I. INTRODUCTION
A. BASIS
This Raw Water Supply and Distribution Plan ("Plan") has been prepared in support of
an application for PUD Plan Review ("Rezoning") and Subdivision Review ("Preliminary
Plan") for the proposed River Edge Colorado ("Project") in accordance with the
requirements of the Garfield County Unified Land Use Resolution of 2008 ("ULUR"), as
Amended. This Plan specifically addresses the requirements of Section 7-105 and 7-106
of the ULUR, and along with the Water Treatment and Distribution Design Report and
the Water Supply Plan document that a water distribution system meeting the criteria
of Sections 5-501G.11.d, 5-501G.11.f, 5-502C.13, 6-202.M, 6-301.C.7.m, and 7-106 of
the ULUR is available and will be designed and constructed to serve the Project and that
adequate water supply, as required by Section 7-105 of the ULUR, is available for the
Project. This Plan is supported by other referenced documents submitted as part of the
REC rezoning and preliminary plan applications including the River Edge Colorado PUD
and Subdivision Drawing Package ("Drawing Package").
Specifically, this Plan provides Garfield County with evidence that provision has been
made for an adequate raw water supply for the Project, as a component of the overall
water supply, and that an adequate raw water delivery system can be design,
constructed and made available, as a component of the overall water delivery system.
With respect to the potable water treatment and delivery system to the Project, the
design of the potable water treatment and distribution system is documented in the
Water Treatment and Distribution System Design Report. The Water Supply Plan
documents the legal supply and source for the potable and raw water systems are
available.
Once built, the raw water system described in this Plan will be owned and operated by
the River Edge Colorado Property Owners Association, Inc. ("POA"). The ownership and
operation of the potable water supply system is documented in the Water Treatment
and Distribution System Design Report.
B. PURPOSE AND SCOPE OF PLAN
The primary purpose of this Plan is to provide evidence that provision has been made
for adequate raw water supply and distribution to serve the Project in accordance with
Section 7-105 and 7-106 of the ULUR.
The Water Supply Plan provides adequate evidence that a legal water supply and
appropriate sources are available for the Project. Pursuant to the Water Supply Plan for
the Project, the Project must be served by a raw water system if demand for potable
water to support irrigation within the Project will exceed 7 acres. Based on the
development plans, irrigation water demand will exceed the potable water allowance
for irrigation and, as a result, all additional irrigation demand associated with the Project
shall be met by a raw water system utilizing the Glenwood and Staton Ditch water rights
detailed in the Water Supply Plan. Pursuant to Section 7-105, the Water Supply Report
provides the following documentation as evidence for such findings, which evidence is

summarized in this Plan with respect to water to support the raw water demands of the
Project:
An estimate of the water supply requirements for the proposed
development through build-out conditions;
A description of the physical source of water supply that will be used to
serve the proposed development;
A description documenting the ability of the supply to meet water
quality requirements;
An estimate of the amount of water yield projected from the proposed
water supply under various hydrologic conditions;
Water conservation measures, if any, that may be implemented within
the development;
Water demand management measures, if any, that may be
implemented within the development to account for hydrologic
variability;
Proof of a legal water supply
The primary goal of this Plan is to provide a preliminary layout and design of a raw water
system that would provide irrigation water to the individual residential lots, community
space tracts (i.e., parks, open space, common areas, orchard/garden, and neighborhood
center), and utility and right-of-way tracts within the Project. In accordance with Section
7-106.A, this Plan documents that a properly sized and adequate delivery system
meeting the minimum design standards in Section 7-106A.3, in consideration of the
concurrently proposed potable water delivery system, can be designed, built and
operated to support the development of the Project. This Plan explains and summarizes
the irrigation water supply system and includes evaluating identified areas that would
be supplied with raw water service; reviewing irrigation ditch delivery capabilities;
providing necessary hydraulic analyses and calculations; and documenting appropriate
preliminary raw water irrigation system modeling. Hydraulic analyses and calculations
were prepared to aid in the layout and design of the raw water irrigation system. These
include demand calculations identifying the application and delivery rates of raw water
to the irrigated areas
The proposed raw water irrigation system was modeled to determine distribution pipe
layout, sizing, and the pump requirements. Modeling assumptions, methods and results
are presented in later sections of this Plan.
