PROJECT INFORMATION AND STAFF COMMENTS
Two Special Use Permits for Natural
Gas Wells and a Special Use Permit
for a Temporary Office/Storage
Yard.

Each well site will consist of
approximately 1.61 acres while the
storage yard will be approximately
3.67 acres in size and the office
site 1 acre.
WATER: To be hauled to the sites
SEWER: Temporary holding tanks
ACCESS: County Rd. 211 and private access
roads.
EXISTING ZONING: R/L, Gentle Slopes, Lower Valley
Floor.
ADJACENT ZONING: R/L, Gentle Slopes, Lower Valley
Floor and Talus Slopes.
I. RELATIONSHIP TO THE COMPREHENSIVE PLAN
The sites are located in District C, Rural Areas with Minor
Environmental Constraints and the Unclassified Lands designation as
indicated on the Comprehensive Plan Management District's Map.
II. DESCRIPTION OF THE PROPOSAL
A. Site Description: The sites are located in a rural portion of
the County, with land uses in the vicinity primarily open space,
ranching, and natural resource extraction. The locations are
generally along the lower valley floor.
B. Project Description: The applicant proposes to drill two natural
gas wells with operations to begin immediately. The temporary
office site will have two trailers providing for offices,
housing, and a communications center, while the temporary storage
area will consist of a 400' x 400' fenced area for the storage of
pipe, equipment and fuel.
III.MAJOR ISSUES AND CONCERNS
1. Approximately 15 miles of County Rds. 204 and 211 will be used
for access. Chevron has submitted a $100,000 bond to cover road
restoration consistent with County policy.
2. Chevron owns both mineral and surface rights at each location.
3. Time limits establishing the duration of the temporary office and
temporary storage areas should be established. In addition, a
restoration schedule should be identified.
4. Garfield County Board of Health approval is required for the use
of temporary holding tanks for sewage disposal.
5. Locations of the proposed sites are identified on the attached
maps. (See page -6,
IV. SUGGESTED FINDINGS
1. That the applications are in compliance with the Garfield County
Zoning Resolution of 1978, as amended.
2. That the hearing before the Board of County Commissioners was
extensive and complete, that all pertinent facts, matters and
issues were submitted and that all interested parties were heard
at that hearing.
3. For the above stated and other reasons, the proposed uses are in
the best interest of the health, safety, morals, convenience,
order, prosperity and welfare of the citizens of Garfield County.
V. RECOMMENDATION
APPROVAL, with the following conditions:
1. All proposals of the applicant shall be considered conditions of
approval unless stated otherwise by the Board of County
Commissioners.
2. The applicant and driller shall notify the County Clerk's office
and Assessor's office to ensure proper licensing and assessment
of equipment and vehicles based in the operation, prior to final
approval.
3. The applicant and driller shall notify the County Road and Bridge
Department, prior to moving a drilling rig across County roads.
In addition, the applicant shall provide on-going maintenance to
County Roads 204 and 211, under supervision of the Road and
Bridge supervisor, including, but not limited to, returning the
County roads to not less than their condition prior to the
commencement of drilling activities. The County roads shall be
returned to said condition at such time as the well is drilled,
completed, or equipped for production. Dust control measures,
including continual road watering or the application of dust
retardant chemicals, shall be utilized.
4. The applicant's existing $100,000 road bond shall be adequate to
insure compliance with Condition #3 and shall be maintained in
place until such time as the wells have been drilled, completed
or equipped for production.
5. The applicant shall comply with all applicable State and Federal
Agency requirements and obtain all appropriate permits.
6. The applicant shall obtain Road Cut permits as required by the
Garfield County Road and Bridge Department, for all new access
points off County roads.
7. The applicant shall obtain Garfield County Board of Health
approval for the use of temporary holding tanks for sewage
disposal.
8. The applicant shall provide detailed descriptions of the location
of the temporary office site and temporary storage area. In
addition, site plans for both uses shall be submitted along with
plans for removal and restoration within one year of the
completion of the drilling program.
9. The applicant shall have 120 days from the date of the Resolution
of Conditional Approval to meet all conditions set forth in the
Resolution. The Special Use permit shall be issued when all
conditions are met and shall expire 120 days after issuance,
unless construction or use has commenced.
