SZROT, County Engineer Dear Kit; I have received/reviewed the following documents: 1) August 2nd Final Plan Submittal, Atkins & Associates - Sheets 1,3,4,5,6,&7 2) Filing 2 Submittal, D.H. Surveys Inc. — Sheets 1&2 3) Building & Planning Review Agency Packet of 8/19/99, 5 pages 4) Final Plan Submission Booklet, Fowler & Marais 5) Rifle Fire Protection Letter, August 31st, 1999 6) My past review letters — June 1St, & June 7th, 1999 My attention was focused on three items that needed clarification in this final stage: 1) The issue of the second added seasonal fire hydrant was resolved with a letter from Mike Morgan, District Fire Chief. I wanted to assure that the fire department would be comfortable with an additional hydrant that was only operable during summer months. The fire department's August 31st letter clarified their acceptance of this concept. Year-round fire protection had been previously documented and provided. 2) The cross section of Mesa Drive was shown to have 8" of class 2-3 minus, 4" of class 6, with an asphalt chip seal. 11' lanes with 1.5% crown and 4 foot shoulders are provided. All base layers in addition to the insitu roadbed soil will be compacted to 95%. I would advise that compaction testing be accomplished on the insitu earth layer and all base layers to assure proper densities are achieved. 3) Clarification of the potable water system supply lines was provided by the revised blueprint sheets. Supply lines were now shown as 8" lines and the connectivity with the new water tanks was also more clearly illustrated. Potable supply tank flow will typically enter tank #1, flow through tank #2, and exit to the residential supply line through tank #3. Flow check valves and redundancy is also built into the system to address taking 1 or 2 tanks out of service for repairs or maintenance. After reviewing the above documentation I would support approval of the Final Plat for this development. 109 8th Street, Suite 300, Glenwood Springs, CO 81601-3363 (970) 945-5004 FAX (970) 945-7785