C. FINDINGS
The preliminary design of the raw water supply and distribution system has been
completed under the direction and review of William S. Otero P.E. (Colorado

Registration #32163). William S. Otero P.E. has determined that the Project can be
adequately served by a raw water distribution system, as shown herein and as depicted
in the raw water system engineering plans shown on the Irrigation System Plan, Series
SW05 in the Drawing Package, which proposed system meets generally accepted
engineering standards for the distribution of raw water, and requirements of the ULUR.
In addition, William S. Otero P.E. has determined that said distribution system can be
adequately supplied by the water rights associated with the Glenwood and Staton
Ditches as detailed in the Water Supply Report.
II. PROJECT LOCATION AND DESCRIPTION
A. PROJECT LOCATION
The Project is located along State Highway 82 ("SH 82") between the City of Glenwood
Springs and Town of Carbondale near the junction of County Road 110/113 ("CR 113")
and SH 82. The property is located almost entirely west of the Roaring Fork Transit
Authority ("RFTA") right-of-way and east of the Roaring Fork River and the Roaring Fork
Conservancy ("RFC") Conservation Easement (i.e., Grant of Conservation Easement
dated February 3, 2000, recorded at Reception Number 559036 and survey map,
recorded December 24th, 2008, recorded at Reception Number 760571 in the real
property records of Garfield County, Colorado). The Project straddles Cattle Creek which
is also located within the RFC Conservation Easement. A vicinity map is provided as
Exhibit 1 in Appendix A. The Project covers approximately 160 acres ("Project Site") as
shown and described on the Project Site drawing [Exhibit 2(a-d), Appendix A]. The
Project is proposed by Carbondale Investments, LLC ("CI").
B. PROJECT DESCRIPTION
The Project is a proposal to create a walkable clustered-form of residential development
with neighborhood amenities including naturalized open space and enhanced wildlife
habitat, community recreation, parks, and neighborhood agriculture that is designed to
serve the residents and preserve and provide reference to the rural character and
agricultural roots of the Roaring Fork Valley. The Project aims to have a strong historic
identity back to the days of ‘old Colorado’ when compact neighborhoods formed with a
strong sense of community based on the land and surrounding landscape. The REC
landscape aesthetic will be simple, informal, and place emphasis in the use of plant and
landscape materials local, adaptable and appropriate to the climate and environment of
the area. The Project will include approximately 366 residential units of various sizes
and types including 55 affordable homes and one exclusive executive lot for a custom
home. Housing types will range from attached homes to small single family attached
and detached garden homes, village homes, and larger estate homes. Smaller garden
homes are anticipated to be designed for younger residents that are looking for their
first home in the County, while village homes and estate homes will provide move up
opportunities for growing families. Densities in the Project are proposed at less than 2½
units per acre. Lot sizes will vary from over 1 acre to approximately 5,000 square feet for
single family homes, and 1,700-5000 square feet of lot area for each garden home. Most
of the units back to either proposed active parks or reclaimed open space to help
enhance the connection to the land. The REC layout and design is depicted in the PUD

Package.
The architectural theme will be complementary to the traditional architecture of the
valley. Generally, exterior materials will include wood, stone, brick, stucco and cement
board siding. Varied roof heights and articulation of the front elevations will be used to
break up the massing and provide street-level appeal. Front porches and covered stoops
are included on homes to emphasize the entry and connection to the sidewalk and
street. Roofing will include dimensional shingles, metal, or other materials appropriate
to the building style and that roofs will generally be pitched. Gables, wall plane and
roofline articulation, bays, balconies, porches, canopies and arcades will be used in the
design of various buildings. The selection of materials will minimize the exterior
maintenance of the homes to help maintain a quality appearance for the long term.
The street pattern and pedestrian network are designed to facilitate community
interaction. Streets have detached sidewalks with designated cross walks at major
intersections and landscaped areas that create a comfortable environment for walking.
On‐street parking in most areas will further buffer vehicular and pedestrian uses.
Internal circulation is maximized and dead‐end streets are limited. Alleys are used
where appropriate to enhance the streetscape and achieve a mix of housing styles. A
soft trail system is used to connect open spaces and other common elements with the
sidewalk network. The homes are placed close to the streets to help define the
streetscape space and provide visual interest to pedestrians. Street trees and plantings
are proposed to enhance the aesthetics of the street.
