Based on the presence of elevated uranium in the groundwater, the recommendations of CTL Thompson, and the fact that Garfield County has a substantial number of homes with elevated radon levels, I recommend that all homes in this subdivision be designed and built to incorporate radon resistant new construction. What do you mean by "radon resistant new construction"? There are specific construction practices and codes (GC has not adopted) that mitigate radon at the time of construction. CTL Thompson refers to these practices in their soils report. 2. According to Steve Tarlton, CDPHE Radiation Program Manager, the public drinking water standard for uranium is based on heavy metals toxicity rather than radioactivity. Therefore removal through RO is perhaps not needed as long as the uranium levels stay below the State Primary Drinking Water Standards, Maximum Contaminant Levels. However, RO will also help remove other things like elevated TDS, Iron, etc. Additionally, Mr. Jon Erickson of CDPHE WQCD indicated to me that although the amount of uranium and radon in the drinking water do not necessarily represent a significant health risk, the developers and eventual homeowners should be advised to have the drinking water periodically tested for uranium concentrations to determine if concentrations are increasing over time. He also suggested that any installed treatment systems be regularly maintained, including charcoal filters, to avoid potential accumulation of radionuclides in treatment media. I was also reminded that RO will increase the corrosivity of water so if whole -house RO is used, designers, builders and plumbers should consider alternative plumbing materials to avoid leaching of metals such as copper into the drinking water. Do you think a COA should be set requiring RO systems be installed at each home or just indicate that the drinking water should be tested by the homeowner periodically? Difficult question. Being that these will be private water supplies, it is ultimately up to the homeowners to test their own water and assure that the water is safe for themselves and others that consume it. Requiring an RO by COA implies that someone will monitor this in the future. I don't think the County nor the HOA wants that responsibility. A COA that suggests annual testing seems rather ineffective and unenforceable. Based on the results submitted, the water would meet the primary public drinking water standards but that could possibly change. Also, because RO concentrates contaminants in the waste stream from the treatment unit, there is a possibility that other waste issues could develop that each homeowner could be responsible for. It seems pretty apparent to me that one possible reason to go to individual wells in the first place was to avoid regulatory issues in the future while potentially developing a public health issue, albeit more diffuse, in the future. It would certainly be good for something to be put in place, perhaps a HOA covenant, that provides for creation of a water sampling fund and an appropriate annual water test for each home. That way, at least people that buy homes in the subdivision would know of the potential issue and would be kept informed of water quality changes. 3. As noted in the application, considerations must be taken for proper ISDS design to accommodate additional waste flows from RO units, especially if whole -house RO treatment is desired by the homeowner. Keep in mind that the use of whole house RO will concentrate contaminants in the waste stream so septic tanks may need more frequent pumping to prevent septage from accumulating metals or radioactive materials that could create disposal issues. 4. I did not see any percolation or other soils test information relative to ISDS in the application. Of course proper soils tests along with all other inspection and permitting requirements must be completed as part of the permitting process. Leach field and reserve areas must be kept free of construction activity and buildings. It's also a good idea to keep corrals and RV parking off of leach field areas as this has a tendency to mess up the soils in those areas. 5. The access permit required left turn deceleration lane and right turn deceleration lane. Due to lack of right of way on SH 6 and Miller lane, we couldn't fit all the necessary improvement to bring the intersection up to standards. CDOT or the County will need to acquire more right of way at this intersection to get all the needed safety improvements. CDOT and the County know that in the future, Miller Lane will need a right turn acceleration lane. This was stated in the "Transportation" section of the submittal. I would recommend that the County start planning to make this improvement in the future. At this time, the development is only increasing the Miller Lane traffic by 7%. Therefore, the County can only increase the traffic by 16 trips in the peak hour before a new access permit is required. Since the project will not increase traffic 20%, no access permit will be needed for this project. The application proposes 8 SF lots Single family ADT is 9.57 trips per day Development ADT is 76.56 (8 lots x 9.57 ADT) Capital Improvement Plan shows the site in Traffic Study Area 6 which has road impact fee of $210/ADT So, each proposed lot would have to pay a road impact fee of $2,009.70 and the entire development a fee of $16,077.60. Kathy provided me with a spread sheet (see attached sheet) and indicated that there was more CIP numbers that would need to be added to the above to calculate the road impact fee. 1 don't understand where the numbers hi -lighted in yellow in this spread sheet came from and Kathy didn't know either.
