PROJECT INFORMATION AND STAFF COMMENTS
Public hearing on Special Use
permit for Golf Practice Range and
Accessory Uses.
APPLICANT: Richard Dever
LOCATION:
A parcel of land located in S 1/2
NE 1/4, and Lot 1, Section 1, T6S,
R90W, and the W 1/2 SE 1/4 and NE
1/4 SW 1/4, Section 33, T5S, R89W;
approximately 2 miles west of
Glenwood Springs oft of Hwy. 6 & 24
in West Glenwood.
SITE DATA: The site consists of approximately
165 acres.
WATER: Existing wells
SEWER: None proposed
ACCESS: Existing access off of Highway 6 &
24
EXISTING ZONING: A/R/RD
ADJACENT ZONING: A/R/RD, and O/S
I. RELATIONSHIP TO THE COMPREHENSIVE PLAN
The site is located in District F, Rural Areas with Severe
Environmental Constraints, as designated on the Comprehensive Plan
Management Districts Map.
II. DESCRIPTION OF THE PROPOSAL
A. Site Description: The site is currently undeveloped with
moderate to steep slopes and native vegetation. Adjacent land
uses include open space, I-70 right-of-way, and the Ami's Acres
Campground.
B. Project Description: The applicant proposes to develop a golf
course practice range on the site, with a hitting area a minimum
of 300 yards long and0-115 A,ards wide. Improvements on the
site will include a' x 1"0' parking area, tee box area,
partial netting along the southern portion of the site, and
grading and seeding the hitting area.
C. A golf practice range was added as a Special Use in the A/R/RD
zone district, by text amendment, approved by the Board of County
Commissioners, on August 4, 1986.
III.MAJOR ISSUES AND CONCERNS
1. Information on the application has been submitted to the Colorado
Highway Department, with no comments having been received at this
time.
2. Due to the proximity to adjacent land uses, the applicant is
proposing to maintain natural screening around the tee box and
install pall netting elsewhere along the southern border of the
hitting area.
IV. SUGGESTED FINDINGS
1. That proper publication and public notice was provided as
required by law for the hearing before tue Board of County
Commissioners.
2. That the hearing before the Board of County Commissioners was
extensive and complete, that all pertinent facts, matters and
issues were submitted and that all interested parties were heard
at the hearing.
3. That for the above stated and other reasons, the proposed Special
Use permit is in the best interest of the health, safety, morals,
convenience, order, prosperity and welfare of the citizens of
Garfield County.
V. RECOMMENDATION
APPROVAL, with the following conditions:
1. All representations of the applicant, either within the
application or stated at the hearing before the Board of County
Commissioners, shall be considered conditions of approval, unless
stated otherwise by the Board.
2. That excessive noise, odor, dust, and other similar offensive
impacts of the facility, including golf balls be contained on the
lot.
3. The applicants shall have 120 days from the date of the
Resolution of Approval to meet all conditions set forth in the
Resolution. The Special Use permit shall be issued when all
conditions are met and shall expire 120 days after issuance
unless construction or use has commenced.