The community is served with a variety of recreational facilities and a neighborhood
center that could include meeting room(s), fitness room, offices, kitchen, restrooms,
recreational facilities, and limited community service use such as a day care facility,
deli/coffee shop, or health club. Parks will provide informal recreational opportunities
within the community and will likely include tot lots, playfields, and trail system. The
west portion of the property is generally set aside as the naturalized area that buffers
the RFC Conservation Easement along the Roaring Fork River. The soft trails around the
property allow residents to enjoy the river and wetland areas without disrupting the
environment in conformance with the terms of the RFC Conservation Easement. More
than the minimum open space requirements will be met by the project. Nearly 50% of
the Project Site is in some form of open space, common area or park. Finally,
opportunities for productive and edible landscapes, including community gardens and
neighborhood orchards are integrated and dispersed in between the residential land
uses as gathering and focal places for residents connecting REC to its agricultural
heritage.
The combination of trails, recreation areas, and open space system with the ability to
engage in ‘interactive community agriculture’ on a small scale will make REC a very
desirable place to live, filling a unique niche not yet met in Garfield County. This unique
combination will help establish a sense of place, foster community, and engage
residents with their immediate environment. It is intended this overall outdoor focus
will set the tone and become a major driver of the identity of REC.

III. IRRIGATED AREAS, REQUIREMENTS AND DEMAND
A. IRRIGATED AREAS
The potential irrigated areas were identified based on the PUD Plan, in consideration of
the landscape plans and standards included as part of the PUD Guide and planting
schedules and allowances. The lots and tracts discussed below are depicted on the PUD
Plan, PUD Series in the Drawing Package. The preliminary analysis represents a relatively
conservative approach to estimating overall demand. As a result, the system design
parameters represent a logical or reasonable maximum design framework.
1. COMMUNITY SPACE TRACTS
The proposed open space, parks and other community space areas shown on
the Preliminary Plan and PUD Plan were identified and the irrigated area for
each location was determined. Table 1 in Appendix B lists the gross acreage for
each community space based on the Preliminary and PUD Plans. Because many
community space areas contain a combination of parking lots, playgrounds,
sidewalks, non-irrigated areas, athletic courts, etc., only a percentage of each
area will be irrigated. Based on a preliminary program of uses, the resultant
irrigated areas were identified. The results from these assessments are also
shown in Table 1. Finally, each portion of the irrigated area was broken down by
vegetation type. There are four types of irrigated areas. These areas include
High Performance Lawn, Traditional Lawn, Low Maintenance Lawn and non-
irrigated areas. These categories are further discussed in Section III.B of this
Plan. The irrigated area breakdowns are also shown in Table 1. The total
irrigated area for community space areas is 32.51 acres per Table 1.
The Project proposes a series of pre-development reclamation activities
pursuant to the Reclamation Plan in Appendix U of the Impact Report. These
activities include grading and revegetating, in both permanent and temporary
forms of vegetative cover, nearly the entire Project Site. As such, it is anticipated
that areas outside of Filings 1 and 1B, which are anticipated to be developed
immediately following pre-development reclamation, will require some form of
temporary irrigation to assist in the establishment of the planned vegetative
cover over the first 2 to 5 years of growth. As a result, both the permanent and
temporary irrigation areas were also calculated and are also provided in Table 1.
2. RESIDENTIAL LOT AREAS
The proposed residential lots shown on the Preliminary Plan and PUD Plan were
identified and the irrigated area for these areas was determined based on the
average lot area coverage at buildout by homes, driveways, sidewalks, decks
and other impervious areas. It should be noted that the irrigated areas
identified herein differ from those used to determine developed stormwater
runoff. In each case, the assumptions used represent the most conservative lot
coverage rate for the analysis being performed. Table 2 in Appendix B lists the
gross acreage for each residential lot based on the Preliminary and PUD Plans.

contained in the PUD Guide, the resultant irrigated areas were identified. The
result of this analysis is also shown in Table 2. Although the landscape plan and
standards contained in the PUD Guide promote the use of non-irrigated and
naturalized areas that would require less irrigation water, this Plan assumes that
all undeveloped or non-irrigated areas are placed into more highly consumptive
Traditional Lawn. This category is further discussed in Section III.B of this Plan.
The total irrigated area for residential lots is 24.58 acres per Table 2.
