Attached are applications for Garfield County permits to drill four wells and
construct a temporary office and living quarters on Chevron's property near Clear
Creek. Specific locations and further details are listed on the attached.
These applications, together with the one well application we have already
submitted and the four we plan to submit during the next month, comprise an
evaluation program Chevron is pursuing during 1989. Our objective is to
determine whether the coal beds underlying our property are capable of producing
gas in economic quantities.
We hope to be able to share more of the details of our planned drilling program
with you at the meeting on June 5. Per conversations between Glen Hartman of
your office and Jan Watson, we plan a presentation and discussion of our plans
for 4:00 p.m., Monday, June 5.
We are looking forward to working with you on this evaluation project.

TEMPORARY OFFICE SITE AND LIVING FACILITIES
A temporary office site will be located adjacent to the
access road into the Chevron 4-28H well location. The site
will consist of two trailers to provide offices, housing for
the construction rep and drilling engineer, and a
communications center.
The trailers will be serviced by a 1,000 gallon holding tank
for sewage and one fresh water tank. The sewage tank will be
emptied periodically and the sewage hauled to the De:eque
disposal system.
The location of the site is shown on the attached Exhibit A.
TEMPORARY STORAGE AREA
A temporary storage yard will be constructed near the shale
stockpiles on Chevron surface in Sec. 8, T 5S, R 98W. The
yard will be 400' x 400' for storage of pipe, equipment, fuel
for trucks and a parts van. The area will be fenced.

Getty Oil Exploration Company (hereinafter "COEG"), in consideration of Eleven
Hundred Dollars ($1100.00), and other valuable consideration, the receipt and
adequacy of which are hereby acknowledged, hereby grants for a period of one
(1) year a nonexclusive Limited License ("License") to Chevron U.S,A. Inc„
(hereinafter "Chevron"), its agent's, contractors, agricultural lessees and
employees, of the right to use that certain private road crossing land ("Land")
owned by GOEC in Sections 26, 35 and 36, Township 5 South, Range 98 West, and
in Sections 4, 9 and 10, Township 6 South, Range 98 West, 6th P.M., Garfield
County, Colorado, This License granted hereby is for the sole purpose of
giving Chevron limited access to Chevron's property for oil and gas exploration
and development up Clear Creek in Twps. 4, 5, and 65, Rges. 98 and 99W,
Garfield County, Colorado. It is understood between GOEC and Chevron that
Chevron's use of the private road will be compatible with the use of said
private road by GOEG's personnel, it's agents, contractors and agricultural
lessees. GOEC shall not be required or obligated to make any changes,
alterations, additions, improvements or repairs in, on or about the private
road or the Land, or any part thereof, during the term of this License.
Chevron accepts the private road in its present condition as of the date of
this License and Chevron agrees to maintain the road during its use to the
condition of the private road as of the date hereof.
The term of this License shall be one (1) year from the date hereof, unless
sooner terminated or extended pursuant to the terms hereof. It is expressly
understood and agreed that either party shall have the right to terminate this
License by giving written notice to the other party thirty (30) days prior to
any anniversary date of this License of its intention to so terminate this
License. This License and the terms thereof shall cease, terminate and end at
12 midnight of the day preceding the anniversary date following the written
notice to terminate. Thereafter GOEC may take possession of the private road
and Land and any and all parts thereof, without being liable for damages to
Chevron, and GOEC is thereby free, clear, and discharged of all obligations
under this License including all rights of Chevron hereunder. Chevron shall
have the right to use the private road during the term hereof or within three
(3) months after the termination hereof, for purposes of removing any or all
structures, pipes, equipment and other facilities placed on Chevron's property
accessed by said private road,
Unless Chevron shall have received or sent notice of termination, Chevron shall
pay to COED an annual fee of. Eleven Hundred Dollars ($1100.00) due and payable
to GUGU at the address shown on page 3 hereof on or before each Anniversary
date hereof. It shall not be the obligation of GOEC to bill Chevron for the

