SBA is working with Sprint to modify the site for LTE. Sprint leases spaces on the tower SBA owns that is located at 105'/2 E. Alkalai Creek Road, New Castle, CO. Existing zoning: Rural Sprint would like to take off three (3) panel anteimas and three (3) new panel antennas. This is a 100' tower that four (4) carriers are on the tower, I have attached a copy of the lease and rights for the property to SBA tower. Per our conversation today 1 think it help define the area assigned to SBA from the property owner and SBA owns the tower. I also attached a revised application, payment agreement form, the deed (found by Carl), along with the assignment and assumption agreement for the file. I included a set of drawings. Once you feel we are moving in the right direction and if I haven't left anything out I will provide a CD with everything on it. After 9/11 the Telecommunications industry has looked at alternative ways to keep our communication constant in case of a major disaster. We are modifying antennas that allow for more frequencies and use of data on phones. I look forward to working together. SBA feels this should support all the authority from the property owner. The Garfield County authorization form was completed. I have also attached a copy of the stamped drawings. I have attached the assignment and assumption agreement between NTCH Colorado and SBA Towers that NTCH that has assigned us all right to the ground where we are leased. This is for all improvements to the tower. I have left a message with your council to see if this will be enough information as we are leased to the ground space and SBA owns the tower. Molly, SBA is requesting a minor modification for the upgrade on the 100' tower Iocated at 5175 County Road 335. This is a request that is considered maintenance in the telecom industry but can mean various things for the jurisdictions. The tower currently has Sprint and three other carriers on the tower. Sprint currently has three antennas and Sprint is requesting to swap out the antennas for three new antennas. The RRU's in reference on the drawings is more described as an RRU (Remote Radio Unit) is the transmitter/receiver for a telecommunications site. This equipment in past has been Iocated on the ground inside the cabinets that house all the equipment. Instead of using all coaxial cable the newer technology equipment feeds the RRU that is Iocated at the antenna with a fiber connection and power. The RRU then connects to the antenna with a short run of coaxial cable. This allows less loss between the equipment and a greater customer experience with their phone. This will be mounted behind the antenna and will not be visible from a distance due to the height of the antennas on the tower. I believe this minor modification complies with the Section 4-106 © of the Iand use code. 1. SBA does comply with all the requirements of this code. 2. Does not conflict with the comprehensive plan. This is a cell site with multiple carriers and multiple equipment to serve customers. 3. Does not change the character of the Development- By swapping antennas does not alter the development. The infrastructure and mounts are existing on the tower there isn't any visual impact. 4. Does not alter the basic relationship of the development to adjacent property. This cell site will not look any different once the project is complete. 5. Does not change the uses permitted -same uses as before. 6. Does not require amendment or abandonment of the any easements or right away- this has nothing to do with any easements or right away. 7. Does not increase the density - the density impact is the same. 8. By swapping the antennas does not conflict with table 3-201- 9. N/A There is a minimal impact on the tower for the upgrade that will benefit the users in Garfield County. As noted in my original submittal SBA on behalf of Sprint is working to respond to unprecedented customer demand for dependable wireless communication services. To meet this demand, Sprint is constantly improving its coverage areas and expanding its network capacity to handle the growing number of customer calls and data transmissions. The visual impact is minimal from the standpoint as this is a 100' tower that already has carriers on the tower. This will allow Sprint to improve wireless coverage. The net results are better service for residents, business and visitors in your local area and a greener cell site. This site currently has two technologies but the antenna system and ground mounted cabinets must be modified to allow the implementation of the new technology while keeping the proper isolation between technologies/frequency band for interference intermodulation control. Please note the equipment placement on the ground is all within our lease area.. In addition to convenience and enjoyment, wireless communications play an important role in personal and public safety: last year (2011) over 395,000 E911 calls were made each day on wireless phones. Molly, I have submitted majority of the documents you need for the Land Use Change Permit. I have reviewed Section 4-16 and with Sprint using the same mounts on the 100' tower to swap out antennas does not conflict with your section 4-106 code. There is a minimal impact on the tower for the upgrade that will benefit the users in Garfield County. It will not change the character of the tower or area of the land. This will not alter the tower in relationships of the Development to adjacent property. This will still remain the sante uses originally permitted. As noted in my original submittal SBA on behalf of Sprint is working to respond to unprecedented customer demand for dependable wireless communication services. To meet this demand, Sprint is constantly improving its coverage areas and expanding its network capacity to handle the growing number of customer calls and data transmissions. Although Sprint doesn't feel this is a non -substantial change. We are not increasing our square footage. The antennas are remaining at six (6) antennas which is (2) antennas per sector, not any taller etc. The visual impact is minimal from the standpoint as this is a 100' tower that already has carriers on the tower. This will allow Sprint to improve wireless coverage. The net results are better service for residents, business and visitors in your local area and a greener cell site. This site currently has two technologies but the antenna system and ground mounted cabinets must be modified to allow the implementation of the new technology while keeping the proper isolation between technologies/frequency band for interference intermodulation control.