3. OTHER TRACTS WITHIN THE PROJECT
The Project includes right-of-way and utilities tracts. Both of these tracts include
a variety of landscaping requirements and landscaped areas. Table 3 in
Appendix B lists the gross acreage for each right-of-way and utility tract based
on the Preliminary and PUD Plans. Based on a preliminary program of uses and
landscaping plans and standards in the PUD Guide, the resultant irrigated areas
were identified. The results from these assessments are also shown in Table 3.
Finally, each portion of the irrigated area was broken down by vegetation type.
There are four types of irrigated areas. These areas include High Performance
Lawn, Traditional Lawn, Low Maintenance Lawn and non-irrigated areas. These
categories are further discussed in Section III.B of this Plan. The irrigated area
breakdowns are also shown in Table 3. The total irrigated area for right-of-way
and utility tract areas is 25.89 acres per Table 3.
4. AREAS OUTSIDE THE PROJECT
Two properties, to the north and east of the Project Site, have rights to
Glenwood Ditch and Staton Ditch water at the same point of diversion/or
diversion structure. These properties lie east of the RFTA right-of-way and north
of the Project site and comprise approximately 67 acres of property. These
properties are not proposed to be irrigated from the raw water system at
present but may choose to be served in the future by the raw water system
through an agreement to expand the facility and share costs. The point of
diversion is designed to accommodate these properties so that they may
continue to obtain their irrigation water at this location or may choose to obtain
their water at the north end of the ditch as it enters their property. Agreements
and reservations are in place to accommodate the needs of these properties.
B. IRRIGATION DEMAND
1. METHODOLOGY
The basis for determining irrigation demand is based on the work of the
Northern Colorado Water Conservancy District ("NCWCD") as documented by
Brent Mecham in "Historical Reference ET for Northern Colorado Front Range"
dated December 2006. The established procedure for calculating the irrigation
demand is a function of several variables including the evapotranspiration
("ETO"), lawn type, precipitation, and irrigation application efficiency. The

following presents how the methodology was specifically utilized in this
environment.
The irrigation demand is a function of the local climate and the type of
landscaping to be irrigated. These parameters determine the ETO rate, which is
defined as the process of transferring moisture from the earth to the
atmosphere by evaporation of water and transpiration from plants. The ETO rate
is the historical grass reference evapotranspiration for the growing season of
April 1 through October 31 and is used to determine the amount of water a
typical landscape would require during this period. The ETO requirement is
satisfied in two ways, irrigation and precipitation. The historical ETO was used as
a preliminary planning tool to determine landscape water requirements and
determine raw water irrigation needs. The key inputs for determining irrigation
demand are:
(1) ETO = Historical Grass Reference evapotranspiration for the growing
season of April 1 to October 31;
(2) KC = Crop coefficient for cool season turf grass mowed at 2.0 to 3.0
inches and depending upon the various uses of the lawn;
(3) ETlawn = Water requirement for the lawn ETO x KC;
(4) Rain = Historical rainfall;
(5) Eff. Rain = Effective rainfall 100% for April, 50% all other months;
(6) Water Need = ETlawn - Eff. Rainfall;
(7) I.E. = Irrigation efficiency which includes sprinkler system performance
and management capability; and
(8) IWR = Irrigation Water Requirement in inches (IWR = Water Need / I.E.).
Detailed ETO data is not available for the immediate area. For purposes of initial
raw water system sizing, ETO data collected and recorded by the NCWCD was
utilized. NCWCD collects the data at twenty four (24) weather station locations
within the District. The ETO data is logged daily during the months of March
through October and the precipitation data is logged daily.
For this Plan, three foothill weather stations were selected as most similar to
the Project Site in elevation and climatic conditions. The three weather stations
utilized include Boulder (elevation 5430 ft), Hotchkiss (elevation 5547 ft), and
Cedaredge (elevation 6404 ft). Data from the weather stations was taken for the
period 2006-2009. Data was obtained from the Colorado Agricultural
Meteorological Network ("COAGMET") found at:
http://ccc.atmos.colostate.edu/~coagmet/index.php. The ETO was then broken
down for each site into a total monthly value for each growing year. The ETO
was then averaged amongst all monthly values into a single monthly number

over the four seasons. Boulder alfalfa (ETO) and Boulder grass (ETO) were used to
determine a grass to alfalfa conversion ratio that could be applied to the
Cedaredge and Hotchkiss sites to determine grass growth rates for those sites.
