Control Sewage Collection Design Report River Edge Colorado, Garfield County, Colorado 6 Commission ("WQCC") dated September 30, 2009 ("CDPHE Site Location and Design Approval Regulation") Roaring Fork Water and Sanitation District Rules and Regulations, dated 2007 ("RFWSD Rules") IV. WASTEWATER FLOWS Wastewater flow estimates are the basis for determining wastewater infrastructure requirements, including collection system and wastewater treatment capacity. The Project provides service to 366 residential units, neighborhood center and development-specific maintenance facilities. Table III.C-1 presents a summary of wastewater flows, as measured in gallons per day (gpd), for the project using both CDPHE and RFWSD criteria. As shown, RFWSD criteria are more conservative and therefore served as the basis for collection system design further described below. Typically, primary delivery systems (i.e. lift stations) are sized for the PKQ and treatment systems are sized for the PMQ. V. SYSTEM DESIGN A. GENERAL OVERVIEW A gravity sewage collection scheme has been proposed for the Project and surrounding area. The scheme will consist of approximately 4,058 feet of gravity sewer main, 12,437 feet of gravity sewer lines, 663 feet of pressurized sewer line, and 109 precast concrete manholes. The scheme has been developed as a predominantly gravity system with the intent of having very few pumping units. This is a very traditional form of sewerage system. In limited circumstances, when gravity collection and conveyance is not practical, a low pressure collection system will be used to feed wastewater to the gravity sewer. Sewer mains were located outside of the street when possible, but a majority of the overall system is located beneath paved streets. The scheme consists of several catchments as shown in Appendix B on Figure 1 that feed the sewer trunk line. The catchments consist of approximately 370 connections to service 375 EQRs within the Project Site inclusive of the neighborhood center, possible treatment plants and necessary maintenance facilities. An allowance has been made for the development of land to the north and east of this Project to provide for future development through the sizing of the collection pipe network and phasing/staging of the pump station or treatment plant, depending on the treatment alternative selected. Under either treatment alternative, stub-outs from the collection system will be provided at the north and east ends of the Project Site to allow for future service extensions to adjacent properties within the area. Under the RFWSD treatment alternative, a pump station will be located on Tract AO at the corner of the proposed Riverside Loop Drive and Rookery Street. The pump station is expected to have a peak inflow of approximately 365 gallons/minute. The trunk line connecting the pump station to the WWTP is a pressure line and will need to be catered for in the design. In addition, an assessment of the operational conditions will be made during the detailed design process to determine the exact configuration of the pump station and level of flow equalization that may be necessary to coordinate with the operational capacities of the RFWSD WWTP. Based on current preliminary calculations, an equalization tank of approximately 40,000 gallons may be required (See Appendix D). Sewage Collection Design Report River Edge Colorado, Garfield County, Colorado 8 The collection system has been preliminarily planned and designed to allow sewage to be treated either onsite by a non-RFWSD operated WWTP (i.e., owned and operated by the REC POA) or transferred to a WWTP owned and operated by the RFWSD. As presented in the Sanitary Sewage Disposal Plan, either alternative is capable of technically processing the collected sewage and treating it to discharge standards established by CDPHE for release to the Roaring Fork River. B. DESIGN CRITERIA The following collection system design criteria have been adopted for the Project: Gravity Pipe Sizing: 8 inch minimum diameter Gravity Flow Velocities: 2.5-15 fps (2 fps minimum) Pump Station Storage: Emergency storage at 20% ADF minimum above the high level alarm Alarms: All pump stations will be equipped with remote monitoring and alarm capability Pump Out: All pump stations will have an emergency pump out hydrant to enable connection of a diesel trailer pump in the event of power outage or pump failure. Pump Station and Pressure Line Design Standards: Chapter3, Design Criteria Considered in the Review of Wastewater Treatment Facilities, CDPHE, WQCC, April 2007 Gravity Pipe, Manhole and Low Pressure System Standards: RFWSD Rules and Regulations C. SYSTEM DESIGN AND CALCULATIONS The sewage collection system design is depicted on Sewage Collection and Water Supply and Distribution Plan, Series SW01-03 of the Drawing Package. The design is supported by the following design information and calculations. 