annual rental; it being the responsibility of Chevron to tender the annual
rental to GOEC on or before each anniversary date.
The terms of this License may be revised at the request of GOEC at any renewal
thereof and such terms shall if mutually satisfactory, be agreed upon by GOEC
and Chevron. Failure to agree upon the terms shall not be deemed an acceptance
and continuance of the prior License terms.
Chevron will, at Chevron's expense, defend and fully indemnify GOEC, against
all claims, liabilities, and expenses (including reasonable attorneys' fees and
expenses incurred in defense of such claims) for personal injury, death, or
property damage which are in any way connected with the performance of any
Chevron activities under this License. Chevron must defend and indemnify GOEC
without regard to whether the negligence, fault, or strict liability of GOEC is
a contributory factor, except that to the extent that indemnification of GOEC
for personal injury, death, or property damage resulting from the concurrent
negligence, concurrent fault, or strict liability of GOEC is contrary to local
law, this sentence, to such extent and only to such extent, is void or
voidable, Those matters which result from the sole negligence or intentional
tort of GOEC or the sole negligence or intentional tort of a third -party who is
not an agent, surface lessee, employee, or contractor of Chevron shall be
excluded from Chevron's duty to indemnify MEG, For purposes of this
paragraph, the term "GOEC" shall be deemed to include GOEC's agents, surface
lessees, (and their tenants), employees, affiliated companies, and all those
claiming any interest in the Land.
The private road wi.l_L .not be used as access for hunting or ani tec.reationel
use.
There is presently crossing the Land a private road which is used by various
parties. This is not a public road and GOEC grants unto Chevron certain
limited rights in licensing said road, with Chevron assuming joint risks with
COEC in controlling access, including but not limited to, defending and holding
GOEC harmless in the event of any claims and/or judgments alleging wrongful
prevention of access by Chevron to any appropriate governmental and/or private
parties.
Chevron shall not encumber, assign, sublet or otherwise transfer this License,
or any right or interest hereunder, or in or to any of the improvements (if
any) that hereafter may become part of the Land, in whole or in part without
the prior written consent and approval of GOEC. Notwithstanding the above,
prior written consent and approval from GOEC to assign or otherwise transfer
this License shall not be required if such assignment or transfer is to the
parent corporation of Chevron or any of the parent corporation's wholly owned
subsidiaries. Notwithstanding the above, any such transfer shall require
Chevron to guarantee its transferee's or its transferee's full and complete
performance of all of the terms and conditions of this License. In the event
that GOEC gives consent and approval co any transfer or assignment, then before
such transfer or assignment becomes effective for any purpose, the transferees
and assignees must, in writing, assume all the obligations of this License and
agree to be hound by all terms of this License without in any way limiting,
releasing or discharging Chevron from any liability under any provision of this
License on account of such transfer or assignment. Should Chevron
inadvertently cause, make or suffer to he made any encumbrance, assignment,
transfer or subletting, except with GOEC's consent when required, thereupon
GOEC may, at its option, terminate this License forthwith by written notice,
and upon such termination this License shall cease and end and be of no further
force or effect, except as hereinafter otherwise provided.

Chevron shall not suffer or permit to be enforced against the Land, or any pare
thereof, any mechanic's, materialman's, contractor's or subcontractor's lions
arising from or any claim for damage growing out of the work of any
construction, repair, restoration, replacement or improvement by Chevron on the
private road or the Land, or any other similar claim or demand howsoever the
same may arise, but Chevron shall pay or cause to be paid all of such liens,
claims or demands before any action is brought to enforce the same against the
private road or the Land; and Chevron agrees to defend, indemnify and hold GOEC
and the Land free and harmless from all liability for any and all such liens,
claims and demands, together with reasonable attorney's fes and all costs and
expenses in connection therewith. All notices, demands or requests from one
party to another may be personally delivered or sent by Certified mail, postage
prepaid, return receipt requested, and, except as otherwise provided, shall be
deemed effective as of the date of receipt. All notices hereunder shall be
directed to the addressees set forth below or such substitute address as
provided to the other party co this License thirty (30) days in advance of the

All references to GOEC herein shall also include its successors and assigns.
It is expressly understood and agreed by the parties hereto, that there is in
existence a separate Limited License Agreement between Getty 0i1 Exploration
Company and Chevron Shale Oil Company dated July 9, 1985 which covers use of
the same private road as in this License. The use of the private road by the
respective Chevron entities, i.e. Chevron U.S.A. and Chevron Shale Oil Company
shall be under the Limited License Agreement with that Chevron entity only.
If the foregoing meets with your approval, please sign and return one copy of
this letter to the undersigned.