While the Cedaredge and Hotchkiss sites provided verification of the Boulder
grass (ETO) numbers, the averaged grass (ETO) amongst all three sites was not
conservative enough to utilize for determining the irrigation demand. Therefore,
the Boulder grass (ETO) numbers were used to estimate irrigation demand. The
data and calculations are summarized in Table 1 in Appendix C.
The irrigation demand has been calculated for the following lawn types. The
crop coefficients (KC) were taken from the NCWCD.
High-Performance Lawn ("HPL") – Ideal for heavy use such as
sports fields, high-use parks, or requires an aesthetic
appearance because of surrounding uses. The High Performance
Lawn has a crop coefficient of Kc = 0.90.
Traditional Performance Lawn ("TPL") – Found in most
residential neighborhoods, parks, businesses, shopping centers,
etc. where foot traffic and uses are not excessive. The
Traditional Lawn has a crop coefficient of Kc = 0.81.
Low Maintenance Performance Lawn ("LPL") – Seldom used for
activities but is used to cover the ground to control erosion,
weed infestation, or serve as a firebreak. Traffic medians,
greenbelts, detention ponds, or even home lawns can fall into
this category. Typically these lawns require less mowing,
fertilizer and water. The Low Maintenance Lawn has a crop
coefficient of Kc = 0.72.
The water requirement for a lawn (ETlawn) was calculated per the NCWCD
methodology of: ETlawn = ETO x KC.
The average monthly precipitation data (Rain) from the Carbondale weather
station as provided by http://countrystudies.us/united-
states/weather/colorado/carbondale.htm. The effective rain ratio (Eff. Rain)
was taken from the NCWCD. The Effective Rain Ratio is assumed to be 100% for
April, 50% for all other months. The irrigation efficiency (I.E.) was taken from the
NCWCD. The irrigation efficiency is assumed to be 80% effective with a 20% loss.
These values were determined to be sufficiently conservative based on the
extensive water saving measures proposed at REC and the percent of the total
irrigated area under the direct control of the raw water system operator.
Table 2 in Appendix B summarizes the resulting irrigation demand for each type
of lawn on a monthly basis based on the variables discussed above.

2. CALCULATED IRRIGATION DEMANDS
Table 3 and 4 in Appendix C summarize the resulting irrigation demand for the
Project by Filing based on the irrigation demand by lawn type and the irrigated
area distribution in Table 1, 2 and 3 in Appendix B.
The total irrigation demand for the Project excluding temporary irrigation is
172.61 acre/ft annually or a flow rate of 0.59 cfs in October to 2.08 cfs in July
over eight hours six days per week. Peak delivery rates are assumed to be 1.3
twice the calculated demand rate of 2.08 cfs or about 2.6 cfs to provide for
offsite water delivery north of the Project Site. Delivery demands are considered
to be similar on the adjacent property at about 12 acres of irrigated land for
purposes of preliminary analysis.
IV. RAW WATER IRRIGATION SOURCES
A. DELIVERY CAPABILITIES AND LOCATIONS
The Project has irrigation rights on the Glenwood and Staton Ditches. These irrigation
ditches are the most feasible sources of raw water for the irrigation system.
Hydrographs were not created for the irrigation ditch since the Glenwood Ditch flows
full under all conditions from April 1 until October 31.
The Glenwood Ditch currently is tapped where it intersects Cattle Creek. The Staton
Ditch diverts water upstream from the point of intersection with the Glenwood Ditch.
Staton Ditch water may be alternatively left in Cattle Creek to deliver the water to a new
point of diversion at the intersection of Cattle Creek and Glenwood Ditch. Alternative
delivery is being reviewed by CI to simplify irrigation programs within the Project.
B. WATER AVAILABILITY
As documented in Appendix B of the Water Supply Plan, Resources Engineering reports
the Glenwood Ditch is decreed for 50 cfs for irrigation uses and Staton Ditch is decreed
for 5.18 cfs for irrigation uses. CI owns 24.47% of the shares in the Glenwood Ditch
Company, equating to 12.23 cfs. Historically, the Glenwood Ditch has had a full water
supply, even in critically dry years. A review of diversion records shows an average
diversion of approximately 15,000 acre feet per year and a dry year diversion of 22,000
acre feet. CI's share of the Glenwood Ditch is 3,700 acre feet per year and 5,400 acre
feet in dry years. The Staton Ditch diversions from Cattle Creek averaged 900 acre feet
per year. CI owns 4.36 cfs of the 5.18 cfs decreed to the Staton Ditch.