1. SEWAGE COLLECTION SYSTEM SIZING All design, material and construction aspects of the sewage collection piping including manholes shall be in accordance with the RFWSD Rules and Regulations, except as specifically provided herein. Preliminary model output for the gravity sewer design are supplied in Appendix B. The following summarizes the design approach. a) Trun k Mains In order to determine the proper trunk sewer size, the estimated peak flow from each subbasin was first determined. The equation is as follows: Sewage Collection Design Report River Edge Colorado, Garfield County, Colorado 9 Eq. 4) PKQ = ADQ x 4.0 Unlike many design formulas, the RFWSD peak flow equation does not have a built-in dampening factor that decreases the total flow in the trunk sewer with an increase in cumulative subbasin area. This dampening of peak flow with increasing tributary area correlates with several studies and should be considered in the final design to limit the overdesign. b) Manning’s Equation The Manning’s Equation is the most commonly used resistance formula for the analysis of open channel and gravity flow pipe systems. The equation modified to English Units is shown below. Eq 5) V = (1.49/n) R2/3 S1/2 Where: V = Average velocity (ft/sec), R = Hydraulic radius (ft), S = Slope of the Energy Grade Line (ft/ft), ‘n’ = Roughness coefficient The roughness coefficient varies depending on the type of material. For example, glass would have an ‘n’ value of 0.010 while earth channels would have an ‘n’ value of 0.020. There has been much debate about the appropriate ‘n’ value used for different piping materials in sanitary sewer systems. To complicate the debate, the slime layer that thrives on the wetted portions of the sanitary piping also contributes to and affects the actual value of ‘n’. Due to the unknowns at this time, such as the actual type of the pipe installed, the number of joints in the piping system, and the affect that the slime layer will have on the ‘n’ value, a value of 0.009 has been adopted for the preliminary design. An ‘n’ value of 0.009 represents the used ‘n’ value used for the evaluation and design of PVC pipe. c) Pipe Size For the preliminary modeling effort, the trunk mains were sized for pipe diameters of 10 inches and all remaining pipes were sized for pipe diameters of 8 inches. At final design, the pipe diameters of these collection pipes may be further reduced to a minimum of 6 inches for small subbasins. d) Pipeline Velocity For this modeling, the minimum design velocity in the trunk sewer is set at 2 ft/sec during peak flow conditions. The maximum design velocity in the trunk sewer system was limited to 10 ft/sec during full flow conditions. Sewage Collection Design Report River Edge Colorado, Garfield County, Colorado 10 e) Depth of Flow (d/D) The depth of flow in (d/D) in the pipe was another consideration included in the hydraulic evaluation. It was desired to maximize the depth of flow in each pipe segment without surcharging the pipe. The preliminary modeling limited the d/D under peak flows to 0.75 (75% full). f) Structures Including the effect that manholes and other structures have on the dynamic modeling of the system is also an important consideration. It is recommended that the actual location of the junction structures and manholes be finalized during final design. Additionally, it is recommended that the size and location of stub outs for phased and future adjoining property connections on the trunk sewer be located at a manhole to allow connection from future developments, eliminating the need to make field connections, which may compromise the trunk sewer. g) Hydraulic Modeling (1) Methodology In order to accurately model the sewer system it was necessary that the computer model be able to account for the time wastewater takes to flow from one manhole or structure to the next. For this to be accomplished, the model calculated the flow velocity based on the contributed flows at each input point to determine the time for this flow to reach the next input flow point. Inflows are added at each input point and the total flow is then used to calculate the travel time to the next downstream manhole or structure. The model then determines the water surface elevation at each manhole or junction structure so that the depth of flow and velocity can be determined. (2) InRoads Storm and Sanitary In Roads Storm and Sanitary, marketed by Bentley, is one of the most advanced design, analysis, and planning tools, capable of analyzing both gravity flow and pressurized force main hydraulics. InRoads Storm and Sanitary was used to determine the physical constraints and characteristics, such