WELL CONTROL AND BLOWOUT PREVENTION
E. CLASS III BLOWOUT PAEVENTER STACK:
The Class III preventer stack is designed for
drilling or workover operations. It is composed
of a single hydraulically operated annular pre -
venter on top, then a blind ram preventer, a
drilling spool, and a single pipe ram preventer
on bottom. The choke and kill lines are in-
stalled onto the drilling spool and must have a
minimum internal diameter of 2". All side
outlets on the preventers or drilling spool must
be flanged, studded, or clamped. An emer-
gency kill line may be installed on the wellhead.
A double ram preventer should only be used
when space limitations make it necessary to
remove the drilling spool. In these instances,
the choke manifold should be connected to a
flanged outlet between the preventer rams
only. In this hookup, the pipe rams are
considered master rams only, and cannot be
used to routinely circulate out a kick. The
Class III blowout preventer stack is shown to
the right in Figure 11J.4.

D. CLASS 111 CHOKE MANIFOLD
The Class 111 choke manifold is suitable for Class 111 workovers and drilling operations. The Standard
Class III choke manifold is shown in Figure 11J.8 below. Specific design features of the Class ill
manifold include:
1. The manifold is attached to a drilling spool or the top ram prevenler side outlet.
2. The minimun internal diameter is 2" (nominal) for outlets, flanges, valves and lines.
3. Includes two steel gate valves in the choke line at the drilling spoof outlet. The inside choke line
valve may be remotely controlled (HCR).
4. Includes two manually adjustable chokes which are installed on both side of the manifold cross.
Steel isolation gate valves are installed between both chokes and the cross, and also downstream
oI both chokes.
5. Includes a blooey line which runs straight through the cross and is isolated by a steel gate valve.

6. Includes a valve isolated pressure gauge suitable for drilling service which can display the casing
pressure within view of the choke operator.
7. Returns through the choke manifold must be divertible through a mud -gas seperator and then
be routed to either the shale shaker or the reserve pit through a buffer lank or manifold arrangement.
8. If the choke manifold is remote from the wellhead, a third master valve should be installed
immediately upstream of the manifold cross.

9. BOP CLOSING EQUIPMENT
A. General Requirements
The accumulator system and pumps must be of adequate capacity for the BOP stack in use. The
system must hold'pressurewithout leaks or excessive pumping and should maintain enough pressure
capacity reserve to close the preventers with the recharging pumps turned off. These pumps are
designed to charge the accumulator within a reasonable time period and maintain this charge during
preventer operations,
Chevron's design base for surface accumulator capacity is governed by MMS regulalion,Order
30 CFR Part 250.56 (d), which stales that all blowout preventer systems shall be equipped with:
Minerals Management Service Sizing Guidelines
"A hydraulic actuating system that provides sufficient accumulator capacity to
supply 1.5 times the volume necessary to close and hold closed all BOP equipment
units with a minimum (remaining) pressure of 200 psi (1,400 kPa) above the
precharge pressure without assistance from the charging system. An accumulator
backup system which shall be automatic, supplied by a power source independent
from the power source to the primary accumulator charging system, and possess
sufficient capacity to close all blowout preventers and hold them closed.
The above stated MMS regulation is equivalent to sizing a 3000 psi accumulator with enough capacity
to close the annular and all ram preventers one time, with the pumps out of service, while maintaining
a minimum remaining operating pressure 011500 psi. This equivalence is shown on the next page.
This demanding base using a 50% safety factor is recommended by Chevron because it provides
complete replenishment of fluid in "close" lines at the time preventers are activated. The safety factor
also allows for foss of fluid capacity due to "fnterflow" in the four-way valves and possible loss through
the packing of the preventer units. A less demanding base is not recommended, but may be used
with Class 11 stacks, provided prior management approval has been obtained. Requirements vary
with the size of preventers and are principally controlled by the annular preventer requirements.
Opening/closing volume tables provide the necessary information to calculate individual require-
ments as to accumulator size needed. Hydraulically operated choke and kill line valves require added
fluid capacity. 11 must be remembered that only one-half to two- thirds of the accumulator bottle is
liquid filled when fully charged, depending on the unit.