Together, these water rights have historically irrigated 260 acres. The water court Case
No. W-2206 for the Unocal Sanders Ranch determined that the historic consumptive use
is 439 acre feet on 260 irrigated acres of which the Project Site represents
approximately 150 acres of the total irrigated areas. There has always been an adequate
physical supply to meet the full irrigation demand on the property. River Edge Colorado
does not anticipate the need for any water conservation or water demand management
measures due to variations in hydrologic conditions.

V. POTENTIAL DETENTION PRE-TREATMENT AND TREATMENT
A. GENERAL INFORMATION
The irrigation system will consist of diverting the raw water from the irrigation ditch
(inflow); transferring it to a temporary pre-treatment detention to dropout larger debris
and treating it, as necessary; and distributing (outflow) it to the residential, community
spaces and utility and right-of-way tracts for irrigation. A pre-treatment detention basin
may or may not be necessary to remove sediment and balance the irrigation inflow and
outflow, but has been provided for in the preliminary design. This is further explained in
the following subsections.
B. TRACT AC PRE-TREATMENT DETENTION BASIN
Tract AC was chosen as a preferred location for the pre-treatment detention basin and
Tract AG for the treatment and distribution system for the Project’s raw water system.
The tracts are centrally located along the eastern edge of the Project and located near
the current diversion point from the Glenwood Ditch. The PUD Plan shows the location
and maximum extent of the proposed pre-treatment detention basin. The pre-
treatment detention basin would be approximately four to 6 feet deep, with the entire
volume available for raw water irrigation pre-treatment detention. The detention pond
would be designed to provide turnover at least once in every 72 hours. Appendix D
shows the schematic intake facility assuming the need for a pre-treatment basin. Again,
a pre-treatment basin may be determined to be unnecessary based on more detailed
analysis of the water supply quality. The pre-treatment basin shall be designed with an
overflow to allow excess water to return to Cattle Creek or be transferred to drainage
facilities serving the constructed wetland pond within the RFC Conservation Easement.
C. TREATMENT
The physical source of water will be from the Roaring Fork River via diversion into the
Glenwood Ditch and from Cattle Creek via diversion into the Staton Ditch. Neither
source includes any irrigation water return flows which might add pollutants. As a result,
treatment is anticipated to minimal. At a maximum, treatment is anticipated to include
basic filtering. The filtering will benefit the overall operation and maintenance of the
system. Prior to final design, the water will be sampled to determine the necessary
treatment program. Cross connection controls and education/signage are important in
ensuring the proper use of the irrigation water and limiting potential effects to users
caused by improper use. Appendix D shows the schematic pumping / distribution facility
including the treatment facility.
VI. RAW WATER SYSTEM DIVERSION (TRANSFER PUMP STATION) AND
DISTRIBUTION PUMP STATION DESIGNS
Raw water will be diverted from the Glenwood Ditch near the intersection with Cattle
Creek, diverted to a temporary settling basin utilizing either a wet well or pre-treatment
pond, as described above, and then be distributed to the community through a

treatment system utilizing a distribution pump. Appendix D provides a schematic of
both the diversion facility/transfer pump station and distribution pump station.
A. DIVERSION FACILITY OR TRANSFER PUMP STATION
The main function of the Diversion Facility or Transfer Pump ("TP") station is to move
the raw water from the irrigation ditch or other raw water source to the pre-treatment
detention. It is anticipated that a direct diversion from the ditch to the pre-treatment
detention basin will be utilized, however, a TP has been also considered in the design.
Because the TP station may transfer the irrigation water directly from an irrigation ditch,
it is designed to pump at a constant flow rate, unlike the distribution system which will
pump at higher, variable flow rates over a shorter period of time.