as pipe size and structure locations. This was accomplished using minimum and maximum criteria such as depth of cover, velocity, and pipe slope. The basic information used to preliminarily size the sewers using InRoads Storm and Sanitary included: Minimum and maximum allowed pipeline velocities; Manning’s ‘n’; Flow input data for each subbasin; and Sewage Collection Design Report River Edge Colorado, Garfield County, Colorado 11 Physical sewer manholes (nodes) location (located using coordinates). (3) Subbasin Flows The flow from each subbasin was determined using the subbasin areas established and PKQ calculated using the RFWSD criteria. The inflow to the trunk sewer was determined using the total tributary area to the trunk sewer at each junction structure location. The formula is utilized in such manners that as additional subbasin flows enter the trunk sewer, the area of the subbasins contributing to the flows are combined. Therefore, once the subbasin areas are combined the flows are recalculated and the appropriate pipe size selected. As previously discussed, the flows from each subbasin will be introduced into the trunk sewer through various junction structures strategically located along the sewer alignment. There is at least one junction structure associated with each subbasin to collect flow from the subbasin tributaries and release them into the trunk at a single entry point. (4) Trunk Sewer Modeling A preliminary hydraulic model was prepared to evaluate general sewer line performance. As previously stated the primary purpose of this preliminary modeling was to define the size of the sewer line that will eventually be installed. See Appendix B for additional information and details relating to the preliminary modeling. 2. PUMP STATION FOR RFWSD TREATMENT ALTERNATIVE A preliminary analysis and design of the wastewater pump station that would transfer collected sewage to the RFWSD's WWTP has been completed as part of the preliminary design of the sewage collection system. Appendix C provides the pump station preliminary computations. The basis following represents the basis of design for the pump station. a) Average and Peak Flow Calculations for Design Conditions The average and peak flow computations are provided in Appendix C. The anticipated average flow is approximately 90 gpm while the peak flow is approximately 365 gpm. b) Wet Well Configuration and Size The wet well has been designed as being 6 to 10 feet in diameter. Multiple wet wells will be required should areas to the north and east be developed. Sewage Collection Design Report River Edge Colorado, Garfield County, Colorado 12 c) Number, Type, Capacity, Motor Horsepower and Net Positive Suction Head (NPSH) Preliminary design calculations indicate that the pump should be designed to 365 gpm. Motors shall be protected from over-current, over-temperature and voltage imbalance. See Appendix C for additional detail. d) System Head Curve and Head Computations The system head computations are provided in Appendix C. System head calculations include the size and length of force main static head and anticipated dynamic losses. e) Primary and Back-up Power Sources Primary three phase power will be provided by Holy Cross. Backup power will be provided by an emergency diesel generator. D. VARIATIONS FROM DESIGN STANDARDS The preliminary sewage collection design indicates that no substantive variations from either RFWSD or CDPHE design standards are anticipated. Should variations be necessary during the final design process, each variation is explained in detail and justification provided. VI. COST ESTIMATE AND METHOD OF FINANCING A cost analysis and estimate will be provided for the infrastructure improvements under separate cover in conformance with Section 6-301C.8.r.(3) of the ULUR at the time of and in association with each Subdivision Application for Final Plat. The cost estimate shall include estimates for those facilities identified in the Development Agreement as necessary to support the development of the lots being proposed for creation within the boundaries of the Final Plat being submitted for review. Based on the preliminary design submitted for review in association with the current Rezoning and Preliminary Plan and supported by this Report, preliminary costs have been developed and reviewed by 8140 Partners, LLC. These costs have been determined to be reasonable and support the feasibility of constructing a cost effective sewage collection system for the Project. Preliminary cost estimates are viewed by CI as proprietary information. CI is responsible for financing and constructing all collection facilities identified as part of the sewage collection system. CI will finance the collection facilities using traditional financing mechanisms.