MULTIPOINT SURFACE USE PLAN
1. EXISTING ROADS
A. See Exhibit A. We do not plan to change, alter or
improve upon any existing state or county roads.
B. Travel northwest from Debeque on County Road 204 to the
Roan Creek Community Center. Turn right onto County Road 211
and follow to end of County road at gate near Mr. Hiner's
ranch. After passing through the gate, travel approximately,
4 miles to access into welisite. The wellsite lies adjacent
to the road on the right.
2. PLANNED ACCESS ROADS
See Topographic Map "A".
The proposed location for Chevron 7-27E lies adjacent to the
existing road.
No gates, cattleguards, or fence cuts will be necessary.
Turnouts will not be required.
3. LOCATION OF EXISTING AND/OR PROPOSED FACILITIES
A. See Exhibit A. There are no wells within a one mile
radius of the proposed well.
B. Installation of production facilities will be addressed
at a later date if the well is a producer.
C. Disturbed areas no longer needed for operations will be
graded back to as near original state as possible. Drainage
channels will be returned to original state and the areas
will be reseeded.
D. A blooie pit 8'x10'x5' deep will be constructed
approximately 150' from the center hole as shown on Exhibit
C. A line will be placed on the surface from the center hole
to the burn pit. The pit will be fenced on four sides to
protect livestock.
5. LOCATION AND TYPE OF WATER SUPPLY
A. Water will be supplied to the location by truck from
sources of surface water in the area.
C_ SOURCE OF CONSTRUCTION MATERIALS
A. All construction materials needed for this location will
come commercially from the Grand Junction, Colorado area.
7. METHODS FOR HANDLING WASTE DISPOSAL
A. Cuttings will be settled out in the reserve pit. The
reserve pit will be lined. The pit will be fenced with a 32"
- 46" woven wire to protect wildlife and domestic animals.
B. Drilling fluids will be retained in reserve tanks
utilizing maximum recirculation during drilling operations.
Following drilling, the liquid waste will be evaporated and
the remainder worked into the deep subsoil of the pit, and
the pit filled in and returned to natural grade.
C. In the event fluids are produced, any oil will be
retained until sold in tankage and any water produced will be
retained until its quality is determined. The quality and
quantity of water produced will then determine the necessary
disposal procedure.
D. Sewage will be disposed of in a 1,000 gallon fiber glass
insulated holding tank, which is to be placed in the vicinity
of the trailer on the well location. Arrangements have been
made for the sewage to be transported from the wellsite to
the Town of Debeque, Colorado for disposal in the town
disposal system_ The sewage will be hauled by an authorized
hauling firm
E. Trash will be contained in a portable metal container and
hauled periodically to an approved disposal site.
F. After the rig has moved from the wellsite, all waste
material will be removed to an approved disposal site.
8. ANCILLARY FACILITIES
A. One trailer will be placed on the well location to house
the tool pusher. An office site located off the access road
to the location for Chevron 4-28H will contain 2 trailers for
office facilities and housing for approximately 4 to 8
employees, pipe and equipment storage, fuel for generator and
trucks and a parts van.
9. WELLSITE LAYOUT
A. Four to six inches of topsoil will be removed from the
location and stockpiled. Location of mud tanks, reserve,
burn and trash pits, pipe racks, living facilities and soil
stockpiles will be located as shown on Exhibit D.
B. Pits will not be lined.
C. Access to the well pad will be as indicated in Exhibit C.
10. PLANS FOR RESTORATION OF SURFACE
A. All surface areas not required for producing operations
will be graded to as near original condition as possible and
contoured to maintain possible erosion to a minimum. Any
rock encountered in excavation will be disposed of beneath
backfill to return surface to its present appearance and
provide soil for seed growth.
B. The topsoil will be evenly distributed over the disturbed
areas and reseeded with a seed mixture recommended by
Garfield County to avoid introduction of noxious weeds.
C. Pits and any other area that would present a hazard to
wildlife or livestock will be fenced off when the rig is
released and removed.
D. Any oil accumulation on the pit will be removed, burned
or overhead flagged as dictated by then existing conditions.
E. The well will be completed during 1989. Rehabilitation
will commence following completion of the well. If the
wellsite is to be abandoned, all disturbed areas will be
recontoured to the natural contour as is possible.
11. SURFACE OWNERSHIP
A. The wellsite and access road will be constructed on
Chevron owned surface. The operator shall contact the State
O&GCC at (303) 894-2100 between 24 and 48 hours prior to
construction activities.
12. OTHER INFORMATION
A. The well is located on hilly and sandy/shaley terrain.
Vegetation includes mixed desert shrubs and Juniper Pinon.
The fauna of the area consists predominantly of mule deer,
coyotes, rabbits and varieties of small ground squirrels and
other types of rodents.
B. Surface use activities other than the oil well facilities
consist of livestock grazing.
C. There are no known archeological, historic or cultural
sites in the immediate area.
D. The surface is owned by Chevron.