The diversion facility or TP station must be capable of meeting the maximum irrigation
demands to keep the pre-treatment detention above the minimum water level
necessary to provide adequate flow to the distribution pump. The demands in acre-feet
were taken from Appendix C. The pump will be sized or diversion construction to deliver
an average rate of flow of 0.5 to 1.5 cfs, which level of flow will be determined at final
design, based on the inclusion of or lack of a pre-treatment basin. Any excess flow shall
return to Cattle Creek or diverted to the constructed wetlands within the RFC
Conservation Easement as may be provided for by changes in water rights being
requested to fulfill such purposes as required by the RFC Conservation Easement.
Adopted regulations and criteria are preferred to ensure consistency and compatibility
between the multiple components of the raw water irrigation system. If a TP station(s) is
utilized, it shall meet the following criteria at a minimum:
The location shall be located on property that is owned or will be
conveyed to the River Edge Property Owners Association, Inc. The pump
station shall be located outside any regulatory floodplain and at least 18
inches above the water surface for the 100-year design storm.
The site and facility should be adequately sized to allow convenient
access for operation and maintenance. The diversion shall be accessible
via an all weather access.
The system shall be designed with multiple pumps, each equipped with
a variable frequency drive ("VFD"). The pumps shall be vertical turbines
when pumping from a storage reservoir and rail mounted submersibles
when pumping directly from an irrigation ditch. The pump system shall
include one additional pump that is regularly engaged in the pumping
cycle to ensure that all pumps experience similar run times. The
additional pump shall be sized to allow for any single pump to be taken
out of service for repair or maintenance without reducing the capacity
of the pump system. All pump stations shall include a wet-well design
with an intake pipe and isolation valve.
The system shall have a capacity of not less than one-hundred and
twenty percent (120%) of the irrigation demand while maintaining the

minimum delivery pressure. Pump efficiency shall be a minimum eighty
percent (80%) at the design operating point, whenever possible.
The system shall be designed to function in an outdoor environment
and have enclosures and covers as required for proper operation and
maintenance of the system. The pump shall include a skid or rail
assembly to support all pump components during shipment and to
serve as the installed mounting base. The skid or rail assembly shall be
of sufficient size to handle hydraulic forces and support the full weight
of all mounted components.
Additional pump system design components shall include, but not be
limited to, motors, valves, gauges, mounting and support structures,
power and electrical equipment, control systems, operator interface
devices, alarms, supervisory control and data acquisition ("SCADA")
systems, monitoring devices, building requirements, installation and
operation instructions, and recommended maintenance procedures.
The Construction Drawings for the irrigation pumping system shall show
a typical layout, elevation and plan views, and critical dimensions for the
pump system, building, wet well, etc.
Appendix D provides a schematic and process flow diagram of both the diversion
facility/transfer pump and distribution pump facility. It is anticipated that the required
TP pump would not likely exceed 5-10 hp.
B. DISTRIBUTION PUMP STATION
The main function of the Distribution Pump ("DP") station is to pressurize and distribute
the raw water from the pre-treatment detention or wet well. Because the DP station
will be designed to pump at higher, variable flow rates over a shorter period of time
than any TP station. Again, the initial design considerations involve a likely maximum
design scenario which will be refined at final design.
The DP station must be capable of meeting the maximum irrigation demands. The
demands in acre-feet were taken from Appendix C. The pump will be sized to deliver an
average rate of flow of 0.5 to 2.6 cfs (which level of flow will be determined at final
design); and total dynamic head ("TDH") set so that the minimum dynamic system
pressure is 70 psi and the maximum pipe velocity in the distribution system is less than
5 feet per second. Preliminarily, the DP station was assumed to generally be sized to
pump at a maximum 1,200 gpm at 231 feet TDH, which is equivalent to a discharge
pressure of 100 psi. Preliminarily, the DP station and pipe network has been sized to
meet the irrigation application rates which are dependent on the irrigation demands
presented in Appendix C.
Booster pumps and pressure reducing valves ("PRV") are not anticipated to be necessary
but the need for either will be evaluated at final design to ensure that pressures within
acceptable irrigation ranges are delivered to all lots and tracts. It is anticipated that the

DP station will include a wet well, which will be sized in accordance with the system
depending on the nature of the pre-treatment basin, if any.
Adopted regulations and criteria are preferred to ensure consistency and compatibility
between the multiple components of the raw water irrigation system. The DP station(s)
shall meet the same basic design criteria as the TP station except that additionally the
pump system shall include a pressure maintenance (jockey) pump for sustaining the
design pressure in the distribution system at all times. The requirement will be
determined during the pump station design and may be satisfied by one of the primary
pumps with a VFD.
