One of the basic requirements for a building permit to be approved and a Certificate of Occupancy to issued, is the need for domestic water and sewage disposal. Given the Metro District's position about additional taps, the County Building Department will not be able to issue any additional building permits. If and inspector is asked to do a final inspection prior to issuance of Certificate of Occupancy and there is no water or sewer service, no CO will be issued. Grand Junction, Colorado 81505 RE: Final Punch List Items to be Completed for Valley View Village, Phase A - Battlement Mesa Metropolitan District NOr!Qy X04 • Dear Darin, This is in response to Ron Weidler's memorandum to WestWater Engineering dated October 27, 2004 regarding final punch list items that need to be completed in order for the District to accept improvements for the Valley View Village, Phase A Subdivision. Mr. Weidler's memorandum addresses our memorandum dated October 21, 2004 documenting items from the final punch list of September 21, 2004 that still need to be completed. Mr. Weidler's memorandum implies that Grace Homes and High Country Engineering are contesting the District's punch list items related to adjusting the water valve boxes and manhole covers to finished grade. The punch list of September 21 lists valve boxes and manholes be brought to finished grade in accordance with the Plans. This requires that all covers to be within 1/4- to '/2 -inch below the finished asphalt surface. In addition, the maximum height of concrete grade rings allowed on sewer manholes for final grade adjustment is 12 -inches. High Country Engineering's detail on the approved Plans shows a maximum concrete grade ring adjustment of 8 -inches. We would allow the 12 -inch adjustment unless High Country Engineering upholds their more stringent requirements that will only allow 8 -inches. In several cases the maximum 12 -inch grade ring adjustment has been exceeded and has been completed with a combination of concrete grade rings and cast iron paving rings. This may require removal of the entire manhole cone section and addition of a 1 -foot barrel section. Cast iron paving rings are not allowed for new construction per the Plans and District Standards. To reiterate our previous comment, all manholes and valve boxes must be brought to finished grade in accordance with District Standards. The other item that still seems to be in contention is the irrigation meter bypasses. It appears that the District's detail may have been misinterpreted and that the meter yoke supports were mistaken for a bypass pipe. The District has informed us again that the bypasses on the irrigation meters must be removed. This can be accomplished by cutting and capping the tees on the meter bypass line. Another item on the irrigation system that is in dispute are the hose bibs on the backflow preventers that must also be removed. The hose bibs can either be replaced with a cap or quick connect coupling that the HOA could utilize for blowing out the irrigation system. \WwenrveVemP\Oai\kmenl Mcsa euerSCarei.FivlPunchlieLVVA.+yd • • Darin Carie November 1, 2004 Page 2 In regard to Mr. Weidler's claim that new items are being added to the punch list is not accurate. We have only reinspected the subdivision improvements to determine if the previous punch list items had been completed. Subsequent inspections have included inspection of all manhole ring covers and valve boxes to ensure they have been brought to the proper grade in conformance with the District's Standards. Because there seems to be some confusion and unwillingness on the part of Grace Homes to complete the punch list items, we sent a copy of Mr. Weidler's memorandum to the District to determine what direction they wanted to proceed. The District has informed us that all items on the punch list must be completed in order for the District to accept the improvements and issue Initial Acceptance of the subdivision. The District has further decided that until such time that the punch list items are completed no further taps will be issued for the subdivision and that a tap moratorium has been placed on Valley View Village Subdivision, Phase A. We have copied the Garfield County Building Department to inform them of the tap moratorium that will be in place until further notice. Res s ectfully, Stephen T.