Getty Oil Exploration Company (hereinafter "GOEC"), in consideration of Eleven
Hundred Dollars ($1100.00), and other valuable consideration, the receipt and
adequacy of which are hereby acknowledged, hereby grants for a period of one
(1) year a nonexclusive Limited License ("License") to Chevron U.S.A. Inc.,
(hereinafter "Chevron"), its agent's, contractors, agricultural lessees and
employees, of the right to use that certain private road crossing land ('Land")
owned by COEC in Sections 26, 35 and 36, Township 5 South, Range 98 West, and
in Sections 4, 9 and 10, Township 6 South, Range 98 West, 6th P.M. , Garfield
County, Colorado, This License granted hereby is for the sole purpose of
giving Chevron limited access to Chevron's property for oil and gas exploration
and development up Clear Creek in Twps. 4, 5, and 6S, Rges. 98 and 99W,
Garfield County, Colorado. It is understood between GOEC and Chevron that
Chevron's use of the private road will be compatible with the use of said
private road by GOEC's personnel, it's agents, contractors and agricultural
lessees. GOEC shall not be required or obligated to make any changes,
alterations, additions, improvements or repairs in, on or about the private
road oe the Land, or any part thereof, during the term of this License.
Chevron accepts the private road in its present condition as of the date of
this License and Chevron agrees to maintain the road during its use to the
condition of the private road as of the date hereof.
The term of this License shall be one. (1) year from the date hereof, unless
sooner terminated or extended pursuant to the terms hereof. It is expressly
understood and agreed that either party shall have the right to terminate this
License by giving written notice to the other party thirty (30) days prior to
any anniversary date of this License of its intention to so Germinate this
License. This License and the terms thereof shall cease, terminate and end at
}2 midnight of the day preceding the anniversary nate following the written
notice to terminate.. Thereafter GOEC may take possession of the private road
and Land and any and all parts thereof, without being liable for damages to
Chevron, and GOEC is thereby free, clear, and discharged of all obligations
under this License including all rights of Chevron hereunder. Chevron shall
have the right to use the private road during the germ hereof or within three
(3) months after the termination hereof, for purposes of removing any of all
structures, pipes, equipment and other facilities placed on Chevron's property
accessed by said private road.
Unless Chevron shall have received or sent notice of termination, Chevron shall
pay to COEC an annual fee of, Eleven Hundred Dollars ($1100.00) duo and payable
to GC7Ee at the address shown on page 3 hereof on or before each anniversary
date hereof, It shall not be the obligation of GOEC to bill Chevron for the

annual rental; it being the responsibility of Chevron to tender the annual
rental to GOEC on or before each anniversary date.
The terms of this License inay be revised at the request of GOEC at any renewal
thereof and such terms shall if mutually satisfactory, be agreed upon by GOEC
and Chevron. Failure to agree upon the terms shall not be deemed an acceptance
and continuance of the prior License terms.
Chevron will, at Chevron's expense, defend and fully indemnify GOEC, against
all claims, liabilities, and expenses (including reasonable attorneys' fees and
expenses incurred in defense of such claims) for personal injury, death, or
property damage which are in any way connected with the performance of any
Chevron activities under this License. Chevron must defend and indemnify GOEC
without regard Co whether the negligence, fault, er strict liability of GOEC is
a contributory factor, except that to the extent that indemnification of GOEC
for personal injury, death, or property damage resulting from the concurrent
negligence, concurrent fault, or strict liability of GOEC is contrary to local
law, this sentence, to such extent and only to such extent, is void or
voidable, Those matters which result from the sole negligence or intentional
tort of (OEC or the sole negligence or intentional tort of a third party who is
not an agent, surface lessee, employee, or contractor of Chevron shall be
excluded from Chevron's duty to indemnify COEC. For purposes of this
paragraph, the term "GOEC" shall be deemed to include GOEC's agents, surface
lessees, (and their tenants), employees, affiliated companies, and all those
claiming any interest in tho Land.