If a pre-treatment pond is utilized, the intake structure will designed and installed
approximately one to two feet above the bottom. This configuration will keep debris on
the surface and the bottom from being pulled into the DP station wet well. This will also
allow the top three feet to be utilized for irrigation without exposing the intake
structure during normal drawdown. The additional depth of the intake structure will
allow the distribution system to use additional volume in the reservoir when necessary
(i.e. emergency situation, etc.).
The intake structure will consist of a self cleaning screen and an intake pipe
(approximately 10-18-inches in diameter) that connects to the pump station wet well.
The intake structure will be designed with a slight slope towards the pre-treatment
pond. If the pre-treatment pond is ever drained, the DP station intake structure and wet
well will also drain. The intake pipe will also be installed with an isolation valve so the
wet well can be pumped out when the pump station is winterized or needs to be
serviced.
Appendix D provides a schematic and process flow diagram of both the diversion
facility/transfer pump and distribution pump facility. It is not anticipated that the
required TP pump would not exceed 25 hp.
VII. RAW WATER DISTRIBUTION SYSTEM DESIGN
It is intended that all tracts and lots within the REC will eventually be irrigated by a
distribution system that will originate at and be supplied by the Glenwood Ditch. The
distribution system was generally aligned along and through existing and future streets,
parks, open space areas, and other similar corridors. The distribution system was laid
out with the intent of providing service to all areas while minimizing the amount of
infrastructure required. The distribution system is shown on the Irrigation System Plan,
Series SW05 in the Drawing Package.
The pipe network has been sized to meet the irrigation application rates which are
dependent on the irrigation demands presented in Appendix C. The pipe sizes and pump
TDH were set so that the minimum dynamic system pressure is 70 psi and the maximum
pipe velocity in the distribution system is less than 5 feet per second.
Criteria are preferred to ensure consistency and compatibility between the multiple
components of the raw water irrigation system. The distribution system shall meet the
following criteria at a minimum:

The current proposed designed raw water diameter is 8 inches but
detailed modeling will determine actual diameters required. Raw water
irrigation lines shall be at least 4 inches in diameter. The minimum
depth of cover shall be 4 feet and the maximum shall be 6 feet,
whenever possible. The preliminary design anticipates that the system
will be purged of water each fall and winterized. Deeper burial depths
may be necessary under a different operation and management
strategy.
The raw water irrigation system shall be designed with a minimum
dynamic pressure of 70 psi and a maximum dynamic pressure of 130 psi.
Pressures greater than 130 psi shall be reduced with a PRV. The
maximum velocity within raw water irrigation lines shall be 5 feet per
second.
The preliminary design assumes the use of high density polyethylene
("HDPE") pipe. The raw water irrigation lines shall be AWWA C900 or
C905 polyvinyl chloride ("PVC") pressure pipe (pressure class 165) or
HDPE pipe. HDPE raw waterline is allowed to bend to a minimum radius
of 18 feet. The pipe shall be purple in color, if possible. Pipe markings
shall include the designation “CAUTION NON-POTABLE WATER” in
addition to the standard factory labeling required by AWWA.
Underground marking tape shall be installed above raw water irrigation
lines when purple color pipe or appurtenances are not used for
construction.
Accessible appurtenances (i.e. hatches, manhole covers, meter pit lids,
valve boxes, etc.), shall be stamped “IRRIGATION" and shall be primed
and painted with 2 coats of an approved purple rust inhibitive paint.
Raw waterlines are required spaced a minimum of 10 feet from potable
waterlines.

Lawn Types:
High Performance Lawn describes a lawn that is heavily used such as sports fields or high-use parks or requires a very high aesthetic appearance because of
surrounding uses.
Traditional Performance Lawn describes the type of lawn found in most residential neighborhoods, parks, businesses, shopping centers etc. where foot traffic
and uses are not excessive.
Low Maintenance Performance Lawn describes a lawn that is seldom used for activities but is used to cover the ground to control erosion, or weed infestation
or serve as a firebreak. Traffic medians, greenbelts, detention ponds or even home lawns could be in this category. Typically these lawns require less mowing
and fertilizer as well as less water.