parties. This is not a public road and GOEC grants unto Chevron certain
limited rights in licensing said road, with Chevron assuming joint risks with
COEC in controlling access, including but not limited to, defending and holding
COEC harmless in the event of any claims and/or judgments alleging wrongful
prevention of access by Chevron to any anuronriate governmental and/or private
parties.
Chevron shall not encumber, assign, sublet or otherwise transfer this License,
or any right or interest hereunder, or in or to any of the improvements (if
any) that hereafter may become part of the Land, in whole or in part without
the prior written consent and approval of GOEC. Notwithstanding the above,
prior written consent and approval from GOEC to assign or otherwise transfer
this License shall not be required if such assignment or transfer is to the
parent corporation of Chevron or any of the parent corporation's wholly owned
subsidiaries, Notwithstanding the above, any such transfer shall require
Chevron to guarantee its transferee's or its transferee's full and complete
performance of all of the terms and conditions of this License. In the event
that GOEC gives Consent and approval to any transfer or assignment, then before
such transfer or assignment becomes effective for any purpose, the transferees
and assignees must, in writing, assume all the obligations of this License and
agree to be bound by all terms of this License without in any way limiting,
releasing or discharging Chevron from any liability under any provision of this
License on account of such transfer or assignment. Should Chevron
inadvertently cause, make or suffer to be made any encumbrance, assignment,
transfer or subletting, except with GOEC's consent when required, thereupon
GOEC may, at its option, terminate this License forthwith by written notice,
and upon such termination this License shall cease and end and be of no further
force or effect, except as hereinafter otherwise provided.

Chevron shall not suffer or permit to be enforced against the Land, or any pert
thereof, any mechanic's, materialman's, contractor's or subcontractor's liens
Arising from or any claim for damage growing out of the work of any
construction, repair, restoration, replacement or improvement by Chevron on the
private road or the Land, or any other similar claim or demand howsoever the
same may arise, but Chevron shall pay or cause to be paid all of such liens,
claims or demands before any action is brought to enforce the same against the
private road or the Land; and Chevron agrees to defend, indemnify and hold GOEC
and the Land free and harmless from all liability for any and all such liens,
claims and demands, together with reasonable attorney's fres and all costs and
expenses in connection therewith. All notices, demands or requests from one
party to another may be personally delivered or sent by Certified mail, postage
prepaid, return receipt requested, and, except as otherwise provided, shall be
deemed effective as of the date of receipt. All notices hereunder shall be
directed to the addressees set forth below or such substitute address as
provided to the other party to this License thirty (30) days in advance of the
notice. Present addresses to which notices shall be sent in accordance with

It is expressly understood and agreed by the parties hereto, that there is in
existence a separate Limited License Agreement between Getty Oil Explotation
Company and Chevron Shale Oil Company dated July 9, 1985 which covers use of
the same private road as in this License. The use of the private road by the
respective Chevron entities, i.e. Chevron U.S.A. and Chevron Shale Oil Company
shall be under the Limited License Agreement with that Chevron entity only.
If the foregoing meets with your approval, please sign and return one copy of

E. CLASS HI BLOWOUT RAEVENTER STACK:
The Class III preventer stack Is designed for
drilling or workover operations. It is composed
of a single hydraulically operated annular pre -
venter on lop, then a blind ram preventer, a
drilling spool, and a single pipe ram preventer
on bottom. The choke and kill lines are in-
stalled onto the drilling spool and must have a
minimum internal diameter of 2". All side
outlets on the preventers or drilling spool muss
be flanged, studded, or clamped. An emer-
gency kill line maybe installed on the wellhead.
A double ram preventer should only be used
when space limitations make it necessary 10
remove the drilling spool. In these instances,
the choke manifold should be connected to a
flanged outlet between the preventer rams
only. In this hookup, the pipe rams are
considered master rams only, and cannot be
used to routinely circulate out a kick. The
Class III blowout preventer stack is shown to
the right in Figure 11J.4.

D. CLASS III CHOKE MANIFOLD
The Class 111 choke manifold is suitable for Class 111 workovers and drilling operations. The Standard
Class HI choke manifold is shown in Figure 11 J.8 below. Specific design features of the Class 111
manifold include:
1. The manifold is attached to a drilling spool or the top ram preventer side outlet.
2. The minimun internal diameter is 2" (nominal} for outlets, flanges, valves and lines.
3. Includes two steel gate valves in the choke line at the drilling spool outlet. The inside choke line
valve may be remotely controlled (HCR).
4. Includes two manually adjustable chokes which are installed on both side of the manifold cross.
Steel isolation gate valves are installed between both chokes and the cross, and also downstream
of both chokes.
5. Includes a blooey fine which runs straight through the cross and is isolated by a steel gate valve.
6. Includes a valve isolated pressure gauge suitable for drilling service which can display the casing
pressure within view of the choke operator.
7. Returns through the choke manifold must be diverlible through a mud -gas seperalor and then
be routed to either the shale shaker or the reserve pit through a buffer tank or manifold arrangement.
8. If the choke manifold is remote from the wellhead, a third master valve should be installed
immediately upstream of the manifold cross.

9. BOP CLOSING EQUIPMENT
A. General Requirements
The accumulator system and pumps must be of adequate capacity for the BOP slack in use. The
system must hold'pressure without leaks or excessive pumping and should maintain enough pressure
capacity reserve to close the preventers with the recharging pumps turned off. These pumps are
designed to charge the accumulator within a reasonable time period and maintain this charge during
preventer operations.
Chevron's design base for surface accumulator capacity is governed by MMS regulalion,Order
30 CFR Part 250.56 (d), which states that all blowout preventer systems shall be equipped with:
Minerals Management Service Sizing Guidelines
"A hydraulic actuating system That provides sufficient accumulator capacity to
supply 1.5 times the volume necessary to close and hold closed all BOP equipment
units with a minimum (remaining) pressure of 200 psi (1,400 kPa) above the
precharge pressure without assistance from the charging system. An accumulator
backup system which shall be automatic, supplied by a power source independent
from the power source to the primary accumulator charging system, and possess
sufficient capacity to close all blowout preventers and hold them closed.
The above staled MMS regulation is equivalent to sizing a 3000 psi accumulator with enough capacity
to close the annular and all ram preventers one time, with the pumps out of service, while maintaining
a minimum remaining operating pressure of 1500 psi. This equivalence is shown on the next page.
This demanding base using a 50% safely factor is recommended by Chevron because it provides
complete replenishment of fluid in "close" lines at the time preventers are activated. The safety factor
also allows for loss of fluid capacity due to "interfiow" in the four- way valves and possible loss through
the packing of the preventer units. A less demanding base is not recommended, but may be used
with Class II slacks, provided prior management approval has been obtained. Requirements vary
with the size of preventers and are principally controlled by the annular preventer requirements.
Opening/closing volume tables provide the necessary information to calculate individual require-
ments as to accumulatorsize needed. Hydraulically operated choke and kill line valves require added
fluid capacity. It must be remembered that only one-half to Iwo- thirds of the accumulator bottle is
liquid filled when fully charged, depending on the unit.

MULTIPOINT SURFACE USE PLAN
1. EXISTING ROADS
A. See Exhibit A. We do not plan to change, alter or
improve upon any existing state or county roads.
B. Travel northwest from Debeque on County Road 204 to the
Roan Creek Community Center. Turn right onto County Road 211
and follow to end of County Road at gate near Mr. Hiner's
ranch. After passing through the gate, travel approximately
7 1/2 miles. The well location lies adjacent to the road on
the right.
2. PLANNED ACCESS ROADS
See Topographic Map "A".
The proposed location for Chevron 3-17E lies adjacent to the
existing road.
No gates, cattleguards, or fence cuts will be necessary.
Turnouts will not be required.
3. LOCATION OF EXISTING AND/OR PROPOSED FACILITIES
A. See Exhibit A. There are no wells within a one mile
radius of the proposed well.
B. Installation of production facilities will be addressed
at a later date if the well is a producer.
C. Disturbed areas no longer needed for operations will be
graded back to as near original state as possible_ Drainage
channels will be returned to original state and the areas
will be reseeded_
D. A blooie pit 8'x10'x5' deep will be constructed
approximately 150' from the center hole as shown on Exhibit
C. A line will be placed on the surface from the center hole
to the burn pit. The pit will be fenced on four sides to
protect livestock.
5. LOCATION AND TYPE OF WATER SUPPLY
A. Water will be supplied to the location by truck from
sources of surface water in the area.
6. SOURCE OF CONSTRUCTION MATERIALS
A. All construction materials needed for this location will
come commercially from the Grand Junction, Colorado area.
7. METHODS FOR HANDLING WASTE DISPOSAL
A. Cuttings will be settled out in the reserve pit. The
reserve pit will be lined. The pit will be fenced with a 32"
- 48" woven wire to protect wildlife and domestic animals.
B. Drilling fluids will be retained in reserve tanks
utilizing maximum recirculation during drilling operations.
Following drilling, the liquid waste will be evaporated and
the remainder worked into the deep subsoil of the pit, and
the pit filled in and returned to natural grade.
C. In the event fluids are produced, any oil will be
retained until sold in tankage and any water produced will be
retained until its quality is determined. The quality and
quantity of water produced will then determine the necessary
disposal procedure.
D. Sewage will be disposed of in a 1,000 gallon fiber glass
insulated holding tank, which will be placed in the vicinity
of the trailer on the well location. Arrangements have been
made for the sewage to be transported from the wellsite to
the Town of Debeque, Colorado for disposal in the town
disposal system. The sewage will be hauled by an authorized
hauling firm
E. Trash will be contained in a portable metal container and
hauled periodically to an approved disposal site.
F. After the rig has moved from the wellsite, all waste
material will be removed to an approved disposal site.
8. ANCILLARY FACILITIES
A. One trailer will be placed on the well location to house
the tool pusher. An office site located off the access road
to the location for Chevron 4-26H will contain 2 trailers for
office facilities and housing for approximately 4 to 6
employees, pipe and equipment storage, fuel for generator and
trucks and a parts van.
9. WELLSITE LAYOUT
A. Four to six inches of topsoil will be removed from the
location and stockpiled. Location of mud tanks, reserve,
burn and trash pits, pipe racks, living facilities and soil
stockpiles will be located as shown on Exhibit C.
B. Pits will not be lined.
C. Access to the well pad will be as indicated in Exhibit C.
10. PLANS FOR RESTORATION OF SURFACE
A. All surface areas not required for producing operations
will be graded to as near original condition as possible and
contoured to maintain possible erosion to a minimum_ Any
rock encountered in excavation will be disposed of beneath
backfill to return surface to its present appearance and
provide soil for seed growth.
B. The topsoil will be evenly distributed over the disturbed
areas and reseeded with a seed mixture recommended by
Garfield County to avoid introduction of noxious weeds.
C. Pits and any other area that would present a hazard to
wildlife or livestock will be fenced off when the rig is
released and removed.
D. Any oil accumulation on the pit will be removed, burned
or overhead flagged as dictated by then existing conditions.
E. The well will be completed during 1989. Rehabilitation
will commence following completion of the well. If the
wellsite is to be abandoned, all disturbed areas will be
recontoured to the natural contour as is possible.
11. SURFACE OWNERSHIP
A. The wellsite and access road will be constructed on
Chevron owned surface. The operator shall contact the State
0&GCC at (303) 894-2100 between 24 and 48 hours prior to
construction activities.
12. OTHER INFORMATION
A. The well is located on hilly and sandy/shaley terrain.
Vegetation includes mixed desert shrubs and Juniper Pinon.
The fauna of the area consists predominantly of mule deer,
coyotes, rabbits and varieties of small ground squirrels and
other types of rodents.
B. Surface use activities other than the oil well facilities
consist of livestock grazing.
C. There are no known archeological, historic or cultural
sites in the immediate area.
D. The surface is owned by Chevron.
